There are two approaches to estimating the quantity of water required in an urban area: the requirements approach and the economic approach. The requirements approach extrapolates from past growth trends of the urban area. Water consumption and population are extrapolated into the future using a trend line based on prior years; the future requirements of the area are determined according to past experience. This approach served well when water was essentially a free good. But now that it is an economic good that requires production, the requirements approach tends to overestimate water requirements. The Johnson Creek watershed, Portland, Oregon, has undergone urbanization at an increasing rate. Excessive flooding has occurred in the lower portions of the watershed, resulting in an estimated 1.5 million dollars worth of flood losses annually. In attempts to mitigate the flooding damages millions of dollars have been spent to channelize the creek, and over 200 thousand dollars has been spent during the last 20 years on preliminary feasibility studies alone.

Urban containment programs may be evaluated in terms of a theory unifying contributions from the economic, geographic and political science disciplines. The unified theory shows that successful programs will segment the urban-rural land market, remove speculative use value of rural land, and result in the urban land market valuing greenbelt proximity as an amenity. A general model to test urban containment programs against the unified theory is developed and then modified for application to Salem, Oregon. Results are fourfold. Urban ecological problems have hitherto been addressed using one of two major approaches. The first has a social impetus directed at ethnic, economic and family characteristics and their relationships with the spatial distribution of urban residential housing. The second approach emphasizes the influence of the physical environment and the services available to subareas. The sociological method has had much more attention in modeling applications than the physical analytic technique. This thesis concerns the introduction of exogenous cultural materials among the native inhabitants of the Alaskan and Northwest coasts prior to the and of the 18th century. It is an investigation of the sources of these materials and the manner and chronology of their introduction. The research is based primarily on data drawn from accounts of native life by explorers and fur traders who visited the coasts of northwestern North America in the 18th century. These accounts are supplemented by ethnologic and archaeologic data collected by anthropologists in the 19th and 20th centuries.

During the first two decades of the twentieth century, a new aesthetic in the domestic architecture of middle-class America emerged. A new style of house, the bungalow, was introduced soon after the turn of the century, and within a very few years, became the most popular building style among Americans who were buying moderately-priced homes. The bungalow was a low, horizontal style of house with deep overhanging eaves and large porches, usually built of natural, textured materials. Its floor plan was notable for opening interior space. The study proceeded as follows: The distribution of Quercus garryana was mapped through field reconnaissance. Annual rings from fifteen trees were counted in order to establish age versus trunk diameter ratios. This greatly simplified the dating of trees. Transects were then run through individual groves to determine population age structures. These age structures, along with Q. garryana's distribution patterns, were graphically compared with historic temperature, precipitation, and growing season data. The effect of livestock grazing on oak reproduction was examined. This study investigates attitudes toward working with older clients held by service providers in an urban social service system. Four samples were involved: three of providers (Interview Panel, n = 22; Pretest Sample, n = 89; and Survey Sample, n = 428) and one of providers and their older clients (Encounter Sample, n = 52 providers, 147 clients). The first time samples included 13 provider types: hospital doctors, nurses, and nurses aides; in-home nurses and aides; nursing home nurses and aides; mental health practitioners; and income, nutrition, transportation, housing, and interaction personnel. The Reno-Sparks community is in a seismically hazardous area. Recent research indicates that a Richter 7.0 or greater magnitude earthquake could affect the area. Many of the emergency and essential facilities are situated in dangerous geological locations and are housed in outdated structures which could be severely damaged in the event of a major earthquake. Detailed site evaluations need to be made with respect to location of new structures and of existing building safety. The 1979 Unified Building Code seismic provisions should be adopted without exception; Nevada Revised Statute 278 .160 needs to be revised to require a seismic safety …

The Spencer Formation in Yamhill and Washington Counties, Oregon, is exposed in a narrow belt 27 km long, from 1/4 to 3 km wide and with a maximum thickness of about 400 m. The formation is composed entirely of sandstone with interbedded thin layers of mudstone in the uppermost member. The sedimentary structure and paleoecology indicate a shallow marine depositional environment. The upper member of the Spencer Formation contains more quartz, plagioclase, and hornblende than does the lower member, but K-feldspar is less than that of the lower member. This dissertation reports on the evolution of an observation instrument designed to examine a series of dyadic interactions between service providers and elderly clients. The encounters took place in the physical context of the client's home and under the auspices of two different kinds of urban service agencies. Staff members and elderly clients of In-home Nursing and Interaction agencies participated in the study. The coding system (Service Provider/Client Dyadic Interaction Coding System or SP/CDICS), is comprised of 28 carefully defined and described behavioral categories. The threefold question researched herein is: (1) What are the extent and potential economic consequences of land parcelization in Klickitat County?, (2)What are the political and social costs of parcelization?, and (3) What measures today are, or could be, used to ameliorate the land use conflict? These are answered by studying the various aspects of the problem, including the historic land use change, legal mechanisms which regulate livestock grazing and land parcelization; taxation; the economic-effect upon livestock production; crime and social conflict; costs to county services; and environmental impacts. The biogeography of the 50 currently identified Oregon species is reported from analyses of data from 2220 Berlese samples collected in a stratified, extensive sampling procedure, and from collection data on several hundred specimens from major private and public collections of pseudoscorpions. Individual species accounts including maps and data relating to geographical and seasonal distribution and habitats are provided, distributional areas and habitat types are categorized, dispersal mechanisms including examples of phoresy are presented and an illustrated key to Oregon species is given.

Jantzen Beach Shopping Center is an anomaly on the landscape challenging traditional criteria for the location of regional shopping centers. Located on Hayden Island on the Oregon side of the border, it has access from only one exit in each direction off the Interstate 5 freeway. During the years 1940-1944, the period of the German Occupation, French women played an active role in the political sphere as part of the organized Resistance movements. The women who participated were not isolated examples, but an extremely diverse group that cut across social milieux, political alignments and religious persuasions. This study explores the ways in which federal and state authorities have sought to deal with a difficult problem of political power in the context of the U.S. Constitution. Oregon reapportionment history offers an appropriate introduction to a critique of the national reapportionment decisions of Baker vs Carr and Reynolds vs Sims. Its Constitution stipulated population and the ratio derived from a population based formula were the means by which apportionment was to be determined and noncompliance had been particularly evident from 1933 to 1952. Well-developed turf-banked terraces are found in the Olympic.Mountains of Washington, but not found· in the other mountains of the Pacific Northwest. My study is based just on the Olympic Mountains and the·major thrust of my investigation is aimed at answering questions: What is the nature of turf-banked terrace development in the Olympic Mountains? There is a considerable amount of unpublished source material on Kalapuyan ethnography. This consists primarily of manuscript field notes from three linguistically trained scholars: Albert S. Gatschet, who collected Kalapuyan linguistic and ethnographic data during a visit to Grand Ronde Reservation in 1877, Leo J. Frachtenberg, who worked with a number of Kalapuyan informants from 1913 to 1915, and Melville Jacobs, who worked with the last surviving speakers of Kalapuyan languages during a number of sessions between 1928 and 1936. Subjective information is a valuable resource; however, decisionmakers often ignore it because of difficulties in eliciting it from assessors. This thesis is on Bayesian inquiry and it presents an approach to eliciting subjective information from assessors. Based on the concepts of cascaded inference and Bayesian statistics, the approach is designed to reveal to the decision-maker the way in which the assessor considers his options and the reasons he has for selecting particular alternatives. Unlike previous works on cascaded inferences, the approach here focuses on incoherency. Specifically, it employs the use of additional information to revise and check the estimates. The …
