The Procurement And Presentation Of Evidence In Courts-Martial: Compulsory Process And Confrontation, Fredric I. Lederer, Francis A. Gilligan
The Procurement And Presentation Of Evidence In Courts-Martial: Compulsory Process And Confrontation, Fredric I. Lederer, Francis A. Gilligan
Faculty Publications
Although pretrial litigation often seems to render trial on the merits something of an anti-climax, adversarial adjudication is of course the focus of the criminal justice system, military or civilian. Once trial on the merits has begun, trial and defense counsel naturally utilize the rules of evidence in the fashion most likely to make the most of the evidence available to them. Yet, as all lawyers are aware, the period since the enactment of the Uniform Code of Military Justice has brought sweeping changes not only in military criminal law, but also in the "constitutionalization" of the law of evidence. …

The material for this article bas been drawn from a larger sociolinguistic survey of various aspects of tbe phonology of 18-26 yr olds in Valladolid carried out between October 1976 and April 1977. The methodology used is basically the same as that developed by William Labov for his New York survey and has become one of the most established methods of enquiry into the social differentiation of the phonology of urban speech-communities. Informants were selected from the Valladolid census records in a semi-random manner and assigned to their socio-economic class according to the criteria of Spanish sociologists. Each informant was …

The Water Outlook And Economic Development In The West, B. Delworth Gardner
The Water Outlook And Economic Development In The West, B. Delworth Gardner
Faculty Publications
The development of water is practically synonymous with the development of the Western United States, and much of the region's wealth is tied up in the rights to utilize water. It is this relationship between water development and allocation and the creation and distribution of existing wealth that makes water policy so controversial and is the principal focus of this paper.

The skills and abilities associated with computer literacy are becoming required tools for accounting Ph.D. students. Not only are new doctoral students entering Ph.D. programs with better skills, they are also applying these skills more on a day to day basis. This paper presents a brief discussion of a number of issues associated with computer use and computer literacy in general. The paper also presents several aspects of the Ph.D. program at the University of Minnesota and how computers are affecting the program.
A Welfare Analysis Of Production And Consumption Of Broadbeans In Egypt, B. Gardner Delworth, Adel N. Moustafa, Dyaa Abdou
A Welfare Analysis Of Production And Consumption Of Broadbeans In Egypt, B. Gardner Delworth, Adel N. Moustafa, Dyaa Abdou
Faculty Publications
The broadbean is one of the most important food items in Egypt and is both heavily subsidized and rationed, although the per family entitlement depends on quantities available. It is the basic staple for breakfast for most Egyptians in both rural and urban areas. The governmental policies that determine the production, marketing, and distribution of broadbeans affect consumers and producers. The government budget is also affected by the subsidy and trade policies. Thus, virtually every Egyptian is touched by policies affecting this crop and consumption commodity.

Career Status Of Baccalaureate Social Work Graduates: An Appraisal Of A Professional Program, James G. Mccullagh, Donald E. Maypole
Faculty Publications
A followup survey was conducted of baccalaureate-level graduates of the University of Northern Iowa (UNI) Department of Social Work to develop a database on graduates' career activities and to determine the market for the Masters of Social Work (MSW) program as well as graduates' view of the efficacy of the social work major. Of 538 graduates mailed a questionnaire; 172 responded. Findings include the following: 65 percent were either working full-time; part-time; or were enrolled full-time in a graduate social work program; 11 percent had not obtained a social work position; most graduates were employed by agencies in urban areas …

This paper presents a precedent oriented computer assisted method of designing, analyzing and evaluating systems of internal controls. The ..!..nternal Control _!iodel, TICOM III, is fundamentally a design and analysis tool useful in the context of Automated Office Information Systems (AOIS's). Traditional analysis and evaluation tools, such as flowcharting, written narratives and questionnaires, are inefficient, if not insufficient, to support the design and control analysis of these new systems. The advantages of TICOM III over traditional methods such as narrative description, questionnaires and flowcharts are: (1) the evaluation can be more rigorous and exhaustive because of the speed, accuracy and …

The Greek Military Regime (1967-1974) And The Cyprus Question — Origins And Goals, Constantine P. Danopoulos
Faculty Publications
This article employs the concept of military professionalism and its attributes to explain the Greek praetorian regime's handling of the Cyrprus problem. Upon examining the relevant data it was found that for strategic considerations the U.S. and NATO sought to achieve a negotiated solution to the cyprus problem which would have amounted to double Enosis. It was also found that professional needs created a dependency of the Greek. military on NA TO for arms, sophisticated training, and support which let them view participation in NATO as indespensable. As a result, the Greek military confused the interests of their nation with …

(Excerpt)
Title VI of the Civil Rights Act of 1964 was enacted as part of a larger package of federal legislation aimed at redressing the wrongs of past discrimination and at preventing future transgressions against members of identified groups—most notably racial minorities. This title of the Act—prohibiting discrimination based upon race, color, or national origin in federally assisted programs or activities—has been relied upon by private individuals and administrative agencies to remedy discrimination in education, employment, housing, and more recently in health care and other municipal services. As a discrimination statute, Title VI draws its congressional enactment authority from section …

