Use Of Underpotential Deposition Of Zinc To Mitigate Hydrogen Absorption Into Monel K500, G. Zheng, Branko N. Popov, Ralph E. White

Faculty Publications

Polarization experiments and a potentiostatic pulse technique have been used to show that a monolayer coverage of zinc effectively inhibits the absorption of hydrogen into Monel K500. By depositing a monolayer of zinc on Monel K500, the hydrogen evolution reaction and hydrogen ingress flux rate were reduced by 60%.

The Human Remains From Carter-Ranch Pueblo,Arizona: Health In Isolation, Marie E. Danforth, Della Collins Cook, Stanley G. Knick Iii

Faculty Publications

Health patterns in the Pueblo III (A.D. 1100-1225) population from Carter Ranch Pueblo were investigated in skeletal remains from 34 individuals. Childhood health disruptions were assessed using stature, linear enamel hypoplasias, and Harris lines. Periostitis, arthritis, anemia, trauma, and dental pathology were also observed. Although the low juvenile representation is probably an effect of age-biased mortuary practices, results suggest a healthy population compared to larger southwestern sites. Trauma levels at the site are quite high, possibly indicating burial practices differentiated on the ability to work or other health criteria. Additionally, a number of genetic anomalies are present, suggesting an isolated …

(Excerpt)

In recent years, the intersection of the Religion and Speech Clauses of the First Amendment has become increasingly controversial particularly in the context of public schooling. Religious group meetings, the distribution of religious literature, the discussion of religious themes, and the recitation of prayers at graduation ceremonies have all forced the courts to weigh and re-weigh the right to individual speech against the responsibility of the state to stay within the bounds of Establishment Clause doctrine. Several legal and political factors have fueled this debate. Although the Supreme Court has reaffirmed on several occasions the unconstitutionality of organized prayer …

The Theory And Practice Of Regional Organization Intervention In Civil Wars, Christopher J. Borgen Jan 1994

The Theory And Practice Of Regional Organization Intervention In Civil Wars, Christopher J. Borgen

Faculty Publications

The United Nations' reach in peacekeeping is fast outdistancing its grasp. Spread across seventeen countries, the U.N.’s over 80,000 civilian and military personnel monitor cease-fires, protect aid convoys, and separate warring parties. As the U.N. extends its arms, financial resources seem to slip through its fingers like grains of sand. In short, the U.N. lacks the resources to continue increasing its peacekeeping responsibilities.

In An Agenda for Peace (Agenda), Secretary-General Boutros Boutros-Ghali proposes that part of the solution to the economic problems of the U.N. lies in reconsidering how regional organizations interact with the U.N., a suggestion which revisits a …

The Interstellar Relations Of The Federation: International Law And Star Trek: The Next Generation, Michael P. Scharf, Lawrence D. Roberts

Faculty Publications

A recent University of Toledo Law Review article concerning the legal issues
dealt with in the television series Star Trek: The Next Generation (STNG)
became an overnight national sensation. Given that, during its seven seasons of
first-run episodes; STNG had been the most popular syndicated series on
American television, it is perhaps not surprising that the article should engender
so much public attention. The article, written by law professors Paul Joseph and Sharon Carton of Nova Southeastern University Law School, was not intended as however. Rather, it was a serious examination of the way STNG United Federation of Planets dealt …

The National Probate Court Standards: The Role Of The Courts In Guardianship And Conservatorship Proceedings, Paula Hannaford-Agor, Thomas L. Hafemeister

Faculty Publications

In this article, Ms. Hannaford and Professor Hafemeister confront the issue of who will ensure that the needs of the growing elderly population are met. The authors provide a history and overview of guardianship proceedings and also provide, for the first time, a quantitative description of guardianship usage in the United States. The authors assert that guardianships and conservatorships remain effective ways to protect the rights of the incompetent elderly person. Although these remedies create a legal right in the guardian to manage the financial and medical welfare of the elderly client, the authors argue that a lack of procedural …

An Assessment Of Past Extramural Reforms Of The U.S. Courts Of Appeals, Thomas E. Baker

Faculty Publications

Professor Baker posits several radical changes to the structure of the federal appellate courts to ease the growing caseload. First, he suggests restricting the jurisdiction of the federal district courts. Second, Professor discusses the merits of using alternative dispute resolution. Next, he discusses the merits and pitfalls of expanding, dividing and even establishing a specialized appellate judiciary. Finally, he discusses improving federal legislation to ease the load on the federal appellate courts.

