Diffusion of a policy innovation from one state to another is an important component of social change. Several theories and models have been developed to explain how and under what circumstances policy innovation and diffusion occurs. This paper examines the policy diffusion process through the case of Individual Development Accounts (IDAs), a policy innovation designed to provide matched saving opportunities for low-income people to accumulate assets. While our examination supports several of the prominent theories of policy diffusion, we suggest that a fusion of policy theories may better guide policy makers in more adequately predicting and executing the diffusion of …

The purpose of this paper is to review the literature relating to immigration into rural America, including the scale and location of immigration, the characteristics of immigrant populations, and community impacts. The paper looks at aspects of wealth and assets among immigrants, including the use of the U.S financial systems, homeownership, remittances, individual development accounts, and microentrepreneurship. This paper is one of a series focusing on wealth-building in rural America.

The Center for Social Development (CSD) at Washington University in St. Louis is advancing an agenda on productive aging, focusing on three primary forms of productive engagement: employment, volunteerism/civic engagement, and caregiving. These are activities that produce goods and services, whether paid for or not, and that have effects beyond individuals to families, communities, and society. Older adults who engage in these activities make important economic and social contributions, though these contributions are often undervalued. Because resources are limited, the benefits and costs of social-work interventions—like all interventions—must be compared with the benefits and costs of alternatives. Evidence-basedpractice should ask not only “What works?” but also “How well does it work?” and “What does it cost?” Unfortunately, evaluations of social-work practice—like evaluations in any field—rarely can measure all the relevant variables. In particular, benefits are extremely difficult to measure. Costs are simpler to measure, but even so, few evaluations measure costs. This study examines the saving performance of low income African Americans and Caucasian participants in an Individual Development Accounts (IDA) program. IDAs are matched saving for home ownership, education, and small business capitalization. Using data from the American Dream Demonstration (N = 2,364), this study compares the savings performance of Black and White participants in IDAs. The results indicate that low-income African Americans on average save successfully in IDAs, though in smaller amounts than Caucasians. Results of separateregressions for Blacks and Whites indicate that mostly individual characteristics are associatedwith saving performance among Caucasians. Low-income people have less access to opportunities for post-secondary education, and the welfare reform in 1996 further limited access for welfare recipients. Since welfare reform, there has been an increasing interest in strategiesmeant to enhance the well-being of low-incomepeople through education and the development of human capital. In this study, we examine how low-income people saved for post-secondary education in Individual Development Accounts (IDAs) in a nationwide demonstration. IDAs are structured accounts that provide matches for savings used for home purchase, microenterprise, retirement savings, and post-secondary education. Using data from the Panel Study of Income Dynamics, this study examines the influence of wealth relative to income across several child development outcomes. The wealth measures include net worth and whether the household has certain specific asset holdings. The child development measures cover two domains: academic achievement and socio-emotional behavior. The intent is to examine which measures of wealth have the most explanatory value with respect to child development outcomes and test whether these are distinct from income. Results show that wealth is a significant predictor of two out of three dependent variables and that these predictors have different …

Individual Development Accounts (IDAs) provide low-income people with matches for savings used for home purchase, post-secondary education, or microenterprise. Match rates for the 2,350 IDA participants in the American Dream Demonstration (ADD) were typically 1:1 or 2:1 but ranged as high as 7:1. This paper looks at how these match rates were related with the likelihood of saving something and with the level of savings. The model controls for a number of confounding factors often ignored in similar studies of match rates in 401(k) plans. Civic Engagement Among Low-Income And Low-Wealth Families: In Their Words, Amanda Moore Mcbride, Margaret S. Sherraden, Suzanne Pritzer

Through in-depth interviews with 84 low-income, low-wealth families, we find civic engagement across a range of behaviors, e.g., volunteering through religious organizations, neighboring, involvement in children’s activities, and contributing. Data are suggestive of a modified life cycle theory of engagement as well as a “stakeholding” theory, highlighting assets as resources and incentives for action. Time constraint is noted as a primary mediator. Possible implications for measurement, future research, and social interventions and policies are discussed.
