Validation Of Sea Ice Motion From Quikscat With Those From Ssm/I And Buoy, David G. Long, Yunhe Zhao, Antony K. Liu Jun 2002

Validation Of Sea Ice Motion From Quikscat With Those From Ssm/I And Buoy, David G. Long, Yunhe Zhao, Antony K. Liu

Faculty Publications

Arctic sea ice motion for the period from October 1999 to March 2000 derived from QuikSCAT and ocean buoy observations. Special Sensor Microwave/Imager (SSM/I) data using the wavelet analysis method agrees well with ocean buoy observations. Results from QuikSCAT and SSM/I are compatible when compared with buoy observations and complement each other. Sea ice drift merged from daily results from QuikSCAT, SSM/I, and buoy data gives more complete coverage of sea ice motion. Based on observations of six months of sea ice motion maps, the sea ice motion maps in the Arctic derived from QuikSCAT data appear to have smoother …

On Localized Control In Qos Routing, Srihari Nelakuditi, Srivatsan Varadarajan, Zhi-Li Zhang

Faculty Publications

In this note, we study several issues in the design of localized quality-of-service (QoS) routing schemes that make routing decisions based on locally collected QoS state information (i.e., there is no network-wide information exchange among routers). In particular, we investigate the granularity of local QoS state information and its impact on the design of localized QoS routing schemes from a theoretical perspective. We develop two theoretical models for studying localized proportional routing: one using the link-level information and the other using path-level information. We compare the performance of these localized proportional routing models with that of a global optimal proportional …

A Localized Adaptive Proportioning Approach To Qos Routing, Srihari Nelakuditi, Zhi-Li Zhang Jun 2002

A Localized Adaptive Proportioning Approach To Qos Routing, Srihari Nelakuditi, Zhi-Li Zhang

Faculty Publications

In QoS routing, paths for flows are selected based on knowledge of resource availability at network nodes and the QoS requirements of flows. Several QoS routing schemes have been proposed that differ in the way they gather information about the network state and select paths based on this information. We broadly categorize these schemes into best path routing and proportional routing. The best path routing schemes gather global network state information and always select the best path for an incoming I-low,based on this global view. It has been shown that best path routing schemes require frequent exchange of network state, …

Time-Resolved Photoluminescence Of Quaternary Alingan-Based Multiple Quantum Wells, Mee-Yi Ryu, C. Q. Chen, E. Kuokstis, J. W. Yang, Grigory Simin, M. Asif Khan, G. G. Sim, P. W. Yu May 2002

Time-Resolved Photoluminescence Of Quaternary Alingan-Based Multiple Quantum Wells, Mee-Yi Ryu, C. Q. Chen, E. Kuokstis, J. W. Yang, Grigory Simin, M. Asif Khan, G. G. Sim, P. W. Yu

Faculty Publications

Time-resolvedphotoluminescence(PL)dynamics has been studied in AlInGaN/AlInGaN multiple quantum wells(MQWs) grown by a pulsed metalorganic chemical vapor deposition (PMOCVD) procedure. The PL decay kinetics was found to be sensitive to the emission energy and temperature. The PL decay time increases with decreasing emission energy, which is a characteristic of localized carrier/exciton recombination due to alloy fluctuations. Its temperature dependence shows radiative recombination to be the dominant process at low temperatures, indicating a high quality of PMOCVD grown quaternary AlInGaN MQWs and establishing them as promising structures for the active region of deep ultraviolet light emitting diodes.

