Are We There Yet? The Case For A Uniform Electronic Recording Act, Dale A. Whitman
Are We There Yet? The Case For A Uniform Electronic Recording Act, Dale A. Whitman
Faculty Publications
To implement digital recording, a confluence of several factors is necessary: political will on the part of the public officials involved (recorders and their political masters, usually county commissioners or supervisors), legal authority, and budgets adequate to the task. Without all of these factors, little progress is likely.

The Ultraviolet Line Spectrum Of The Soft X-Ray Transient Xte J1118+480: A Cno-Processed Core Exposed, C. A. Haswell, R. I. Hynes, A. R. King, K. Schenker
Faculty Publications
We compare ultraviolet (UV) spectra of the recent soft X-ray transients XTE J1118+480 and XTE J1859+226. The emission line strengths in XTE J1118+480 strongly suggest that the accreting material has been CNO processed. We show that this system must have come into contact with a secondary star of about 1.5 M⊙, and an orbital period ∼ 15 h, very close to the bifurcation value at which the nuclear and angular momentum loss time-scales are similar. Subsequent evolution to the current period of 4.1 h was driven by angular momentum loss. In passing through a period of 7.75 h the secondary …

The NuTeV Collaboration has extracted the electroweak parameter [Formula presented] from the measurement of the ratios of neutral current to charged current [Formula presented] and [Formula presented] cross sections. Our value, [Formula presented], is 3 standard deviations above the standard model prediction. We also present a model independent analysis of the same data in terms of neutral-current quark couplings. © 2002 The American Physical Society.

Linear Optics And Projective Measurements Alone Suffice To Create Large-Photon-Number Path Entanglement, Hwang Lee, Pieter Kok, Nicolas J. Cerf, Jonathan P. Dowling
Faculty Publications
We propose a method for preparing maximal path entanglement with a definite photon-number N, larger than two, using projective measurements. In contrast with the previously known schemes, our method uses only linear optics. Specifically, we exhibit a way of generating four-photon, path-entangled states of the form [Formula Presented] using only four beam splitters and two detectors. These states are of major interest as a resource for quantum interferometric sensors as well as for optical quantum lithography and quantum holography. © 2002 The American Physical Society.
Quantum Path Distributions For High-Order Harmonics In Rare Gas Atoms, Mette B. Gaarde, Kenneth J. Schafer
Quantum Path Distributions For High-Order Harmonics In Rare Gas Atoms, Mette B. Gaarde, Kenneth J. Schafer
Faculty Publications
We present quantum path distributions of high-order harmonics produced by rare gas atoms interacting with an intense 810 nm laser field, obtained by numerical integration of the time-dependent Schrödinger equation within the single active electron approximation. We find that the distributions are sensitive to the atomic potentials, and differ from the distributions predicted by the strong field approximation. We demonstrate that these differences can lead to significant differences in the time-frequency behavior of the harmonics produced in a macroscopic nonlinear medium. © 2002 The American Physical Society.

Acetylcholinesterase Mediated Susceptibility Of Soldiers And Workers Of Formosan Subterranean Termite (Isoptera: Rhinotermitidae) To Chlorpyrifos., Sridevi S. Gatti, Gregg Henderson, Yehia A.I. Abdel-Aal, Sanaa A. Ibrahim
Faculty Publications
Target site studies were undertaken to examine the difference in susceptibility of Formosan subterranean termite, Coptotermes formosanus Shiraki, workers and soldiers to chlorpyrifos. Workers exhibited significantly greater acetylcholinesterase activity per insect than soldiers (118.63 +/- 48.51 versus 47.98 +/- 22.59 mOD/min/insect equivalent). Likewise, enzyme activity (mean +/- SD) per milligram of protein was greater in workers than soldiers (440.30 +/- 267.43 versus 311.53 +/- 149.83 mOD/min/mg protein). The enzyme of soldiers was more sensitive to the acetylcholinesterase (AChE) inhibitors eserine and chlorpyrifos-oxon than that of workers. The I50s of chlorpyrifos-oxon were 2.66 and 4.59 nM for soldiers and workers, respectively, …

