Although multi-tiered systems of support (MTSS) is often examined through the lens of school-level intervention systems and the fidelity of tiered academic and behavioral supports, this study approached MTSS from a district leadership and systems design perspective. Rather than evaluating the implementation of specific interventions within individual schools, the study investigated how district-level leadership structures, governance practices, and implementation infrastructure shape the capacity to operationalize MTSS as a coherent framework for advancing equitable student outcomes across a portfolio of schools. Reading proficiency is a critical foundation for academic success; however, many students enter the upper elementary grades without the foundational literacy skills necessary to access grade level content. Teachers in grades four through six are increasingly responsible for addressing persistent reading gaps while simultaneously meeting instructional expectations aligned with grade-level standards. Determinants Of Evaluation Demand In The United States Federal Government: A Sequential Mixed Methods Study With Hierarchical Linear Modeling, Ruqayyah Abu-Obaid

This dissertation examines the factors that influence demand for evaluation in the federal government of the United States. Although evaluation has become a central element of evidence-based policymaking, limited empirical research explains what drives variation in evaluation activity across federal agencies. The study addresses this gap through a sequential exploratory mixed-methods design that integrates qualitative document analysis with quantitative hierarchical (panel) data modeling. Hierarchical linear modeling (HLM) was employed to analyze longitudinal data from 23 federal agencies (2008–2024), accounting for both within- and between-agency variation over time and providing more accurate estimates of factors influencing evaluation demand.

This dissertation is about the application of the Tridiagonal Representation Approach (TRA) in handling linear phenomenons, and for the first time, the J-matrix method of scattering in handling nonlinear phenomenons. The TRA is an algebraic method for solving linear ordinary differential equations of the second order. The advantage of the method in being algebraic is reinforced by the analytic power of orthogonal polynomials and special functions. Federated learning (FL) enables collaborative model training without centralizing raw data, but deploying FL at scale in real edge environments remains challenging because iterative training and aggregation must operate over heterogeneous, resource-constrained, and often mobile devices with time-varying connectivity. Conventional hierarchical federated learning (HFL) partially mitigates communication cost by introducing fog/edge aggregation, yet many designs retain cloud-based global aggregation and cloud-centric coordination. Autism spectrum disorder (ASD) is a developmental condition marked by impairments in social interaction, communication, repetitive behaviors, and differences in cognitive and emotional functioning. This dissertation addresses this gap by developing a Capability Maturity Model (CMM) for AI integration in SCM, grounded in Organizational Information Processing Theory (OIPT), the Resource-Based View, and related capability frameworks. This dissertation in practice examined whether a targeted professional learning intervention could shift school leaders’ use of generative artificial intelligence (AI) from efficiency-oriented tasks toward innovation-oriented strategic problem solving. AI is typically adopted to accelerate existing routines, which can deepen “cognitive debt” by reinforcing ineffective practices rather than improving systems. This study advanced a “cognitive equity” frame, positioning AI as a tool that can expand principals’ cognitive capacity to address complex problems and lead adaptive change. The fiber fuse effect is a self-sustaining damage propagation mechanism that can occur in the core of optical fibers. Under sufficient levels of applied power, laser light is absorbed as heat in the fiber. This phenomenon is characterized by a brightly glowing spot in the fiber that propagates towards the source of laser light at about 1 𝑚/𝑠. A numerical simulation of the fiber fuse effect is developed that solves the transient heat equation with source terms in cylindrical coordinates utilizing an explicit finite difference discretization. A geometric theory of seminorms is introduced and exposited. The concept of a G-Space, which is a Frechet which holds the sequence of seminorms that generate its topology as intrinsic to its definition, is introduced. Abstract results which involve concluding, from the existence of common pseudo-fixed points of a family of operators on a G-Space, the existence of a common fixed point for that family, are presented. The overlap and lack of clear distinction among the constructs of math anxiety, math self-concept, and math self-efficacy presents issues for research and practice. The literature reveals that math anxiety is closely linked to math self-concept (Klee et al., 2022). To improve the understanding of the role of firebrands in fire spread, the dispersion and deposition of firebrands carried by turbulent jet flows were simulated by Lagrangian particle tracking and large--eddy simulation. The simulations were configured to replicate previous experiments involving cubiform and cylindrical particles carried by pipe flow and the resulting jet flow before deposition on the ground. First, validations were performed for the jet flow simulations by comparing quantities such as the jet spread rate and velocity decay constant with previous experimental and theoretical values for free jet flows. Rocket engine development has historically relied on test–fail–fix (TFF) methodologies to uncover structural and fatigue deficiencies under representative operating conditions. While effective, TFF is inherently costly and schedule-intensive, often revealing life-limiting behavior late in the development lifecycle. The increasing use of additive manufacturing (AM) amplifies this challenge by introducing material property scatter and process-induced variability. Energetic-particle transport in the near-Sun solar wind is strongly controlled by magnetic turbulence and its geometry. Using Parker Solar Probe observations from encounters E1--E19, we investigate parallel, perpendicular, and momentum diffusion coefficients for energetic protons in the inner heliosphere. The observed turbulence spectra are decomposed into slab and two-dimensional components using a composite turbulence model. The parallel diffusion coefficient is calculated using second-order quasi-linear theory, while the perpendicular diffusion coefficient is obtained from unified nonlinear transport theory. The results show that parallel diffusion increases with heliocentric distance but decreases with increasing turbulence amplitude, indicating enhanced pitch-angle scattering in stronger turbulence. …

The contributions of faith-based higher education institutions to the tertiary landscape in small island developing states are insufficiently addressed in the scholarly literature. Consequently, there is limited understanding of how these institutions navigate organizational transitions and respond to capacity gaps that the public sector is unable to fill within dynamic cultural and regulatory environments.
