Presenting Italian Comparative And Superlative Forms Of Adjectives To College L2 Beginners, Ilona Klein Jan 1994

Presenting Italian Comparative And Superlative Forms Of Adjectives To College L2 Beginners, Ilona Klein

Faculty Publications

This study treats the necessity to de-emphasize the focus on grammar teaching alone in L2, and to introduce methods which are not teacher-centered, so as to enable students to interact more among each other.

By using comparative and superlative forms of adjectives – but in reality using a sequence of teaching techniques that could be applied to other grammatical situations – this article presents the use of sea shells as a visual and tactile aid which allows students to shift their L2 efforts from an abstract notion to a concrete usage.

This study offers a tool to attempt a balance …

Unitariness And Independence: Solicitor General Control Over Independent Agency Litigation, Neal Devins Jan 1994

Unitariness And Independence: Solicitor General Control Over Independent Agency Litigation, Neal Devins

Faculty Publications

With a few exceptions, the Solicitor General controls all aspects of independent agency litigation before the Supreme Court. Solicitor General control of Supreme Court litigation creates a tension between independent agency freedom and the Solicitor General's authority. On the one hand, Solicitor General control provides the United States with a unitary voice before the Supreme Court, and provides the Court with a trustworthy litigator to explicate the government's position. On the other hand, such control may undermine the autonomy of independent agency decision making. In this Article, the author argues for a hybrid model of independent agency litigation in the …

The Effect Of Health Insurance On Retirement, Brigitte C. Madrian Jan 1994

The Effect Of Health Insurance On Retirement, Brigitte C. Madrian

Faculty Publications

FOR DECADES health insurance in the United States has been provided to most nonelderly Americans through their own or a family member's employment. This system of employment-based health insurance has evolved largely because of the substantial cost advantages that employers enjoy in supplying health insurance. By pooling large numbers of individuals, employers face significantly lower administrative expenses than do individuals. In addition, employer expenditures on health insurance are tax deductible, but individual expenditures are generally not.1

Despite these cost advantages, there is widespread dissatisfaction with this system of employment-based health insurance. Many people are excluded because not all employers …

Microscopic Simulation Of Dilute Gases With Adjustable Transport Coefficients, Alejandro Garcia, F. Baras, M. Malek Mansour Jan 1994

Microscopic Simulation Of Dilute Gases With Adjustable Transport Coefficients, Alejandro Garcia, F. Baras, M. Malek Mansour

Faculty Publications

The Bird algorithm is a computationally efficient method for simulating dilute gas flows. However, due to the relatively large transport coefficients at low densities, high Rayleigh or Reynolds numbers are difficult to achieve by this technique. We present a modified version of the Bird algorithm in which the relaxation processes are enhanced and the transport coefficients reduced, while preserving the correct equilibrium and nonequilibrium fluid properties. The present algorithm is found to be two to three orders of magnitude faster than molecular dynamics for simulating complex hydrodynamical flows.

Tragedy, Irony, And Protectionism After Bcci: A Three-Act Play Starring Maharajah Bank, Raj Bhala Jan 1994

Tragedy, Irony, And Protectionism After Bcci: A Three-Act Play Starring Maharajah Bank, Raj Bhala

Faculty Publications

Post-BCCI legal developments regarding the regulation of foreign banks raise serious concerns of protectionism. The Foreign Bank Supervision Enhancement Act of 1991 and revisions to Federal Reserve Regulation K impose significant new legal burdens on foreign banks seeking to establish a physical presence in the U.S. The new legal regime reflects a tragic sacrifice of the principle of free trade in banking services in order to placate a fear of "bad" foreign banks. Ironically, the sacrifice of this principle by Congress and the Federal Reserve is incongruous with efforts of the United States Trade Representative (USTR). The USTR has negotiated …

Confederate Bonds, General Custer, And The Regulation Of Derivative Financial Instuments, Jerry W. Markham Jan 1994

Confederate Bonds, General Custer, And The Regulation Of Derivative Financial Instuments, Jerry W. Markham

Faculty Publications

The phenomenal growth of derivative financial instruments has sparked a near revolution in finance. These instruments take many forms and come in literally hundreds of varieties. Some, such as commodity futures and options, are heavily regulated when they are traded on organized exchanges. Other derivatives, particularly those traded over-the-counter, are subject to little regulation. Included on the list of unregulated derivatives are swap transactions. The swaps market alone is equal in size to the regulated markets with which it competes. The lack of regulation over such a large financial market and the losses suffered by some large firms in recent …

