Evolutionary Enforcement At The Securities And Exchange Commission, Jayne W. Barnard Apr 2010

Evolutionary Enforcement At The Securities And Exchange Commission, Jayne W. Barnard

Faculty Publications

Hundreds of critics in the past eighteen months have heaped abuse on the SEC Enforcement Division. How could the Division have missed so much misbehavior on Wall Street? How could the Division's young lawyers have been charmed by Bernie Madoff and thwarted from discovering his terrible crimes? Most critics seem to agree that the Division's most urgent needs include developing substantially more financial sophistication among Division lawyers and investigators; better communications within the Commission and with other federal agencies; and a meaningful system for handling tips and processing information. The SEC's response to its critics has been remarkable. The Commission …

Abstract. Background. The cervical zygapophyseal joints may be a primary source of pain in up to 60% of individuals with chronic whiplash associated disorders (WAD) and may be a contributing factor for peripheral and centrally mediated pain (sensory hypersensitivity). Sensory hypersensitivity has been associated with a poor prognosis. The purpose of the study was to determine if there is a change in measures indicative of sensory hypersensitivity in patients with chronic WAD grade II following a medial branch block (MBB) procedure in the cervical spine. Methods. Measures of sensory hypersensitivity were taken via quantitative sensory testing (QST) consisting of pressure …

Faculty Publications

Intentional and unintentional injury is the leading cause of death and potential years of life lost in the first four decades of life in industrialized countries around the world. Despite surgical innovations and improved access to emergency care, research has shown that certain populations remain particularly vulnerable to the risks and consequences of injury. Recent evidence has shown that the analytical, data linkage, and mapping tools of geographic information systems (GIS) technology provide can further address these determinants and identify populations in need. This paper traces the history of injury prevention and discusses current and future challenges in furthering our …

Free: Why Authors Are Giving Books Away On The Internet, John L. Hilton Iii, David Wiley

Faculty Publications

With increasing frequency, authors in academic and non-academic fields are releasing their books for free digital distribution. Anecdotal evidence suggests that exposure to both authors and books increases when books are available as free downloads, and that print sales are not negatively affected. For this study we interviewed ten authors to determine their perceptions of the effect free digital distribution has on the impact and sales of their work. In addition, we examined the sales data of two books over a two year period of time, in which one book was freely available for the second year. All of the …

The Four R’S Of Openness And Alms Analysis: Frameworks For Open Educational Resources, John L. Hilton Iii, Aaron Johnson, Jared Stein, David Wiley

Faculty Publications

A significant movement in education concerns the use of open educational resources. By "open" it is generally meant that the resource is available at no cost to others for adaptation and reuse in different contexts. However "open" is not a simple dichotomy; rather, there is a continuum of openness. We discuss four separate aspects of reuse and demonstrate how these describe different levels of openness. We discuss how the licensing and technical aspects of open educational resources affect the relative openness of an OER. Implications for those creating open educational resources are discussed.

The Structure And Content Of Online Child Exploitation Networks, Richard Frank, Bryce Westlake, Martin Bouchard

Faculty Publications

The emergence of the Internet has provided people with the ability to find and communicate with others of common interests. Unfortunately, those involved in the practices of child exploitation have also received the same benefits. Although law enforcement continues its efforts to shut down websites dedicated to child exploitation, the problem remains uncurbed. Despite this, law enforcement has yet to examine these websites as a network and determine their structure, stability and susceptibleness to attack. We extract the structure and features of four online child exploitation networks using a custom-written webpage crawler. Social network analysis is then applied with the …
