Interpreting U.N. Sanctions: The Rulings And Role Of The Yugoslavia Sanctions Committee, Michael P. Scharf, Joshua L. Dorosin

Faculty Publications

Part I of this article provides, for the first time, a systematic analysis of over one hundred key rulings of the UN Yugoslavia Sanctions Committee, grouping them into categories for easy reference.7 It is hoped that this digest of important Sanctions Committee rulings will aid the members of the Sanctions Committee in identifying and following precedent, aid governments in implementing the sanctions, and assist businesses (and their lawyers) in operating under them.' This Article does not, however, purport to be a comprehensive survey of all of the Sanctions Committee's cases, or even all of its important cases. Indeed, one of …

East Greenland Margin, H. C. Larsen, A. D. Saunders, P. Clift

Faculty Publications

Leg 152 represents the second in an eight-leg program, proposed by the NARM-DPG, to investigate rifted margins. Four legs will be devoted to each margin type, volcanic and nonvolcanic. Leg 152, selected as first priority by the North Atlantic Rifted Margin Detailed Planning Group (NARM-DPG), will be the first leg to address processes at volcanic rifted margins by drilling a transect of proposed sites at 63°N, southeast Greenland. The southeast Greenland transect is located approximately 550 km south of the original center of the Iceland hotspot in a region of apparent structural simplicity, with a well-understood, simple plate kinematic history. …

Defensible Fees, State Action, And The Legacy Of Massive Resistance, Jonathan L. Entin Jan 1993

Defensible Fees, State Action, And The Legacy Of Massive Resistance, Jonathan L. Entin

The Supreme Court of Virginia recently upheld the validity of a whites-only provision in an educational trust. The decision in Hermitage Methodist Homes of Virginia, Inc. v. Dominion Trust Co., would be noteworthy for that reason alone. It is important for three other reasons, however. First, this was not an ordinary property dispute; it arose directly from Brown v. Board of Education. The restriction at issue applied to a segregation academy in Prince Edward County, the most recalcitrant of the defendants in Brown. The academy was established to provide private education for whites when the county closed its public schools …

Discovering The Unique Synergy Potential Of Undergraduate Research And Tourism Service Needs, Deirdre Gibbons, Brian J. Hill

Faculty Publications

This paper explores the needs and benefits for using undergraduates as a resource at tourism University Centers. The purpose of undergraduate tourism programs varies, but programs strive to combine theory with application, and research plays a role in this process. Undergraduates stand to benefit from the managerial and decision-making skills they can learn through research. The number of university tourism research centers has increased worldwide. These centers often function on small budgets and have limited research centers, yet their services and clientele · base are increasing. This paper explores how some universities have involved undergraduates in university tourism research, focusing …

Sign Correlations And The Mechanism For Parity Violation, Vladimir Gudkov Jan 1993

Sign Correlations And The Mechanism For Parity Violation, Vladimir Gudkov

Faculty Publications

The problem of possible sign correlations of P-odd effects due to parity mixing on the compound nuclear stage is discussed. For an unambiguous test of the conventional model of parity violation on the compound nuclear stage, it is not enough only to measure the sign correlation of P-odd effects on some resonances, but it is necessary also to know the neutron decay amplitudes for each resonance.

Surface Treatment For Mitigation Of Hydrogen Absorption And Penetration Into Aisi 4340 Steel, G. Zheng, Branko N. Popov, Ralph E. White Jan 1993

Surface Treatment For Mitigation Of Hydrogen Absorption And Penetration Into Aisi 4340 Steel, G. Zheng, Branko N. Popov, Ralph E. White

Faculty Publications

The effectiveness of underpotential deposition of Pb onto a membrane made of AISI 4340 steel on the reduction of the hydrogen evolution reaction on the membrane and the degree of hydrogen ingress into the membrane was determined. In the presence of a monolayer coverage of Pb on the membrane surface, the hydrogen evolution currents were reduced by a factor of two compared with the values obtained on bare steel, and the steady-state hydrogen permeation flux through the steel membranes was reduced by 71%.