Laurasian Migration Explains Gondwanan Disjunctions: Evidence From Malpighiaceae, Charles C. Davis, Charles D. Bell, Sarah Mathews, Michael J. Donoghue May 2002

Laurasian Migration Explains Gondwanan Disjunctions: Evidence From Malpighiaceae, Charles C. Davis, Charles D. Bell, Sarah Mathews, Michael J. Donoghue

Faculty Publications

Explanations for biogeographic disjunctions involving South America and Africa typically invoke vicariance of western Gondwanan biotas or long distance dispersal. These hypotheses are problematical because many groups originated and diversified well after the last known connection between Africa and South America (≈105 million years ago), and it is unlikely that "sweepstakes" dispersal accounts for many of these disjunctions. Phylogenetic analyses of the angiosperm clade Malpighiaceae, combined with fossil evidence and molecular divergence-time estimates, suggest an alternative hypothesis to account for such distributions. We propose that Malpighiaceae originated in northern South America, and that members of several clades repeatedly migrated into …

Legal Theory And The Rule Of Law, Noel B. Reynolds May 2002

Legal Theory And The Rule Of Law, Noel B. Reynolds

Faculty Publications

In "Legal Theory and the Rule of Law" Noel Reynolds maintains that the rule of law can be understood as a set of conditions that rational actors would impose on any authority they would create to act in their stead in creating and administering legally binding rules. The authority and obligation associated with law derive from this fundamental convention, and the principles of the rule of law are the conditions of that agreement, which become thereby governing principles to which legislatures, judges, and enforcement agencies can be held in their official actions. These generally recognized standards are inherent in this …

Modeling The Indoor Mimo Wireless Channel, Michael A. Jensen, Jon W. Wallace May 2002

Modeling The Indoor Mimo Wireless Channel, Michael A. Jensen, Jon W. Wallace

Faculty Publications

This paper demonstrates the ability of a physically based statistical multipath propagation model to match capacity statistics and pairwise magnitude and phase distributions of measured 4 x 4 and 10 x 10 narrow-band multiple-input multiple-output data (MIMO) at 2.4 GHz. The model is compared to simpler statistical models based on the multivariate complex normal distribution with either complex envelope or power correlation. The comparison is facilitated by computing channel element covariance matrices for fixed sets of multipath statistics. Multipolarization data is used to demonstrate a simple method for modeling dual-polarization arrays.

Group Actions On Central Simple Algebras, Daniel S. Sage Apr 2002

Group Actions On Central Simple Algebras, Daniel S. Sage

Faculty Publications

Let G be a group, F a field, and A a finite-dimensional central simple algebra over F on which G acts by F-algebra automorphisms. We study the subalgebras and ideals of A which are preserved by the group action. We prove a structure theorem and two classification theorems for invariant subalgebras under suitable hypotheses on A. We illustrate these results in the case of compact connected Lie groups and give some other applications. We also classify invariant ideals. © 2002 Elsevier Science (USA).

Selecting and managing development project portfolios is a critical function within the Air Force’s weapon systems development process. Decision makers must weigh benefits, costs, and mission needs for a variety of proposed new initiatives and current weapon systems programs in order to develop an effective portfolio that provides the best value to the User. This research examines current Air Force development portfolio management practices as perceived by those involved with the decision making process. Research findings indicate several gaps between Air Force practices and those commercial best practices as found in the literature. A general approach for bridging the differences …

Harmony And Diversity In Global Patent Law, John F. Duffy Apr 2002

Harmony And Diversity In Global Patent Law, John F. Duffy

Faculty Publications

The second half of the twentieth century saw the rise of a broad movement to harmonize patent laws across nation-states. The most recent, and most significant, manifestation of this movement is the 1994 TRIPS Agreement, which requires signatory nations to adopt uniform rules on many major issues of patent law. The TRIPS Agreement has now been implemented by well over one hundred countries, including almost all major industrial nations, and it heralds a new level of international uniformity in patent law.

