Protecting Waste Assimilation Streamflows By The Law Of Water Allocation, Nuisance, And Public Trust, And By Environmental Statutes, Peter N. Davis Jan 1988

Protecting Waste Assimilation Streamflows By The Law Of Water Allocation, Nuisance, And Public Trust, And By Environmental Statutes, Peter N. Davis

Faculty Publications

Both federal and state water pollution control statutes require dramatic reductions in waste discharges, but not their total elimination. Those statutes require establishing water quality standards for receiving waters and presume that they will be adequate to assimilate the residual post treatment wastes. But nothing is those statutes assures that minimum flows for waste assimilation in fact will remain in existence. Neither the common law nor eastern and western diversion permit statutes expressly provide direct means for establishing such minimum protected flows for residual waste assimilation. Those means include establishing minimum flows for fish and wildlife habitat and recreation purposes …

Enforcement Of Acceleration Provisions And The Rhetoric Of Good Faith, R. Wilson Freyermuth Jan 1988

Enforcement Of Acceleration Provisions And The Rhetoric Of Good Faith, R. Wilson Freyermuth

Faculty Publications

Today, virtually all mortgages contain acceleration clauses permitting the mortgagee to accelerate the mortgage indebtedness upon default by the mortgagor as defined in the mortgage loan documentation. Section 8.1 of the new Restatement (Third) of Property: Mortgages [hereinafter Mortgages Restatement]1 endorses the view that these mortgage acceleration provisions are generally enforceable after default in accordance with their terms. Following default and acceleration, the mortgagor may prevent foreclosure only by redeeming the property from the mortgage debt, i.e., “only by paying or tendering to the mortgagee the full accelerated mortgage obligation.” Section 8.1(d)(3), however, places certain constraints upon the mortgagee's right …

Psychology Among The Saints: The Development Of Behavioral Science At Brigham Young University, Bruce L. Brown, Mark K. Allen Jan 1988

Psychology Among The Saints: The Development Of Behavioral Science At Brigham Young University, Bruce L. Brown, Mark K. Allen

Faculty Publications

There was a strong interest in psychology at Brigham Young University at the turn of the century; the third president was a psychologist and a number of distinguished psychologists regularly visited the campus. An outstanding young scholar who was destined to become the only Mormon president of the American Psychological Association started a vigorous academic psychology program in those early years, but he left the university because of a controversy over his teachings. Psychology at Brigham Young University developed little from that time until the 1940s. The 1950s were a time of rapid growth and development, expansion of the faculty, …

Explaining Policy Failure: Japan And The International Economy, 1969-1971, Robert C. Angel Jan 1988

Explaining Policy Failure: Japan And The International Economy, 1969-1971, Robert C. Angel

Faculty Publications

This paper examines the determinants of Japan's most serious postwar blunder: failure to define and implement effective and timely countermeasures to deal with its change from deficit to surplus international monetary status during the 1969-1971 period. It concludes that intense bureaucratic compartmentalization and a lack of supra-ministerial leadership of national policy were key determinants of this failure, leaving Japan's political system dependent upon irresistible external pressure (gai-atsu), in this case from the United States, to define and force implementation of necessary policy changes. This critical but largely ignored episode illustrates a negative aspect of the traditional insulation of Japan's national …

Interpolation Of Besov-Spaces, Ronald A. Devore, Vasil A. Popova

Faculty Publications

We investigate Besov spaces and their connection with dyadic spline approximation in Lp(Omega), 0 < p (less than or equal to) infinity. Our main results are: the determination of the interpolation spaces between a pair of Besov spaces; an atomic decomposition for functions in a Besov space; the characterization of the class of functions which have certain prescribed degree of approximation by dyadic splines.

Electrochemical Production And Corrosion Testing Of Amorphous Ni-P, Jose L. Carbajal, Ralph E. White Jan 1988

Electrochemical Production And Corrosion Testing Of Amorphous Ni-P, Jose L. Carbajal, Ralph E. White

Faculty Publications

Ni-P alloys were prepared by electrodeposition under different conditions on a rotating disk electrode. A variety of alloys were prepared ranging from Ni-15P to Ni-25P. An indirect reduction of species in solution involving several steps appears to be favored over the direct reduction at the electrode based on the low P content in the alloy. Energy dispersion x-ray microanalysis was used to determine composition of the alloy. Transmission electron microscopy and x-ray diffraction corroborated the amorphous nature of the structure. The physical and chemical homogeneity of the metallic glasses produced electrochemically is substantiated by the absence of electrochemical localized attack. …

Meeting The Needs Of The Foreign Matesl Student, Cheryl A. Roberts, Carolyn L. Shields

Faculty Publications

In response to the increasing proportion of foreign graduate students in master's programs for teachers of English as a second language (MATESL); students in the University of Northern Iowa's program were surveyed concerning the appropriateness of the programs' design. In in-depth interviews and on questionnaires; foreign graduate students were asked which courses are most applicable to their home teaching situation; what courses should be added; whether the program fulfills original expectations; how the differences in the educational system make the program easier or more difficult; and what changes might make the program more relevant to student needs. Overall; little need …

Faculty Publications

This paper reviews the historical experience of a new public relations program housed in a speech communication department (rather than in a journalism department; which is traditional); discusses some of the internal and external struggles experienced in the implementation and administration of the program; and reports on the placement of its graduates. The program; at the University of Northern Iowa's (UNI) department of Communication and Theatre Arts; was implemented in 1978 after five years of planning. The program received support from the administration but faced problems because of its phenomenal growth. The paper describes this support and a number of …

A Two-Dimensional Mathematical Model Of A Porous Lead Dioxide Electrode In A Lead-Acid Cell, E. C. Dimpault-Darcy, T. V. Nguyen, Ralph E. White Jan 1988

A Two-Dimensional Mathematical Model Of A Porous Lead Dioxide Electrode In A Lead-Acid Cell, E. C. Dimpault-Darcy, T. V. Nguyen, Ralph E. White

Faculty Publications

A two-dimensional mathematical model is presented for a lead dioxide electrode in a lead-acid cell. It is used to simulate the time dependent behavior of the electrode during discharge. The model contains six dependent variables: the concentration of the acid electrolyte, the porosity, the electrical potentials of the solid and solution phases, and the two directional components of the current density in the electrolyte. The effect of the electrode grid was included by varying the conductivity of the solid. Parameters such as electrode conductivity, electrode dimensions, and temperature are investigated to understand their effects on electrode discharge performance.

