Beginning in the early 2010s, an array of Value-Based Purchasing (VBP) programs has been developed in the United States (U.S.) to contain costs and improve health care quality. Despite documented successes in these efforts in some instances, there have been growing concerns about the programs' unintended consequences for health care disparities due to their built-in biases against health care organizations that serve a disproportionate share of disadvantaged patient populations. We explore the effects of three Medicare hospital VBP programs on health and health care disparities in the U.S. by reviewing their designs, implementation history, and evidence on health care disparities. …

The Mallard (Anas platyrhynchos) duck is a ubiquitous and socio-economically important game bird in North America. Despite their generally abundant midcontinent population, Mallards in eastern North America are declining, which may be partially explained by extensive hybridization with human-released domestically derived game-farm Mallards. We investigated the genetic composition of Mallards in the middle and lower Mississippi flyway, key wintering regions for the species. We found that nearly 30% of wild Mallards carried mitochondrial (mtDNA) haplotypes derived from domestic Mallards present in North America, indicating that the individuals had female game-farm Mallard lineage in their past; however, nuclear results identified only …

This presentation provides Utah attorneys and advocates with a practical framework for advising people experiencing domestic violence. It explains how criminal, protective-order, divorce, custody, housing, financial, juvenile, and immigration matters may overlap, often leaving clients overwhelmed and uncertain about what each court can accomplish. The presenters emphasize client autonomy, safe communication, realistic expectations, and coordination with victim advocates and community resources. Through case hypotheticals, the presentation examines civil and criminal protective orders, restraining orders, court safety planning, custody and parent-time concerns, documentation, communication between parents, social media, supervised visitation, and the risk that litigation may become another means of control. …

Release of nanoceria (nCeO2) into the environment has caused much concern about its potential toxicity, which still remains poorly understood for soil microorganisms. In this study, nanoceria and cerium (III) nitrate at different doses (10, 100 and 500 mg/kg) were applied to bok choy (Brassica rapa subsp. chinensis), grown in potting soil, to investigate the responses of soil bacterial communities to nanoceria (NC) and ionic cerium (IC) applications. The results showed that bacterial richness was slightly increased in all cerium treatments relative to the negative control without cerium amendment (CK), but a significant increase was only found in …

Structure and function are correlated at all levels of biology. This topic is typically addressed early in an undergraduate class in general or molecular biology before students have gained much skill or knowledge in molecular biology. However, an understanding of the chemical bonds involved in forming and maintaining the structure of proteins is critical to understanding how enzymes function and how their activity can be regulated. Here, a laboratory activity is described that is suitable for undergraduate biology students. This activity examines the activity of carboxypeptidase A (CPA), an abundant pancreatic enzyme with a rich history in enzymology and structural …

Louisiana is endowed with forest resources. Forest wastes generated after thinning, land clearing, and logging operations, such as wood debris, tree trimmings, barks, sawdust, wood chips, and black liquor, among others, can serve as potential fuels for energy production in Louisiana. This paper aims to evaluate the potential annual volumes of forest wastes established on detailed and existing data on the forest structure in the rural-urban interface of Louisiana. It also demonstrates the state’s prospects of utilizing forest wastes to produce bio-oils. The data specific to the study was deduced from secondary data sources to obtain the annual average total …

Ecosystem modeling is a critical process for understanding complex systems at spatiotemporal scales needed to conserve, manage, and restore ecosystem services (ESs). Although mangrove wetlands are sources of ESs worth billions of dollars, there is a lack of modeling tools. This is reflected in our lack of understanding of mangroves’ functional and structural attributes. Here, we discuss the “state of the art” of mangrove models used in the planning and monitoring of R/R projects during the last 30 years. The main objectives were to characterize the most frequent modeling approach, their spatiotemporal resolution, and their current utility/application in management decisions. …

Despite numerous studies and initiatives, most current Air Force efforts to add science and technology talent have been insufficient. This begs the question: How does the Air Force incentivize and promote the necessary technical competence required to win future competition, conflicts, and wars? Several key initiatives, grounded in behavioral economics, can incentivize innovation and pursue science and technology expertise. Developed in the context of peer adversaries’ actions; global trends in technology, competition, and conflict; and the global competition for science and technology talent, these recommendations have the potential to reform institutional culture and unleash the creativity and talent of the …

Endoscopic high-speed video (HSV) systems for visualization and assessment of vocal fold dynamics in the larynx are diverse and technically advancing. To consider resulting “concepts shifts” for neural network (NN)-based image processing, re-training of already trained and used NNs is necessary to allow for sufficiently accurate image processing for new recording modalities. We propose and discuss several re-training approaches for convolutional neural networks (CNN) being used for HSV image segmentation. Our baseline CNN was trained on the BAGLS data set (58,750 images). The new BAGLS-RT data set consists of additional 21,050 images from previously unused HSV systems, light sources, and …