The Challenge Of Socialist Thought, Noel B. Reynolds

This presentation points to socialists’ mistaken assumptions of a malleable and perfectible human nature as an insuperable reason for the inevitable failure of socialist systems. It also points to socialist and liberal dependence on declarations of human rights as ineffective protections for human freedom—protections which can only be maintained in constitutionalist systems with deeper structural safeguards against tyranny.
Food Consumption An Distribution: An Overview, Dyaa Abdou, B. Gardner Delworth
Food Consumption An Distribution: An Overview, Dyaa Abdou, B. Gardner Delworth
Faculty Publications
Nearly everyone concedes that Egypt is faced with a serious food problem. The Egyptian agricultural sector is unable to feed the increasing and more affluent population. In 1980, agricultural output was estimated to be increasing by about 2.0 percent annually, whereas the country's annual population growth rate was estimated at about 2.3 percent. If the difference in these growth rates continues, Egypt must increase imports each year just to maintain per capita consumption at the present level [3].

Economic Implications Of The Policy For Pricing And Allocating Rice In Egypt, Sonia Mohamed Ali, B. Gardner Delworth
Economic Implications Of The Policy For Pricing And Allocating Rice In Egypt, Sonia Mohamed Ali, B. Gardner Delworth
Faculty Publications
Rice is both heavily subsidized and rationed in Egypt. This policy has significant distributive effects and especially benefits low income consumers in both urban and rural areas of the country. In addition, the policy has important allocative effects in shifting scarce resources to inefficient uses. This paper attempts to measure the economic inefficiency associated with this policy in order that the policy makers may judge better whether or not the distributive benefits are worth the efficiency costs.

Administrative Efficiency And Responsibility Under Juridical Democracy, Melvin J. Dubnick, Annelva Rowland
Administrative Efficiency And Responsibility Under Juridical Democracy, Melvin J. Dubnick, Annelva Rowland
Faculty Publications
Since its first publication in 1969, Theodore J. Lowi’s The End of Liberalism has had significant impact on the study of American government. One of the more intriguing yet underexamined contributions of the work was Lowi’s analytic advocacy of a five-part program for reform, characterizing his program as “Modest Proposals for Radical Reform” and prescribing a new public philosophy which he terms “juridical democracy.” This paper examines the tension between administrative efficiency and democratic accountability within a juridical democracy framework, using the Kansas regulation filing process as an empirical case.

Campaign Contributions And Congressional Voting: A Simultaneous Probit-Tobit Model, Henry W. Chappell Jr.
Campaign Contributions And Congressional Voting: A Simultaneous Probit-Tobit Model, Henry W. Chappell Jr.
Faculty Publications
Full-information maximum likelihood (FIML) estimates of the simultaneous probit-Tobit (SPT) model suggest that effects of campaign contributions on voting are smaller than single equation probit estimates would indicate. The author has generally unable to conclude that contributions have a significant impact on voting decisions, apparently votes are most often decided on the basis of personal ideology or preferences of constituents. These findings differ markedly from earlier results of economists Gary C. Durden and Jonathan J. Silberman, whose single equation models showed a substantial impact of contributions on voting decisions. Despite the lack of significance according to model SPT, it would …
Behavioral And Genetic Diversity During Dispersal: Analysis Of A Polymorphic Esterase Locus In Southern Pine Beetle, Dendroctonus Frontalis, L. Zack Florence, Paul C. Johnson, Jack E. Coster
Behavioral And Genetic Diversity During Dispersal: Analysis Of A Polymorphic Esterase Locus In Southern Pine Beetle, Dendroctonus Frontalis, L. Zack Florence, Paul C. Johnson, Jack E. Coster
Faculty Publications
Dispersal behavior of the southern pine beetle, Dendroctonus frontalis Zimmermann (Coleoptera: Scolytidae), in response to synthetic aggregating pheromone (frontalin) indicates an exponential decrease in response with distance from the site of emergence. Differential response during dispersal among genotypes at a polymorphic esterase locus was found by using starch gel electrophoresis. These differences produced allelic distributions that predict increased genetic diversity concurrent with increasing dispersal distance from the source population.

Physical Science Workshop Course For Elementary Teachers, Glen T. Clayton, Harry D. Downing, Thomas O. Callaway

Science for elementary school grades K-6 varies somewhat in content from one textbook series to another, but it is fairly common that 40-60% of the material covered is directly related to physics. These texts suggest that certain learning activities such as experiments, demonstrations, and observations be carried out by the teacher and the class. Often the apparatus for a learning activity is to be constructed from simple, readily available materials. The typical elementary school teacher has had little experience in performing experiments and is often frustrated in his/her attempts at carrying out the suggested learning activity. To meet this need …