Numerical Methods For The Simulation Of Dynamical Mass Transfer In Binaries, Patrick M. Motl, Joel E. Tohline, Juhan Frank
Faculty Publications
We describe computational tools that have been developed to simulate dynamical mass transfer in semidetached, polytropic binaries that are initially executing synchronous rotation upon circular orbits. Initial equilibrium models are generated with a self-consistent field algorithm; models are then evolved in time with a parallel, explicit, Eulerian hydrodynamics code with no assumptions made about the symmetry of the system. Poisson's equation is solved along with the equations of ideal fluid mechanics to allow us to treat the nonlinear tidal distortion of the components in a fully self-consistent manner. We present results from several standard numerical experiments that have been conducted …
Stability Properties Of A Formulation Of Einstein's Equations, Gioel Calabrese, Jorge Pullin, Olivier Sarbach, Manuel Tiglio
Stability Properties Of A Formulation Of Einstein's Equations, Gioel Calabrese, Jorge Pullin, Olivier Sarbach, Manuel Tiglio
Faculty Publications
We study the stability properties of the Kidder-Scheel-Teukolsky (KST) many-parameter formulation of Einstein's equations for weak gravitational waves on flat space-time from a continuum and numerical point of view. At the continuum, performing a linearized analysis of the equations around flat space-time, it turns out that they have, essentially, no non-principal terms. As a consequence, in the weak field limit the stability properties of this formulation depend only on the level of hyperbolicity of the system. At the discrete level we present some simple one-dimensional simulations using the KST family. The goal is to analyze the type of instabilities that …

Compelled Expression And The Public Forum Doctrine, Howard M. Wasserman

This Article analyzes the theory underlying the Fist Amendment protection against being compelled by government to utter, present, or fund unwanted expression. The author creates a three-part model for determining when the fire speech rights of an objecting payer have been triggered. Under that model, First Amendment rights are implicated when there has been an actual government compulsion requiring an individual to give money to, or for the express benefit of, a specific private speaker for some use that, in itself, should be understood as expressive. This model strikes a necessary balance between the important theoretical underpinnings of the protection …
Semiparametric Maximum Likelihood Estimates Of Spatial Dependence, R. Kelley Pace, James P. Lesage
Semiparametric Maximum Likelihood Estimates Of Spatial Dependence, R. Kelley Pace, James P. Lesage
Faculty Publications
We semiparametrically model spatial dependence via a combination of simpler weight matrices (termed spatial basis matrices) and fit this model via maximum likelihood. Estimation of the model relies on the intuition that bounds to the log-determinant term in the log-likelihood can provide penalties to overfitting both the level and pattern of spatial dependence. By relying on symmetric and doubly stochastic spatial basis matrices that reflect different weight specifications assigned to neighboring observations, we are able to derive a mathematical expression for bounds on the log-determinant term that appears in the likelihood function. These bounds can be conveniently calculated allowing us …

Command Responsibility: The Anatomy Of Proof In Romagoza V. Garcia, Beth Van Schaack
Command Responsibility: The Anatomy Of Proof In Romagoza V. Garcia, Beth Van Schaack
Faculty Publications
This Essay discusses two significant Alien Tort Statute (ATS) cases in the 11th Circuit involving the doctrine of superior responsibility: Ford v. Garcia and Romagoza v. Garcia. Both cases were brought in the same courtroom against two former Ministers of Defense of El Salvador. Together, the Romagoza and Ford cases are significant as the first modern command responsibility cases in which a defendant testified in his own defense and was judged by a lay jury, as opposed to by a professional judge or military officers staffing a military tribunal. These are also the first cases in which a domestic tribunal …

Enron's Legislative Aftermath: Some Reflections On The Deterrence Aspects Of The Sarbanes-Oxley Act Of 2002, Michael A. Perino
Faculty Publications
Since Enron's implosion, an astounding string of accounting scandals have stunned the securities markets. Global Crossing, WorldCom, Adelphia, and a host of other companies have seen plummeting share prices and SEC and criminal investigations. Congress's reaction has been equally stunning and surprisingly swift. It passed with near unanimity the Sarbanes-Oxley Act of 2002 (the "SOA" or the "Act"), and President Bush quickly signed it into law. The President billed the Act as one of the "the most far-reaching reforms of American business practices since the time of Franklin Delano Roosevelt." While the SOA is certainly lengthy, with eleven titles and …

