Historically, educational spaces have been sites of racialized inequality for Black youth, creating disparate educational outcomes. The disproportionate divide between young Black and White men continues throughout the life of their academic journey, and this research seeks to examine its impact on dropping out of school. The experience of Black young men being “othered” – compared to their White counterparts – coupled with the myriad ways Black youth must navigate normalcy creates additional challenges they must carry. Psychopathy is a cluster of personality traits marked by a pervasive callousness, lack of shame or remorse, deceitfulness, a persona of confidence and charm, shallow emotional connection, general lack of insight into their actions, and an absence of anxiety (Glenn & Raine, 2014; Hare, 2003). Research suggests that there are distinct etiological pathways to the development of psychopathic traits and that their responses to treatment are different (Craig et al., 2021; Yildrim & Derksen, 2015; Fleming et al., 2023). Despite the proliferation of alternatives to incarceration (ATI) for individuals with co-occurring disorders in recent decades, little is known about comparative styles of treatment used in this context. The following study uses data from a case management service in a large urban city (n=273) where several types of treatment are utilized in the ATI landscape. Specifically, this study compares ATI completion rates and time to completion or failure for several styles of treatment: clinic-based outpatient, residential, assertive community treatment (ACT) and personalized recovery-oriented services (PROS) programs. Beyond The Sum: A Network Analysis Of Adverse Childhood Experiences And Behavioral Outcomes In Justice-Involved Youth, Jennifer Yang

This dissertation examines gender-specific patterns of adverse childhood experiences (ACEs) among justice-involved youth using network analysis. Despite experiencing higher rates of childhood adversity, female youth show lower recidivism rates than males, presenting an empirical paradox. Using a sample of 19,454 justice-involved youth (75% male), this study applies novel network methods to understand how ACEs and behavioral outcomes are organized across gender. Findings reveal distinct network architectures: female youth maintain more integrated but vulnerable networks, while males show more compartmentalized but stable structures. Female recidivists demonstrate systematic network destabilization when compared to non-recidivists, characterized by a 39% reduction in network density, …

This project examines the educational and economic impacts of the New York Police Department's "Stop, Question, and Frisk" (SQF) program, implemented predominantly under "Operation Impact" from 2003 to 2022. Using data from the NYPD and the American Community Survey, the study explores correlations between high rates of stop-and-frisk encounters and reduced educational attainment among targeted demographics, primarily Black and Hispanic young men. It contextualizes the socioeconomic consequences of SQF policies, including their effect on lifetime earnings and community trust. This dissertation examines the linear relationships between motor vehicle theft (MVT) estimates from Google Trends--a form of digital trace data--and official crime statistics, including the Uniform Crime Reports (UCR), National Crime Victimization Survey (NCVS), National Insurance Crime Bureau (NICB), National Incident-Based Reporting System (NIBRS), and 911 calls for service (CFS 911). It offers a comprehensive analysis of the limitations inherent in current crime statistics, discusses measurement errors, and explores statistical models to mitigate the impact of measurement error, applying these methods to validate Google Trends MVT data and other official MVT statistics. This exploratory case study examines the possibilities of creating generative, collaborative, intergenerational learning communities within a traditional public 6-12 school in the United States, as an antidote to the ideologies of adultism, systems of whiteness, and settler colonial logics. The study is situated within a single public school site, where I have been a science teacher and teacher leader for the past eight years. The school, which self-identifies as a “progressive” public school, serves to reify the history of schools as sites for control through what I term a “we know best” ideology. Justice-involved individuals experience disproportionately high rates of both traumatic brain injuries (TBI) and psychosocial traumas. However, these traumas have yet to be conceptualized together, leaving a chasm of research on how they interact and influence this population. The current study was the first to measure the effects of TBIs as well as psychosocial trauma among justice-involved men, within the context of executive functioning, history of justice involvement, and recidivism. This dissertation project concerns the geographies of counterinsurgency in California’s super-maximum-security prisons. I argue that these facilities – the first of which opened in the mid-1980s, and which were more repressive and isolating than any of California’s existing prisons – were explicitly developed in response to powerful organizing by people in prison. As early as 1973, corrections administrators and prison officers argued that dangerous prison gangs, organized along racial and geographical lines, were behind prisoner militancy, and advocated for expansive security measures including indefinite confinement in supermax prisons. Youths’ developmental immaturity negatively impacts their ability to meaningfully understand and appreciate their Miranda rights, raising questions about the validity of their waiver decisions. Moreover, most Miranda warnings are long, written at advanced reading levels, and contain complex sentence structure and vocabulary, which further hinders comprehension. In response, several jurisdictions have begun to use developmentally informed Miranda warnings for youth. However, research has yet to determine whether this improves youths’ ability to make informed Miranda waiver decisions. This dissertation explores the diffusion and impacts of state recreational marijuana laws (RML). Chapter 1 examines factors driving state adoption and spread of RML, finding that states with citizen ballot initiatives, expansive legislative capacities, and higher fiscal stress are more likely to enact RML. Ideological proximity, rather than geography, drives policy diffusion, with learning from early adopters likely serving as a key mechanism in the process. Chapter 2 assesses first-order effects of RML on marijuana consumption and drug policing using various econometric methods. Results suggest amplification bias in difference-in-differences point estimates due to an endogenous policy variable. This has economic …

