These collected papers and reports; many taken from the Professional Education Seminar at the University of Northern Iowa; concentrate on the failure of inner-city education. A number of essays attempt to analyze the role of teachers; administrators; and communities in the failure of inner-city education. Also; there are several field reports on specific cities. The Effectiveness Of College-Level Instruction In Freshman Composition. Final Report, Ross M. Jewell, John Cowley, Gordon Rhum

This final report of a two-stage project describes an effort to determine whether students receiving instruction in freshman English composition perform better on standardized tests than students who do not receive similar instruction; when both groups are in college the same length of time. The second phase of the experiment detailed in the report involves 1;040 matched pairs of students from the University of Northern Iowa; the University of Iowa; Kent State University; the University of Colorado; and Northern Illinois University. In an earlier article in this journal, I sketched and discussed the Dakota Civil Code as originally drafted for New York by David Dudley Field, the historical and conceptual background into which the work was cast, and some of the departures made in the Code from what appear to have been then generally accepted common law classifications, terminology and substantive rules. In this sequel I propose to consider the history of the Code after its completion in 1865 by Field's commission, concentrating on three jurisdictions: New York, where it was rejected after twenty-five years of wearying debate, amendment, parliamentary maneuver, …

The Demise Of The Right-Privilege Distinction In Constitutional Law, William W. Van Alstyne

The right-privilege distinction, as it appeared in an early statement by Justice Holmes, has long hampered individuals within the public sector in protecting themselves against arbitrary governmental action. In this article Professor Van Alstyne reviews the uses and misuses to which the "privilege" concept has been put and then examines those doctrines whose flanking attacks have gradually eroded its efficacy. But none of these doctrines comes to grips with Holmes' basic idea of a "privilege" to which substantive due process is inapplicable. Applying Holmes' own jurisprudence, the author argues that the concept of "privilege" is today no longer viable, and …

This examination argues that the position that a student’s rights are determined by whether he lives on or off-campus is unraveled by the institution’s position as a state actor. This article disposes of the notion that the university is equivalent to a landlord in property and contract rights and discusses how this distinction affects students’ rights.

Twenty-six office occupations teachers from 24 states; the District of Columbia; and Puerto Rico attended the First National Institute for Inservice Education of Office Occupations Teacher-Coordinators at the University of Northern Iowa to participate in 4 weeks of classroom instruction and practical field observations related to the office occupations educational cycle. The elementary school counselor; a newly-emerged member of the pupil personnel term; is a specialist whose skills are directed toward helping children develop in a healthy; normal way. His skills should allow him to understand the concerns children have; the meanings and goals of their behavior; and the psychological systems which affect their lives. His training should aid him in communicating his acceptance and his interest in each child. Academic preparation should include specialized courses in counseling and in psychology. To extend previous research findings on the effectiveness of microteaching techniques, all 40 candidates in the 1967 San Jose State College summer elementary intern teaching program were randomly divided into 2 groups. f3oth groups had the same program except that 1 participated in an oft-campus observation and teaching program; the other participated in an on-campus microteaching program. Five-minute pre- and post-summer lesson excerpts were video tape-recorded for each of the candidates. These were judged independently by each member of 2 independent teams of trained evaluators using the Stanford Teacher Competence Appraisal Guide and the Instrument for the Observation of Teaching …

The creation of the legal services programs of the war on poverty has focused attention on the deficiencies in the legal treatment of the poor. Despite general agreement that the poor need legal services, however, there has been a continuous debate over the control of the legal programs and the proper role of the poor in administering them. Behind the dispute over control is a difference of opinion about the goals of the legal services programs.