This Article, while acknowledging the value of some harmonization of national law , explores the possible costs of the …

The Evolving Accretion Disc In The Black Hole X-Ray Transient Xte J1859+226, R. I. Hynes, C. A. Haswell, S. Chaty, C. R. Shrader, W. Cui

Faculty Publications

We present HST, RXTE, and UKIRT observations of the broad-band spectra of the black hole X-ray transient XTE J1859+226 during the decline from its 1999-2000 outburst. Our UV spectra define the 2175-Å interstellar absorption feature very well and based on its strength we estimate E(B - V) = 0.58 ± 0.12. Hence we deredden our spectra and follow the evolution of the spectral energy distribution on the decline from outburst. We find that the UV and optical data, and the X-ray thermal component when detectable, can be fitted with a simple blackbody model of an accretion disc heated by internal …

Rapid Heterogeneous Ad Hoc Connection Establishment: Accelerating Bluetooth Inquiry Using Irda, Trevor Clifton, Derek D. Joos, Charles D. Knutson, Ryan W. Woodings

Faculty Publications

Bluetooth device discovery is a time-intensive phase of the Bluetooth connection-establishment procedure. In this paper we propose a technique that integrates existing IrDA technology with Bluetooth technology to improve the ad hoc connection establishment time of Bluetooth devices. We accomplish this improvement by first establishing an IrDA connection between two devices equipped with both Bluetooth and IrDA capabilities and then exchanging Bluetooth device discovery information via the established IrDA connection. As a result of this cooperative exchange, the devices are able to bypass the time-intensive Bluetooth device discovery procedure. Our research shows that IrDA-assisted Bluetooth connection establishment is up to …

A new 7 μs isomer in the drip line nucleus 140Dy was selected from the products of the 54Fe (315 MeV) + 92Mo reaction by a recoil mass spectrometer and studied with recoil-delayed γ-γ coincidences. Five cascading γ transitions were interpreted as the decay of an Iπ = 8- {ν9/2-[514]⊗ ν7/2+[404]} Kisomer (T 1/2 = 7.0(5) μs) via the ground-state band. The probability of proton emission from 141Ho to the 0+ ground state and to the 2+ excited state in 140Dy is discussed.

The Law: Defending Congress’S Interests In Court: How Lawmakers And The President Bargain Over Department Of Justice Representation, Neal Devins Mar 2002

The Law: Defending Congress’S Interests In Court: How Lawmakers And The President Bargain Over Department Of Justice Representation, Neal Devins

Faculty Publications

In understanding the willingness of government lawyers to defend the constitutionality of federal statutes, this article will explain why presidents rarely make use of their powers under the Constitution (allowing the president to refuse to defend laws he finds unconstitutional) and under federal law (placing the control of most government litigation with the attorney general). Attention will be paid both to how Department of Justice lawyers enhance their power by defending federal statutes and to how Congress, if need be, can pressure the department to bow to lawmaker preferences. In consequence, when the president refuses to defend a statute, courts …

Thin Laser Light Sheet Microscope For Microbial Oceanography, Eran Fuchs, Jules S. Jaffe, Richard A. Long, Farooq Azam

Faculty Publications

Despite a growing need, oceanographers are limited by existing technological constrains and are unable to observe aquatic microbes in their natural setting. In order to provide a simple and easy to implement solution for such studies, a new Thin Light Sheet Microscope (TLSM) has been developed. The TLSM utilizes a well-defined sheet of laser light, which has a narrow (23 micron) axial dimension over a 1 mm x 1 mm field of view. This light sheet is positioned precisely within the depth of field of the microscope’s objective lens. The technique thus utilizes conventional microscope optics but replaces the illumination …

Engineered Wood Products May Dramatically Impact Timber Markets In The Southern U.S., Steven H. Bullard

Faculty Publications

"Change is inevitable, except from a vending machine." This bumper sticker saying relates well to recent developments in fo rest products and their potential impact on forest landowners in the South.

Change is inevitable-and very important changes are occurring today in how the trees-we grow are processed and used in the US and around the world. These changes have the potential for very dramatic changes in timber markets in the US South, where there are millions of acres of commercial forestland. Changes in timber markets, of course, affect landowners' profits from timber growing, and they may therefore impact our objectives …