A Mathematical Model For Predicting Cyclic Voltammograms Of Electronically Conductive Polypyrrole, Taewhan Yeu, Trung V. Nguyen, Ralph E. White Jan 1988

A Mathematical Model For Predicting Cyclic Voltammograms Of Electronically Conductive Polypyrrole, Taewhan Yeu, Trung V. Nguyen, Ralph E. White

Faculty Publications

Polypyrrole is an attractive polymer for use as a high energy density secondary battery because of its potential as an inexpensive, lightweight, and noncorrosive electrode material. A mathematical model to simulate cyclic voltammograms for polypyrrole is presented here. The model is for a conductive porous electrode film on a rotating disk electrode (RDE) and is used to predict the spatial and time dependence of concentration, overpotential, and stored charge profiles within a polypyrrole film. The model includes both faradaic and capacitive charge components in the total current density expression.

Predicting Shunt Currents In Stacks Of Bipolar Plate Cells With Conducting Manifolds, H. S. Burney, Ralph E. White Jan 1988

Predicting Shunt Currents In Stacks Of Bipolar Plate Cells With Conducting Manifolds, H. S. Burney, Ralph E. White

Faculty Publications

A method is presented for predicting shunt currents in stacks of bipolar plate cells with conducting manifolds. The method is based on the requirement that the potential drop through the solution in a manifold be large enough to force current to leave the solution and to enter the conducting manifold. The current that leaves the solution in the manifold enters the conducting manifold at the anode end of the stack and returns to the solution at the cathode end. This could cause catastrophic failure of a manifold.

Oxygen Reduction On Silver In 6.5m Caustic Soda Solution, Prosper K. Adanuvor, Ralph E. White Jan 1988

Oxygen Reduction On Silver In 6.5m Caustic Soda Solution, Prosper K. Adanuvor, Ralph E. White

Faculty Publications

The cathodic reduction of oxygen in 6.5M membrane-grade caustic soda solution has been studied experimentally at a silver rotating disk electrode at 25°C. The results can be approximated by the parallel mechanism for oxygen reduction with catalytic decomposition of peroxide. Further analysis of this mechanism indicates that the sequential process with catalytic decomposition of peroxide predominates over the direct 4e– process. Direct application of the sequential mechanism to the data indicates that the latter mechanism with catalytic decomposition of peroxide much more accurately reflects the experimental results. The relevant kinetic parameters are calculated on the basis of …

A Mathematical Model For The Electrodeposition Of Alloys On A Rotating Disk Electrode, Shiuan Chen, Ken-Ming Yin, Ralph E. White Jan 1988

A Mathematical Model For The Electrodeposition Of Alloys On A Rotating Disk Electrode, Shiuan Chen, Ken-Ming Yin, Ralph E. White

Faculty Publications

A general multiple electrode reaction model for electrodeposition of alloys on a rotating disk electrode is presented. Included in the model are mass transport equations with the effect of ionic migration, Butler-Volmer kinetic rate expressions, and the mole fractions of the individual components in the solid state. The model shows that the effect of ionic migration is important and that plating variables such as applied potential, pH, and bulk concentration can be included. Two examples (Ni-P and Ru-Ni-P) are used to illustrate the predictions of the model.

Electrodeposition Of Copper-Nickel Alloys From Citrate Solutions On A Rotating Disk Electrode, Ramona Y. Ying, Patrick K. Ng, Z. Mao, Ralph E. White Jan 1988

Electrodeposition Of Copper-Nickel Alloys From Citrate Solutions On A Rotating Disk Electrode, Ramona Y. Ying, Patrick K. Ng, Z. Mao, Ralph E. White

Faculty Publications

A mathematical model is developed to simulate the electrodeposition of Cu-Ni alloy from citrate solutions onto a rotating disk electrode under potentiostatic control. The model includes the influence of diffusion, ionic migration, forced convection, and homogeneous equilibria. The three major electrochemical reactions treated in the model are copper deposition, nickel deposition, and hydrogen evolution. Using experimental parameters when available, the model was fitted and tested against experimentally-obtained results for different bath compositions and operating conditions. The model agreed reasonably well with the experimental results particularly in the codeposition region, –1.0 to –1.2V vs. SCE, where hydrogen evolution is not the …

Communication Strategies And Psychological Processes In Interlanguage Written Discourse, B Kumaravadivelu Jan 1988

Communication Strategies And Psychological Processes In Interlanguage Written Discourse, B Kumaravadivelu

Faculty Publications

Several papers have appeared on the strategies of communication used by L2 learners. However, very little work has been done to determine the underlying psychological processes that generate communication strategies (CS). This paper assumes that any description of CS should be based on a description of the processes governing CS. The paper attempts to correlate CS with psychological processes by analyzing interlanguage (IL) written discourse produced by advanced Tamil learners of English as a Second Language.