Impedance Spectroscopy As A Nondestructive Health Interrogation Tool For Lithium-Bcx Cells, Branko N. Popov, W. Zhang, E. C. Darcy, Ralph E. White

Faculty Publications

The objective of this investigation was to study the growth of thick passivating layers on the Li anode in Li/BCX(Li/SOCl2 + BrCl) cells which were stored for a period of 3 years. Impedance spectroscopy and equivalent circuit models were used to determine characterizing parameters for these cells. The equivalent circuit used for virgin cells includes a faradic contribution and diffusion of the electroactive species. The equivalent circuit for batteries stored 1 or 2 years includes the impedance of a metal/passive film interface, the resistance of the film, and the impedance of the passivating film/electrolyte interface. The equivalent circuit used …

Using Electrochemical Impedance Spectroscopy As A Tool For Organic Coating Solute Saturation Monitoring, Branko N. Popov, Mohammed A. Alwohaibi, Ralph E. White Jan 1993

Using Electrochemical Impedance Spectroscopy As A Tool For Organic Coating Solute Saturation Monitoring, Branko N. Popov, Mohammed A. Alwohaibi, Ralph E. White

Faculty Publications

Electrochemical impedance spectroscopy (EIS) has been used to study the solute uptake for epoxy/phenolic (E/p) andepoxy/amine (E/a) thick-coated mild steel samples immersed for 160 days in 3.5 weight percent NaCl solution exposed to air. Samples with thicknesses of approximately 200 µm with an exposed surface area of 22.6 cm2 were used to follow solute saturation of the organic coating. Good agreement was obtained between the calculated and measured coating capacitance when, according to the diffusion equation, the coating capacitance was plotted against exposure time.

Galvanostatic Pulse And Pulse Reverse Plating Of Nickel-Iron Alloys From Electrolytes Containing Organic Compounds On A Rotating Disk Electrode, Branko N. Popov, Ken-Ming Yin, Ralph E. White Jan 1993

Galvanostatic Pulse And Pulse Reverse Plating Of Nickel-Iron Alloys From Electrolytes Containing Organic Compounds On A Rotating Disk Electrode, Branko N. Popov, Ken-Ming Yin, Ralph E. White

Faculty Publications

Linear sweep voltammetry, galvanostatic pulse, and pulse reverse techniques were used to study the plating of nickel-iron alloys in the presence of organic additives. The effects of pulse current densities, ip, reverse current densities, ir, rotation speed of disk electrode, and the presence of organic additives on deposition of nickel-iron alloys are evaluated. The observed phenomena can be explained by the concentration depletion of reactants (or products), and the surface coverage of the additives on the electrode. A new formulation of the plating bath is defined.

An Essay On Independence, Interdependence, And The Suretyship Principle, Peter A. Alces Jan 1993

An Essay On Independence, Interdependence, And The Suretyship Principle, Peter A. Alces

Faculty Publications

In this article, Professor Peter A. Alces investigates the tension that exists between the independent and interdependent nature of contractual relations arising in suretyship agreements and letter of credit transactions. This discussion is particularly timely as the American Law Institute is currently revising both the Restatement of the Law of Suretyship and Article 5 of the Uniform Commercial Code, "Letters of Credit." This article discerns a basic incongruity between the two revisions' treatment of interrelated multiple party rights and discusses the consequences that this incongruity can be expected to have upon commercial transactions.

Postsynaptic Ca2+, But Not Cumulative Depolarization, Is Necessary For The Induction Of Associative Plasticity In Hermissenda, Ronald F. Rogers, R. F. Matzel Jan 1993

Postsynaptic Ca2+, But Not Cumulative Depolarization, Is Necessary For The Induction Of Associative Plasticity In Hermissenda, Ronald F. Rogers, R. F. Matzel

Faculty Publications

The neuronal modifications that underlie associative memory in Hermissenda have their origins in a synaptic interaction between the visual and vestibular systems, and can be mimicked by contiguous in vitro stimulation of these converging pathways. At the offset of vestibular stimulation (i.e., hair cell activity), the B photoreceptors are briefly released from synaptic inhibition resulting in a slight depolarization (2–4 mV). If contiguous pairings of light-induced depolarization and presynaptic vestibular activity occur in close temporal succession, this depolarization “accumulates” and has been hypothesized to culminate in a sustained rise in intracellular Ca2+ and a resultant Ca(2+)-mediated phosphorylation of K+ channels …

Freedom Of Speech For Libraries And Librarians, Rodney A. Smolla Jan 1993

Freedom Of Speech For Libraries And Librarians, Rodney A. Smolla

Faculty Publications

Noting the recent bicentennial of the First Amendment to the United States Constitution, Professor Smolla considers the role of librarians in opposing censorship. He proposes a new principle of "professionalism" to establish the librarian's role, and discusses the principle in light of the Supreme Court's decision in Board of Education v. Pico.
