War, Wounds, And Strategy: Patient Movement Lessons From The World Wars For Great Power Competition, Phillip R. Jenkins

Faculty Publications

This thesis examines the evolution of the U.S. military's patient movement system during World War I and World War II to evaluate how well it may perform under the conditions of future large-scale combat operations. It asks whether the United States can move, treat, and sustain wounded personnel at the scale and pace required to preserve combat power in a prolonged, high-intensity conflict. Using detailed case studies of the Meuse-Argonne Offensive and the Battle of the Bulge, the analysis focuses on how transportation platforms, organizational structure, and standard operating procedures (SOPs) shaped patient movement under conditions of attrition, disruption, and …

The Next Four Years: Geographical Reflections On The Second Trump Administration, Caroline R. Nagel, Peter Hopkins May 2025

The Next Four Years: Geographical Reflections On The Second Trump Administration, Caroline R. Nagel, Peter Hopkins

Faculty Publications

In this introductory essay, we reflect on the significance of the re-election of Donald Trump to the presidency in the United States, and we provide some context for interpreting Trump's second term. Two of Trump's early policy moves—the release of billions of gallons of water from reservoirs in California and the granting of refugee status to Afrikaners—portend four years of politics based on alternative facts, conspiracy theories, and racial grievances. Trump's political agenda has received a significant boost from Silicon Valley billionaires, who are keen to eliminate regulatory bureaucracy. Paradoxically, while allied with high-tech futurists, Trump's policies hearken to an …

‘Brain age’ is a biological clock typically used to describe brain health with one number, but its relationship with established gradients of cortical organization remains unclear. We address this gap by leveraging a data-driven, region-specific brain age approach in 335 neurologically intact adults, using a convolutional neural network (volBrain) to estimate regional brain ages directly from structural MRI without a predefined set of morphometric properties. Six distinct gradients of brain aging are replicated in two independent cohorts. Spatial patterns of accelerated brain aging in older adults quantitatively align with the archetypal sensorimotor-to-association axis of cortical organization. Other brain aging gradients …

Are women legislators punished for not supporting women's substantive policy interests? We test these gendered expectations. We marshal an original content analysis of cable news coverage and two survey experiments testing voters' assessment of hypothetical legislators on the issues of abortion and equal pay. We find that voters rate both women and men legislators positively for supporting women's issues and negatively evaluate legislators of both genders when they do not support women's interests. We also find that women voters negatively evaluate women legislators who act against women's interests at a greater rate than men voters. While we do not find …

Blast injuries and subclinical effects are of significant concern among those Service Members (SMs) participating in military operations and tactical trainings. Studies of SMs repeatedly exposed during training find concussion-like symptomology with transient decrements in neurocognitive performance, and alterations in blood biomarkers. How prior mild TBI (mTBI) history interacts with low-level blast (LLB) exposure, however, remains unexplored, which we investigate in the present study, to identify interindividual biomarker changes from LLB exposures influenced by prior history of mTBI.

This Article addresses the unprecedented fiscal challenges facing state governments as federal policy shifts threaten to create a perfect storm of revenue losses and increased service demands. As states confront potential federal cuts to essential services like Medicaid, reduced tax enforcement capacity, and possible tariff-driven economic disruption, we argue that piecemeal responses will prove insufficient.

We propose a seven-step framework for state fiscal resilience: (1) pausing automatic conformity to federal tax changes to preserve revenue bases; (2) enhancing state tax enforcement capacity by hiring federal personnel as the IRS sheds expertise; (3) maintaining and expanding taxpayer service innovations like direct …

Immigration Policy In The Second Trump Administration: Restriction, Removal, And The Limits Of Maga Nativism, Caroline R. Nagel

Faculty Publications

Donald Trump's three presidential campaigns have centred on promises to stop unauthorised immigration, whether by ‘building the wall’ or by enacting the largest mass deportation in American history. To deliver on these promises, Trump has appointed Stephen Miller—an anti-immigration hardliner who was responsible for the first Trump administration's draconian border policies – to a key White House position. Trump is often described as breaking from liberal-democratic norms; but when it comes to immigration policy, he is following a well-worn path by hiring Miller. This brief commentary places the Trump/Miller brand of anti-immigration politics in historical context, showing how anxieties over …

The Water Insecurity Experiences (WISE) Scales have been validated to comparably measure water insecurity globally. The scales consist of 12 items that can be administered in approximately 3 minutes. There is interest in developing more rapid versions of the tools for when time is limited. One alternative is to use a subset of 4 items, which has been validated, but has some drawbacks. Here we investigate another alternative: dichotomous (yes/no) response options instead of the original four levels of frequency-based (polytomous) responses. We used nationally representative data from 39 countries to simulate dichotomized responses by collapsing the four levels of …

Clarifying Parens Patriae, James G. Dwyer May 2025

Clarifying Parens Patriae, James G. Dwyer

Faculty Publications

Throughout the Anglo-American legal world, the state claims an authority, termed parens patriae, to exert control over the lives of nonautonomous persons in ways it does not presume to control autonomous persons. Philosophers have given little attention to when and how that authority should be exercised, yet there is disagreement or confusion about this among courts and legal scholars. This article examines how parens patriae differs from other government roles, identifies which conceptions of the parens patriae role are coherent, and then presents a normative case for adopting a conception of the role as that of fiduciary for nonautonomous …