The Inherent Power To Impose Sanctions: How A Federal Judge Is Like An 800-Pound Gorilla, Thomas E. Baker Jan 1994

The Inherent Power To Impose Sanctions: How A Federal Judge Is Like An 800-Pound Gorilla, Thomas E. Baker

Faculty Publications

Inherent sanctions, like Rule 11 sanctions, may be imposed against any person responsible for wrongdoing, regardless of whether that person is a litigant or an attorney. Sanctionable wrongdoing includes pre litigation misconduct, as well as abuses of process that occur beyond the courtroom, such as the willful disobedience of an otherwise valid court order, so long as the court affords a violation due process before imposing sanctions. In addition to Rule 11's function as a deterrent, inherent sanctions further the goals of compensation and punishment.

A Report On The Assessment Procedures Used In The Evaluation Of Student Teaching At The Middle School Level, Joane W. Mckay Jan 1994

A Report On The Assessment Procedures Used In The Evaluation Of Student Teaching At The Middle School Level, Joane W. Mckay

Faculty Publications

This conference paper on assessment of the qualities of student teachers in middle schools discusses the concepts of authentic assessment; continuous evaluation; the roles of the cooperating teacher and the university coordinator; and assessment procedures used at the University of Northern Iowa. Eleven categories are presented for use in determining; at mid-term of the student teaching experience; whether a student teacher is meeting the requirements to become an effective teacher. These are: knowledge of content and skills areas; knowledge of learners/learning process; use of instructional planning strategies; use of instructional strategies/teaching styles; use of management and discipline strategies; use of …

School/University Partnerships And The Uni Teaching Associates Cadre Model: Professional Benefits To Prek-12 Educators., Mary J. Selke, Roger A. Kueter

Faculty Publications

The implementation of the University of Northern Iowa's (UNI) Teaching Associates Cadre Model (TAC) Professional Development School (PDS) program is discussed within the context of Kagan's six stages of collaborative relationships: formation; conceptualization; development; implementation; evaluation; and termination or reformation. The TAC was designed to involve school-based practitioners more closely and directly in the preservice and inservice preparation of educators. TAC members are master teachers and experienced cooperating teachers who form professional partnerships with professors and clinical supervisors. Clinical supervisors are jointly employed by UNI and a school system to assist professor-coordinators with practicum supervision of student teachers. TAC members …

Using Computer Conferencing Technology To Assist Collaboration Between Higher Education Faculty; Student Teachers And K-12 Practitioners, Richard Stahlhut, Richard R. Hawkes Jan 1994

Using Computer Conferencing Technology To Assist Collaboration Between Higher Education Faculty; Student Teachers And K-12 Practitioners, Richard Stahlhut, Richard R. Hawkes

Faculty Publications

The College of Education at the University of Northern Iowa (UNI) created collaborative partnerships with nine major school districts in Iowa in order to establish several kinds of relationships between practitioners and university faculty which computer networks facilitated. A new "Cobra" computer conference system was expanded to the nine regional off-campus centers where UNI student teachers were working; and modem-equipped portable computers were linked to the campus through a WATTS telephone line. Personnel; including field-based personnel and practitioners; were then able to communicate with nearly all offices on UNI campus through E-mail and computer conferences. Further programs have recruited teachers …

What Educators Want In A Master's Program: A Practitioner's Perspective, Mary J. Selke Jan 1994

What Educators Want In A Master's Program: A Practitioner's Perspective, Mary J. Selke

Faculty Publications

A constructivist practitioner's masters program in professional development (PDMA) was designed and piloted at the University of Northern Iowa. The program provides an option for pursuing a master's in education structured upon the following constructivism-focused framework of components: (1) the program is designed for experienced educators; and all coursework is applicable to the classroom; (2) classrooms serve as field-based learning laboratories; (3) students progress through the program in cohort groups; (4) professors collaborate in teaching teams to deliver an articulated curriculum; (5) electives; seminars; and practice foster individualization within a community of learners; (6) exit outcomes reflect the linkage of …

Plate Motions In The North Andean Region, Jeffrey T. Freymueller, James N. Kellogg, Victor Vega Dec 1993