Effect Of Proton Diffusion, Electron Conductivity, And Charge-Transfer Resistance On Nickel Hydroxide Discharge Curves, John W. Weidner, Paul Timmerman Jan 1994

Effect Of Proton Diffusion, Electron Conductivity, And Charge-Transfer Resistance On Nickel Hydroxide Discharge Curves, John W. Weidner, Paul Timmerman

Faculty Publications

Constant-current discharge curves for the nickel hydroxide electrode are simulated assuming resistances due to diffusion of protons and conduction of electrons through the nickel hydroxide film, and charge-transfer resistance at the film/electrolyte interface contribute to the polarization losses of the electrode. Good qualitative agreement is observed between the model predictions and experimental discharge curves. The results suggest that polarization losses due to diffusional limitations of protons is a critical factor in determining the characteristics of the discharge curve. Ohmic resistance has a significant effect on the discharge curves at the end of discharge, and charge-transfer resistance is a minor contributor …

Thermal Characteristics Of A Nickel-Hydrogen Battery, Junbom Kim, T. V. Nguyen, Ralph E. White Jan 1994

Thermal Characteristics Of A Nickel-Hydrogen Battery, Junbom Kim, T. V. Nguyen, Ralph E. White

Faculty Publications

The maximum allowable temperature difference inside a nickel-hydrogen battery to avoid water relocation was calculated by using a graphical method together with a vapor pressure vs. temperature correlation equation for water vapor over potassium hydroxide solution. An equation was developed for this maximum allowable temperature difference for vessel-wall temperatures from 0 to 30°C and potassium hydroxide concentrations from 20 to 32%. A heat-generation equation for the nickel-hydrogen battery was used to investigate the effect of the location of heat generation on the maximum temperature in the cell and the temperature distribution in the cell.

The Role Of Thallium As A Hydrogen Entry Promoter On Cathodically Polarized Hy-130 Steel, G. Zheng, Branko N. Popov, Ralph E. White Jan 1994

The Role Of Thallium As A Hydrogen Entry Promoter On Cathodically Polarized Hy-130 Steel, G. Zheng, Branko N. Popov, Ralph E. White

Faculty Publications

Hydrogen permeation experiments were carried out to investigate the effect of thallium on hydrogen entry into HY-130steel. These experiments show that the presence of thallium ions in an electrolyte drastically increase the hydrogen entry rate. The hydrogen entry efficiency and hydrogen surface coverage were increased by a factor of 10 and 6, respectively. In order to fit the permeation experimental data, the Iyer-Pickering-Zamanzadeh (I-P-Z) hydrogen permeation model was modified by including a mass-transfer term in the discharging equation. The relationship between hydrogen permeation and the hydrogen evolution reaction were investigated and new relationships were obtained.

Parents' Religion And Children's Welfare: Debunking The Doctrine Of Parents' Rights, James G. Dwyer Jan 1994

Parents' Religion And Children's Welfare: Debunking The Doctrine Of Parents' Rights, James G. Dwyer

Faculty Publications

The scope, weight, and assignment of parental rights have been the focus of much debate among legal commentators. These commentators generally have assumed that parents should have some rights in connection with the raising of their children. Rarely have commentators offered justifications for attributing rights to persons as parents, and when they have done so they have failed to subject those justifications to close scrutiny. This Article takes the novel approach of challenging parental rights in their entirety. The author explores the fundamental questions of what it means to say that individuals have rights as parents, and whether it is …

The Second Amendment And The Personal Right To Arms, William W. Van Alstyne Jan 1994

The Second Amendment And The Personal Right To Arms, William W. Van Alstyne

Faculty Publications

For many years, the Second Amendment was politely ignored, or summarily dismissed, by America's legal academy. In recent years, however, more and more law professors have begun taking the Second Amendment seriously. Professor William Van Alstyne, one of the nation's most respected Constitutional law professors, and the author of a leading Constitutional law casebook; offers his contribution in this essay. Van Alstyne suggests that the Second Amendment means exactly what it says: that individual citizens have a right, not merely a privilege, to own and carry firearms. He also commends the National Rifle Association for its constructive role as a …

Understanding Kaye Scholer: The Autonomous Citizen, The Managed Subject And The Role Of The Lawyer, Nancy Amoury Combs Jan 1994

Understanding Kaye Scholer: The Autonomous Citizen, The Managed Subject And The Role Of The Lawyer, Nancy Amoury Combs

Faculty Publications

The Office of Thrift Supervision's (OTS) unprecedented enforcement action against Kaye, Scholer, Fierman, Hays and Handler (Kaye Scholer) prompted howls of protest from the legal community. OTS, it was claimed, was using its excessive power to redefine the role of the lawyer. This Comment confirms that OTS sought to impose duties on Kaye Scholer that conflict with professional ethics rules. The Comment then goes on to suggest that the conflict over professional responsibility in the Kaye Scholer case reflects, more fundamentally, a conflict over the role of the citizen, and the citizen's relationship with the state. Our adversarial system of …