This qualitative study investigates the management of safety and vulnerability in the New York City subway by analyzing public communication campaigns focused on counterterrorism, COVID-19, and deviance awareness. It explores how New Yorkers navigate the tension between adhering to a dominant New York cultural imperative to mind one’s business and being called upon to be their “brother’s keepers” and intervene when something risky happens.

College instruction tends to focus on imparting disciplinary knowledge rather than employable broad-based skills emphasized by undergraduate guidelines. The lack of emphasis on broad-skill development may leave many undergraduate students unprepared for the workforce. Crime risk evaluation and crime prediction using agent-based modeling (ABM) have gained popularity in the field of computational criminology in recent years. Traditionally, researchers rely on statistical methods and machine learning models to predict crimes using historical data. ABM generates macro-level crime patterns in a bottom-up fashion by simulating the daily behaviors of autonomous entities, such as citizens and offenders. First, it examines how teachers of different racial identities and at different points in their careers perceive the impact of restorative justice practices in select New York City public schools. This thesis argues that Lon Fuller’s approach to jurisprudence offers more important support to the rule of law than has been generally recognized. It argues further that a consequentialist lens allows clearer views of Fuller’s strengths in this regard, despite Fuller’s own resistance to consequentialism and despite consequentialism’s blindness to some of Fuller’s depth and texture. This thesis supplies a formula, although one intended only as a guide to thinking, not for actual computation, to drive judicial decision-making. The inputs into this formula are six values widely shared in the United States, modified by case-by-case salience. Kantian deontology strongly influences …

Human trafficking intervention courts (HTICs), specialty courts in the US designed to connect trafficking victims to services when they are arrested, require defendants to identify as victims of human trafficking in order to qualify for HTICs' services and other social supports. For many individuals incarcerated in New York, the initial step toward freedom begins with an interview with the Board of Parole. This process, however, is frequently a complex and challenging one, characterized by repeated denials and extended incarcerations. The disparity in outcomes – where one individual may receive over 20 denials and another is granted parole on their first attempt – highlights the ambiguity and inconsistency in the parole decision-making process. This dissertation uses auto- and digital-ethnographic methods to analyze the literacy practices of bisexual TikTok users primarily during the first year of the Covid-19 pandemic in the United States, during which time TikTok exploded in popularity among U.S. social media users, especially among young adults. This dissertation investigates the underexplored relationship between character epistemology and its potential to explain behavior, decision-making, and culture within the criminal justice system, particularly the police. Building on the existing theoretical framework of evidence-based policing (EBP) and the recognized gap in understanding police receptivity to science, this study hypothesized that intellectual character at personal and collective levels positively correlates with science receptivity.
Epistemic character was defined through the aggregation of four traits: open-mindedness, defensiveness, insouciance, and groupthink. Science receptivity was measured by openness to change, desire to learn, reliance on intuition, and mistrust of science. Data were collected through surveys …
