Explaining Policy Failure: Japan And The International Economy, 1969-1971, Robert C. Angel

This paper examines the determinants of Japan's most serious postwar blunder: failure to define and implement effective and timely countermeasures to deal with its change from deficit to surplus international monetary status during the 1969-1971 period. It concludes that intense bureaucratic compartmentalization and a lack of supra-ministerial leadership of national policy were key determinants of this failure, leaving Japan's political system dependent upon irresistible external pressure (gai-atsu), in this case from the United States, to define and force implementation of necessary policy changes. On ‘Black Monday,’ October 19, 1987, ‘perhaps the worst day in the history of U.S. equity markets,’ the Dow Jones Industrial Average fell by 508 points, representing a loss of approximately $1 trillion in the value of all outstanding United States stocks. In the wake of the crash, numerous studies were conducted and reports published in which a host of regulatory issues were considered, including a disturbing phenomenon called ‘front-running.’ Simply stated, the practice of front-running involves a transaction in a commodity futures contract or a stock option contract by a trader with ‘material’ nonpublic information concerning a ‘block’ transaction …

Electrochemical Production And Corrosion Testing Of Amorphous Ni-P, Jose L. Carbajal, Ralph E. White

Ni-P alloys were prepared by electrodeposition under different conditions on a rotating disk electrode. A variety of alloys were prepared ranging from Ni-15P to Ni-25P. An indirect reduction of species in solution involving several steps appears to be favored over the direct reduction at the electrode based on the low P content in the alloy. Energy dispersion x-ray microanalysis was used to determine composition of the alloy. Transmission electron microscopy and x-ray diffraction corroborated the amorphous nature of the structure. The physical and chemical homogeneity of the metallic glasses produced electrochemically is substantiated by the absence of electrochemical localized attack. …

This paper reviews the historical experience of a new public relations program housed in a speech communication department (rather than in a journalism department; which is traditional); discusses some of the internal and external struggles experienced in the implementation and administration of the program; and reports on the placement of its graduates. The program; at the University of Northern Iowa's (UNI) department of Communication and Theatre Arts; was implemented in 1978 after five years of planning. Electrodeposition Of Copper-Nickel Alloys From Citrate Solutions On A Rotating Disk Electrode, Ramona Y. Ying, Patrick K. Ng, Z. Mao, Ralph E. White

A mathematical model is developed to simulate the electrodeposition of Cu-Ni alloy from citrate solutions onto a rotating disk electrode under potentiostatic control. The model includes the influence of diffusion, ionic migration, forced convection, and homogeneous equilibria. The three major electrochemical reactions treated in the model are copper deposition, nickel deposition, and hydrogen evolution. Using experimental parameters when available, the model was fitted and tested against experimentally-obtained results for different bath compositions and operating conditions. The model agreed reasonably well with the experimental results particularly in the codeposition region, –1.0 to –1.2V vs. SCE, where hydrogen evolution is not the …

This study addresses the question, "How can the optical properties of matter in ultrathin amorphous nonmetallic films in multilayers best be determined from reflectance (R) and transmission (T) measurements?" A blue shift in the band gap of plasma CVD a-Si:H/a-SiNx:H multilayers was reported several years ago. It was suggested that the shift in the band gap, Eg, Relative to bulk a-Si:H as given by the Tauç plot was due to quantum confinement effects. A cinematographer's perspective regarding gamma and contrast manipulation in video and film is given. In film, a selective exposure can be used; the negative characteristic is the cinematographer's creative tool. The use of film as a video medium is considered, both negative and positive transfer. Contrast reproduction in the video medium is explained, and film and video gammas are compared. Also compared with the film gamma is the gamma obtained with an HDTV camera. Initiation Of Terpenoid Synthesis In Osmophores Of Stanhopea Anfracta (Orchidaceae): A Cytochemical Study, Kenneth J. Curry