Although rivers support significant unionid mussel (Unionida: Unionidae) diversity, Gulf of Mexico tributary rivers have been subject to changes in water quality and habitat due to altered watershed land use. We quantified mussel species richness and relative abundance and environmental factors in small tributary streams of the Pearl River, Mississippi-Louisiana. Freshwater mussel and habitat surveys were conducted at 27 stream sampling sites over two summers (9 sites revisited), and coverage of seven land use categories and seven geological categories above each reach were calculated. Mussels were patchily distributed (53% of sites sampled yielded mussels) and typically not abundant (only 26% …

Underwater robots often need to communicate with external localization sensors. The low bandwidth in such communications is one of the bottlenecks in achieving accurate tracking control. Toward this end, we adopt a novel periodic event-triggered control (PETC) which allows a robotic fish to reduce its communication load in tracking a desired heading angle with position feedback from an external sensor. To design the PETC, a linear state-space model is derived from a nonlinear dynamic model of the robotic fish with a small perturbation assumption. The PETC consists of an observer, state-feedback controller, integrator, event-trigger rule, and predictor. The observer and …

Parametrized Topological Complexity Of Collision-Free Motion Planning In The Plane, Daniel C. Cohen, Michael Farber, Shmuel Weinberger
Faculty Publications
Parametrized motion planning algorithms have high degrees of universality and flexibility, as they are designed to work under a variety of external conditions, which are viewed as parameters and form part of the input of the underlying motion planning problem. In this paper, we analyze the parametrized motion planning problem for the motion of many distinct points in the plane, moving without collision and avoiding multiple distinct obstacles with a priori unknown positions. This complements our prior work Cohen et al. [3] (SIAM J. Appl. Algebra Geom. 5, 229–249), where parametrized motion planning algorithms were introduced, and the obstacle-avoiding collision-free …

Faculty Publications
This paper examined the effect of Si addition on the cracking resistance of Inconel 939 alloy after laser additive manufacturing (AM) process. With the help of CALculation of PHAse Diagrams (CALPHAD) software Thermo-Calc, the amounts of specific elements (C, B, and Zr) in liquid phase during solidification, cracking susceptibility coefficients (CSC) and cracking criterion based on |dT/dfs1/2| values (T: solidification temperature, fs: mass fraction of solid during solidification) were evaluated as the indicators for composition optimization. It was found that CSC together with |dT/dfs1/2| values provided a better prediction for cracking resistance. Graphical abstract: [Figure not available: see fulltext.].

The U.S. Courts of Appeals do not behave as one; they have developed circuit-specific practices that are passed down from one generation of judges to the next. These different norms and traditions (some written down, others not) exist on a variety of levels: rules governing oral argument and the publishing of opinions, en banc practices, social customs, case discussion norms, law clerk dynamics, and even selfimposed circuit nicknames. In this Article, we describe these varying “circuit personalities” and then argue that they are necessary to the very survival of the federal courts of appeals. Circuit-specific norms and traditions foster collegiality …

Feminism in novels marketed for young adults often reflects the values of a popular feminism that relies on individual and personal means of empowerment, rather than critiquing or seeking to dismantle systems of domination. In this paper, we illumminate frameworks and methods for engaging students in careful readings and evaluations of texts marketed as feminist, through an analysis of Elana Arnold’s feminist fairy tale, Damsel (2018). Drawing on theoretical frameworks of popular feminism, feral feminism, and theories of becoming, the authors use Critical Content Anlaysis to explore several tenets in contemporary feminist thought in order to analyze Arnold’s text and …

We are surrounded by a growing number of products with embedded intelligence relying on sensors and internet access. These smart products, that already transform our lives, are also physical entities that need to be manufactured. Manufacturing today similarly relies on data and data-driven insights to improve quality, efficiency, and safety on the shopfloor. This paper discusses the vision to utilize the ability of smart products to sense and communicate already during their own manufacturing to enrich the smart manufacturing system’s data for better insights development and optimization. We furthermore, discuss the barriers and opportunities embedded in such a paradigm shift.

The availability of historical flood data is vital in recognizing weather-related trends and outlining necessary precautions for at-risk communities. Flood frequency, magnitude, endurance, and volume are traditionally recorded using established streamgages; however, the material and installation costs allow only a few streamgages in a region, which yield a narrow data selection. In particular, stage, the vertical water height in a water body, is an important parameter in determining flood trends. This work investigates a low-cost, compact, rapidly-deployable alternative to traditional stage sensors that will allow for denser sampling within a watershed and a more detailed record of flood events. For centuries, Christians have cultivated faith in themselves and others by engaging in prayer, evangelism, discipleship, and education, with Christian tertiary institutions playing a vital role in this nurturing of faith. However, previous studies have shown that Christian educators have also been complicit in depleting faith in others. This erosion of faith has been well documented in American "Christian" universities like Harvard, Yale, and Princeton, primarily due to modernity and secularization. For faith to thrive, it has to be backed with intention, and this is especially of paramount importance in American higher education today. As the oldest Seventh-day Adventist University, …