Plate Motions In The North Andean Region, Jeffrey T. Freymueller, James N. Kellogg, Victor Vega

Faculty Publications

Repeated geodetic measurements with the Global Positioning System (GPS) provide direct measurements of displacements due to plate motions and active crustal deformation in Central America and northern South America, an area of complex interaction of the Nazca, Cocos, Caribbean and South American plates. The displacement rates for the period 1988-1991, obtained from the results of the first three Central And South America (CASA) GPS campaigns, are in general agreement with the predictions of the NUVEL-1 plate motion model, but there are differences in detail between the observations and the model. The Nazca-North Andes convergence rate vector measured by GPS is …

Coordinated Intelligent Control Via Epistemic Utility Theory, Wynn C. Stirling Oct 1993

Coordinated Intelligent Control Via Epistemic Utility Theory, Wynn C. Stirling

Faculty Publications

An approach to local reactive coordinated intelligent control based on the concept of an epistemic system, together with a principle of action that may be exercised locally, is presented. An epistemic system provides a mechanism for agents to characterize their knowledge corpora, options, goals, and beliefs. Levi's rule of epistemic utility provides a principle of action for decision making by comparing the informational value of rejection with the belief of correctness. Decisions are made locally and reactively, rather than globally. Coordination is implemented between agents by sharing and learning the epistemic systems of other agents. The resulting coordination model is …

Criminal Discovery In Oklahoma: A Call For Legislative Action, Rodney J. Uphoff Oct 1993

Criminal Discovery In Oklahoma: A Call For Legislative Action, Rodney J. Uphoff

Faculty Publications

This article first explores the Allen decision and the extent to which Allen changed the law of criminal discovery in Oklahoma. Next, the article examines some of the theoretical and practical problems with the Allen procedures as well as the efforts of the Oklahoma Court of Criminal Appeals to address some of the troublesome questions generated by Allen. Finally, the article discusses the need to replace the Allen provisions with a legislative framework that facilitates pretrial access to information and minimizes “trial ambush,” but without compromising the fair and efficient operation of the adversary system.

X-Ray Crystallographic Identification Of A Protein-Binding Site For Both All-Trans- And 9-Cis-Retinoic Acid, Marcia E. Newcomer, R. Steven Pappas, David E. Ong Oct 1993

X-Ray Crystallographic Identification Of A Protein-Binding Site For Both All-Trans- And 9-Cis-Retinoic Acid, Marcia E. Newcomer, R. Steven Pappas, David E. Ong

Faculty Publications

The elucidation of how a protein-binding site might specifically recognize both the all-trans and 9-cis isomers of retinoic acid is of particular interest because of the recently discovered binding specificities of the nuclear receptors for retinoic acid. Two families of nuclear receptors for retinoic acid have been described, which are designated RAR (for retinoic acid receptor) and RXR (for retinoid-X receptor). The RXR family of receptors is specific for 9-cis-retinoic acid, whereas the RAR-type receptor is activated by either 9-cis- or all-transretinoic acid. During the x-ray structure determination of a secreted epididymal retinoic acid-binding protein, with and without retinoic acid, …

Declarative Representations Of Multiagent Systems, Munindar P. Singh, Michael N. Huhns, Larry M. Stevens Oct 1993

Declarative Representations Of Multiagent Systems, Munindar P. Singh, Michael N. Huhns, Larry M. Stevens

Faculty Publications

This paper explores the specification and semantics of multiagent problem-solving systems, focusing on the representations that agents have of each other. It provides a declarative representation for such systems. Several procedural solutions to a well-known test-bed problem are considered, and the requirements they impose on different agents are identified. A study of these requirements yields a representational scheme based on temporal logic for specifying the acting, perceiving, communicating, and reasoning abilities of computational agents. A formal semantics is provided for this scheme. The resulting representation is highly declarative, and useful for describing systems of agents solving problems reactively.

The current Internet architecture, embodied in the Internet Protocol (IP) network protocol, offers a very simple service model: point-to-point best-effort service. In recent years, several new classes of distributed applications have been developed, such as remote video, multimedia conferencing, data fusion, visualization, and virtual reality. It is becoming increasingly clear that the Internet’s primitive service model is inadequate for these new applications. This inadequacy stems from the failure of the point-to-point best-effort service model to address two application requirements. First, many of these applications are very sensitive to the quality of service their packets receive. For a network to deliver …
