Wetland Loss In The Northern Gulf Of Mexico: Multiple Working Hypotheses, R. Eugene Turner
Wetland Loss In The Northern Gulf Of Mexico: Multiple Working Hypotheses, R. Eugene Turner
Faculty Publications
I examined four hypotheses about causes for the dramatically high coastal wetland losses (0.86% yr−1) in the northern Gulf of Mexico: an extensive dredged canal and spoil bank network, a decline in sediments in the Mississippi River during the 1950s, Mississippi River navigation and flood protection levees, and salinity changes. Natural factors contributing to these habitat changes include eustatic sea-level rise and geological compaction, which appear to have remained relatively constant this century, although variation does occur. These four hypotheses were tested using data on land-to-water changes in 15-min quadrangle maps inventoried for four intervals between the 1930s and 1990. …

Plasminogen activator inhibitor-1 (PAI-1), the primary inhibitor of tissue-type plasminogen activator and urokinase, is known to convert readily to a latent form by insertion of the reactive center loop into a central β- sheet. Interaction with vitronectin stabilizes PAI-1 and decreases the rate of conversion to the latent form, but conformational effects of vitronectin on the reactive center loop of PAI-1 have not been documented. Mutant forms of PAI-1 were designed with a cysteine substitution at either position P1' or P9 of the reactive center loop. Labeling of the unique cysteine with a sulfhydryl-reactive fluorophore provides a probe that is …

The link between organizational configurations and performance has become a central and somewhat controversial focus of research in the strategic management literature, We statistically aggregated results from 40 original tests of the configurations-performance relationship. In contrast to previous qualitative reviews, this meta-analysis demonstrated that an organization's performance is partially explained by its configuration. Tests of four potential moderators showed that organizations' configurations contributed more to performance explanation to the extent that studies used (1) broad definitions of configurations, (2) single-industry samples, and (3) longitudinal designs, Results highlight the need for programmatic research.

A Transcription-Dependent Switch Controls Competence Of Adult Neurons For Distinct Modes Of Axon Growth, Deanna S. Smith, J.H. Pate Skene
A Transcription-Dependent Switch Controls Competence Of Adult Neurons For Distinct Modes Of Axon Growth, Deanna S. Smith, J.H. Pate Skene
Faculty Publications
Although maturing neurons undergo a precipitous decline in the expression of genes associated with developmental axon growth, structural changes in axon arbors occur in the adult nervous system under both normal and pathological conditions. Furthermore, some neurons support extensive regrowth of long axons after nerve injury. Analysis of adult dorsal root ganglion (DRG) neurons in culture now shows that competence for distinct types of axon growth depends on different patterns of gene expression. In the absence of ongoing transcription, newly isolated neurons can extend compact, highly branched arbors during the first day in culture. Neurons subjected to peripheral axon injury …

SoxR is a [2Fe-2S] transcription factor triggered by oxidative stress and activated in vitro by one-electron oxidation or assembly of the iron- sulfur centers. To distinguish which mechanism operates in cells, we studied constitutively active SoxR (SoxR(c)) proteins. Three SoxR(c) proteins contained [2Fe-2S] centers required for in vitro transcription and, like wild-type SoxR, were inactivated by chemical reduction. However, in vivo spectroscopy showed that even without oxidative stress, the three SoxR(c) proteins failed to accumulate with reduced [2Fe-2S] (≤4% compared to ≤40% for wild type). One SoxR(c) protein had a redox potential 65 mV lower than wild type, consistent with …
The Ethics Of Judicial Decision-Making Regarding Custody Of Minor Children: Looking At The Best Interests Of The Child" And The "Primary Caretaker" Standards As Utility Rules, Kathryn Mercer
Faculty Publications
This article will examine how a judge's ethical framework can influence the outcome of a custody award, even where the same "child-centered" standard is ostensibly being used. This article uses three cases from the Supreme Court of Nebraska to demonstrate that the "best interests of the child" standard can be used: 1) to award a parent custody because parents have near absolute rights (an example of rule deontology); 2) to deny a parent custody because the par ent is unfit (an example of rule utilitarianism); or 3) to deny a parent custody because the child's life needs stability (an example …