The terpenoid component of the osmophore fragrance in Stanhopea species is composed of isoprene units synthesized via the mevalonic acid pathway. Localization of hydroxymethylglutaryl CoA synthase in the pathway was achieved using a technique which elicits the formation of an electron- dense precipitate of uranyl ferrocyanide at the point where an acetyl group from acetyl CoA is transferred to acetoacetyl CoA, releasing free CoA-SH. Applying this technique to cells of the osmophore of S. anfracta resulted in a precipitate between the inner and outer mitochondrial membranes, in the smooth endoplasmic reticulum, and, to a lesser extent, on the outer surface …

Calverley can best be understood through 19th century ideas of verse translation, and especially through the writing on parody of the Scottish lawyer Alexander Fraser Tytler, Lord Woodhouselee, in his Essay on the Principles of Translation (1792).

A Mathematical Model Of A Zinc/Bromine Flow Cell, T. I. Evans, Ralph E. White

A mathematical model is presented for a zinc/bromine flow cell. The model includes a thin porous layer on the bromine electrode and a porous separator. The independent parameters of the porous layer are defined, and their effect on cell performance during charge and discharge is investigated. The dependence of the round trip energy efficiency on the thickness of the porous layer and mode of discharge is presented. The predictions of the model show that a maximum round trip energy efficiency of 70% should be possible under the design conditions considered.

Universal conductance fluctuations in wires and Aharonov-Bohm oscillations in loops are not symmetric about H=0. The observation of asymmetry in the periodic oscillations is possible when the phase-coherence length of the wave function is comparable to the separation of the voltage probes. In both cases, four-probe measurements yield resistances which depend on lead configuration. The asymmetries appear like Hall voltages, and are consistent with Onsager's relations.

Water-Cover Influences On Diatom Ingestion Rates By Meiobenthic Copepods, Alan W. Decho

Laboratory experiments on meiobenthic copepods using 14C-diatoms were conducted to investigate whether: (1) feeding rates or (2) food sources (planktonically-suspended foods or benthic sediment-associated foods) vary in response to the presence or absence of water-cover (i.e. simulated Higher-water vs Low-water conditions). Three diatom-feeding harpacticoids were examined. Scottolana canadensis feeds at significantly higher rates (2x) during Higher-water (HW) conditions (P<0.001), at which time it consumes planktonic foods; during Low-water (LW), feeding is greatly reduced. These feeding patterns are related to its burrow-dwelling and to its subtidal habitat. Cletocamptus deitersi remains virtually unaffected by changes in ambient water-cover, feeding at nearly equal rates during HW and LW conditions but always tending to consume more benthic diatoms. Microarthridion littorale consumes food at nearly equal rates during HW and LW …

Effects Of Chloride On Paramagnetic Coupling Of Manganese In Calcium Chloride-Washed Photosystem Ii Preparations, Gopinath Mavankal, Douglas C. Mccain, Terry M. Bricker

The effect of chloride on paramagnetic coupling of manganese in the oxygen-evolving complex of CaCl2--washed PS II preparations was examined using Q-band ESR. When these PS II preparations were depleted of chloride, a strong 6-line ESR signal characteristic of protein-bound, uncoupled manganese was observed. Incubation at high chloride concentrations caused the disappearance of this signal. By repeated removal and addition of chloride, the signal could be cycled on and off without loss of bound manganese. When in a chloride-depleted state, the ESR-detectable protein-bound manganese could be removed by treatment with EDTA. Subsequent heating of EDTA-treated preparations revealed a second pool …

The Effect Of Salt Concentration On Auxin Stability In Culture Media, James R. Dunlap, Stephen Kresovich, Robert E. Mcgee

The concentrations of indole-3-acetic acid (IAA), naphthaleneacetic acid (NAA) and 2,4-dichlorophenoxyacetic acid (2,4-D) were followed for 35 days in cell-free liquid medium containing 100, 50, or 0% Murashige-Skoog (MS) salt base. Although the concentrations of NAA or 2,4-D remained constant the level of IAA decreased to only 11% of the original concentration after 35 days in the presence of 100% MS salt base. The observed rate of IAA degradation was accelerated by the presence of MS salts.