The author presents key provisions of The Victims of Trafficking and Violence Protection Act of 2000, which is federal legislation divided into two Acts. In Parts I and II of this article, the author describes how The Violence Against Women Act of 2000 reauthorized critical grant programs created by the Violence Against Women Act of 1994, established new programs, and strengthened federal laws. In Part III of this article, the author explains that The Trafficking Victims Protection Act of 2000 prevents the trafficking of women and children. In Part IV the author suggests how both Acts have implications for cult …
Two Cheers For Freedom Of Contract, Mark L. Movsesian
Two Cheers For Freedom Of Contract, Mark L. Movsesian
Faculty Publications
Once, they say, freedom of contract reigned in American law. Parties could make agreements on a wide variety of subjects and choose the terms they wished. Courts would refrain from questioning the substance of bargains and would ensure only that parties had observed the proper formalities. In interpretation, objectivity was paramount. Courts would seek to ascertain, not what the parties had intended, but what a reasonable observer would understand the parties' words to mean. Contract law was a series of abstractions informed by individual autonomy and judicial deference.
This world, a classical paradise of doctrines with sharp corners, began to …

Address Code And Arithmetic Optimizations For Embedded Systems, J. Ramanujam, S. Krishnamurthy, J. Hong, M. Kandemir

An important class of problems used widely in both the embedded systems and scientific domains perform memory intensive computations on large data sets. These data sets get to be typically stored in main memory, which means that the compiler needs to generate the address of a memory location in order to store these data elements and generate the same address again when they are subsequently retrieved. This memory address computation is quite expensive, and if it is not performed efficiently, the performance degrades significantly. In this paper, we have developed a new compiler approach for optimizing the memory performance of …

As sources of information relevant to a particular domain proliferate, we need a methodology for locating, aggregating, relating, fusing, reconciling, and presenting information to users. Interoperability thus must occur not only among the information, but also among the different software applications that process it. Given the large number of potential sources and applications, interoperability becomes an extremely large problem for which manual solutions are impractical. A combination of software agents and ontologies can supply the necessary methodology for interoperability.
Agents As Web Services, Michael N. Huhns
Agents As Web Services, Michael N. Huhns

Web services are extremely flexible. Most advantageously, a developer of Web services need not know who or what will use the services being provided. The paper discusses current standards for Web services, directory services and the Semantic Web. It considers how agents extend Web services in several important ways.

Robust Software, Michael N. Huhns, Vance T. Holderfield

Agents offer a convenient level of granularity at which to add redundancy a key factor in developing robust software. Blindly adding code introduces more errors, makes the system more complex, and renders it harder to understand. However, adding more code can make software better, if it is added in the right way. As this article describes, the key concepts appear to be redundancy and the appropriate granularity.

If you only need agents to search the Web for cheap CDs, scalability is not an issue. The Web can support numerous agents if each acts independently. In short order, however, billions of embedded agents that sense their environment and interact with us and other agents will fill our world, making the human environment friendlier and more efficient. These agents will need not only scalable infrastructures and communication services, but also scalable social services encompassing ethics and laws. Research projects are under way around the world to develop and deploy such services. The author takes a look at the critical …

Children who experience difficulties with peers also tend to experience both concurrent social–psychological difficulties and long-term negative developmental outcomes. Specifically, a significant amount of research has identified peer rejection and isolation as significant precursors to academic troubles and socially deviant behavior (DeRosier, Kupersmidt, & Patterson, 1994; Kupersmidt, Coie, & Dodge, 1990; Parker & Asher, 1987; Parker, Rubin, Price, & DeRosier, 1995). Substantial research and intervention efforts have consequently been dedicated to an understanding of the problem behaviors commonly identified as correlates or antecedents of peer rejection. Childhood aggression is one of the most significant predictors of peer rejection, and has …

The Jewish Community Library In Vienna: From Dispersion And Destruction To Partial Restoration, Richard Hacken
Faculty Publications
On 25 October 2000, Austria’s first memorial to Jewish victims of the Holocaust was unveiled at the Judenplatz in Vienna. Conceived by Nazi hunter Simon Wiesenthal and designed by British sculptress Rachel Whiteread in the form of a nameless library, a concrete block displays shelves of books with their spines turned to the inside, enclosing an area made inaccessible by a permanently locked door. The outer memorial is designed to represent Jewish culture and learning that were lost forever in the Holocaust, while the empty space within symbolises the many readers of the library who did not live on. Parallel …