The effect of a short-term oral administration of potassium cyanide (KCN) (200 ppm in diet) with or without sodium nitrite (NaNO2) pretreatment on rat brain microsomal Ca2* ATPase was investigated. The specific activity value of the enzyme significantly decreased (p<0.05) by 50% compared with control and by 63% for KCN-treated rats compared with KCN-treated rats pretreated with NaNO;,. There was no significant difference at the h = 0.05 level between the values obtained for the control and KCN-treated rats pretreated with NaNO,. These results show both that feeding lowers brain microsomal Ca2f-ATPase activity and that NaNO, has a protective role (antidote function) in that respect.

Professor Baker presents a fundamentally unique question. Including all of the legal opinions, statutes and administrative rules, how much law do we have? Is there way to calculate a “Gross Legal Product” for the United States and what effect does this “GLP” have on the U.S. economy? What about all of the secondary legal sources? What do they add, if anything, to our ability to understand all of the law that is constantly being produced? All these and more are the subject of Professor Baker’s article.

In January, 1997, Governor Angus King established a 10 person committee representing a broad cross-section of citizens interest to investigate what changes are needed in the Maine tax system to address the issue of high property taxes. The Governor's Select Committee on Property Tax Reform (the "Committee") was charged with examining how to reduce the burden of the property tax. The Committee was asked to recommend steps the State and local governments in Maine could take to reduce the burden of the property tax as well as changes in the way that the property tax is administered and collected to …

Pulp And Paper Industries - Multibillion Dollar Contributors To Mississippi’S Economy, Ian A. Munn, Steven H. Bullard
Faculty Publications
Pulp and paper industries are multi-billion dollar contributors to Mississippi's economy each year. Pulp and paper manufacturers employ over 9,000 people in the state, and these jobs pay nearly $44,000 per year on average. They're among the highest paying jobs of any industry in Mississippi. According to the latest "Survey of Manufacturers" by the U.S. Department of Commerce, Bureau of the Census, pulp and paper industries accounted for 4% of manufacturing employment in Mississippi in 1994, but 6% of manufacturing payroll.

A Constitutional Case For Governmental Cooperation With Faith-Based Social Service Providers, Carl H. Esbeck

This Article will refer to separationism as based on "older assumptions." The Court's presuppositions concerning the nature and contemporary value of religion and the proper role of modem government underlie what will be referred to as a "traditional analysis" of the case law. Part I is a partial overview of the Supreme Court's cases since Everson, and has the goal of making the strongest arguments-within the framework of separationism-for the constitutionality of governmental welfare programs that permit participation by faith-based social service providers.
Part II is about separationism's major competitor, a theory centered on the unleashing of personal liberty to …

Romer V. Evans And The Permissibility Of Morality Legislation, S. I. Strong
Faculty Publications
In the late 1950s and early 1960s, two of England's most respected jurists engaged in an on-going debate that would take the legal world by storm. The debate concerned whether and to what extent morality should be reflected in the law and was instigated by the publication of the Wolfenden Report, a study presented to Parliament as it considered whether to repeal certain antisodomy laws in Great Britain. On the one hand was Lord Patrick Devlin, a Lord of Appeal in Ordinary later elevated to the House of Lords, Britain's highest court. Devlin opposed the conclusions contained in the Wolfenden …

Under the Americans with Disabilities Act of 1990 and Section 504 of the Rehabilitation Act of 1973, colleges and universities are prohibited from discriminating against qualified students with learning disabilities and must reasonably accommodate such disabilities so that students have a genuine opportunity to complete academic programs successfully. Not surprisingly, just like their non-disabled peers, a number of learning disabled college graduates are choosing to enter professions such as law and medicine. Their entry into professional schools has raised a number of legal issues concerning their qualification to matriculate, their need for accommodations, and their eventual ability to practice successfully. …
