Incentivizing Fair Housing, Stewart E. Sterk Oct 2021

Incentivizing Fair Housing, Stewart E. Sterk

Articles

Restrictive land use regulation has thwarted the upward mobility of many Americans, particularly Americans of color. Local restrictions imposed by affluent municipalities have limited access to safe neighborhoods, better housing, and good schools. Racism and economic self-interest have both played a role in exclusionary practices which have contributed to high housing costs that place a strain on the entire economy.

Fair Housing Act litigation has been one weapon in the fight against these practices. Despite the Supreme Court's decision in Texas Department of Housing & Community Affairs v. Inclusive Communities Project, Inc. , disparate impact litigation faces significant obstacles that …

Articles

Biopolymers have been used in food packaging in recent years due to high pollution rates and decreased biodegradation of synthetic polymers. Chitosan (CH) and Sodium alginate (SA) are both biodegradable biopolymers with excellent film forming capability. TiO2 nanoparticles have high mechanical strength, degradation ability and antimicrobial properties, which are beneficial in food packaging. The aim of the current work is to develop the biodegradable multifunctional nanocomposite film for fruit (i.e., Pear) packaging applications. Bionanocomposite film was prepared by solvent casting method using CH-SA and various concentrations of TiO2. The multifunctional properties such as UV barrier, thermal, water retention, mechanical, chemical, …

Optimal Placement Of Fuses And Switches In Active Distribution Networks Using Value-Based Minlp, N. Gholizadeh, S.H. Hosseinian, M. Abedi, Hamed Nafisi, P. Siano

Articles

Contingency conditions in distribution networks create financial losses for different parts of the system including electricity customers, electricity retailers, distributed generation (DG) units, etc. Therefore, protective device allocation methods have been introduced in recent years to enhance the reliability of the power system. In this study, a new formulation is proposed to find the optimal places of sectionalizing switches and fuses while taking the financial loss of both electricity customers and DG units into account. The current method has the flexibility to consider DG effect on any location of the network and its islanded operation in case of contingencies. Moreover, …

Punnett Square Or Protein Production? The Expert-Novice Divide For Conceptions Of Genes And Gene Expression, Dina L. Newman, Aeowynn Coakley, Aidan Link, Korinne Mills, Leslie Kate Wright Sep 2021

Punnett Square Or Protein Production? The Expert-Novice Divide For Conceptions Of Genes And Gene Expression, Dina L. Newman, Aeowynn Coakley, Aidan Link, Korinne Mills, Leslie Kate Wright

Articles

Concepts of molecular biology and genetics are difficult for many biology undergraduate students to master yet are crucial for deep understanding of how life works. By asking students to draw their ideas, we attempted to uncover the mental models about genes and gene expression held by biology students (n = 23) and experts (n = 18) using semistructured interviews. A large divide was identified between novice and expert conceptions. While experts typically drew box-and-line representations and thought about genes as regions of DNA that were used to encode products, students typically drew whole chromosomes rather than focusing on gene structure …

Cavity Optomechanical Sensing And Manipulation Of An Atomic Persistent Current, Pardeep Kumar, Tushar Biswas, Kristian Feliz, Rina Kanamoto, M-S Chang, Anand K. Jha, Mishkat Bhattacharya

Articles

This theoretical work initiates contact between two frontier disciplines of physics, namely, atomic superfluid rotation and cavity optomechanics. It considers an annular Bose-Einstein condensate, which exhibits dissipationless flow and is a paradigm of rotational quantum physics, inside a cavity excited by optical fields carrying orbital angular momentum. It provides the first platform that can sense ring Bose-Einstein condensate rotation with minimal destruction, in situ and in real time, unlike demonstrated techniques, all of which involve fully destructive measurement. It also shows how light can actively manipulate rotating matter waves by optomechanically entangling persistent currents. Our work opens up a novel …

Seaweed Polysaccharide In Food Contact Materials (Active Packaging, Intelligent Packaging, Edible Films, And Coatings), Kalpani Y. Perera, Shubham Sharma, Amit K. Jaiswal, Swarna Jaiswal

Articles

Food contact materials (FCMs) are materials that come in contact with food products such as food packaging which play a significant role in the food quality and safety. Plastic, which is a major food packaging material, harms the eco-system, wildlife, and the environment. As a result, numerous researches have been in progress on alternative polymers, which has similar properties as plastic but is also environmentally friendly (biodegradable). In recent years, the utilization of seaweed polysaccharides has piqued interest due to its biodegradability, non-toxicity, antioxidant capabilities, and excellent film formation ability. However, it has a number of drawbacks such as low …

Dynamic Stochastic Joint Expansion Planning Of Power Systems, Natural Gas Networks, And Electrical And Natural Gas Storage, Arash Gholami, Hamed Nafisi, H. Askarian A., Ali Jahanbani Ardakani

Articles

Over the last decades, electricity generation from natural gas has substantially increased, mostly driven by low natural gas prices due to fracturing and lower extraction costs. The geographic distance between natural gas resources and load centers calls for a holistic tool for joint expansion of power systems and natural gas networks. In this paper, a Dynamic Stochastic Joint Expansion Planning (DSJEP) of power systems and natural gas networks is proposed to minimize the investment and operational costs of power and natural gas systems. Electrical and natural gas storage (ENGS) are considered as an option for decision-makers in the DSJEP problem. …

Ungrading, Supporting Our Students Through A Pedagogy Of Care, Shaun Ferns, Robert Hickey, Helen Williams

Articles

The awarding of grades or marks to student work is traditionally considered a fundamental feature of assessment. Grades became more widely established in the twentieth century becoming ubiquitous across most educational institutions. There is increasing evidence to suggest that grades are not effective tools for promoting or measuring learning. One alternative approach for promoting and measuring learning is "Ungrading," in which no letter grades or marks are given to students. Instead, they are replaced with formative feedback provided through strategies such as individual feedback, peer review and self-assessment. An Ungrading approach promises increased learner motivation, a reduction in stress, and …

Allogenic Fibular Bone Graft Reconstruction With Complete Regeneration Of The Lateral Malleolus After En Bloc Resection Of A Distal Fibular Aneurysmal Bone Cyst: A Case Report, Kalli E. Mortenson, Lawrence M. Fallat

Articles

Aneurysmal bone cysts are expansile lytic lesions that most commonly affect the metaphysis of long tubular bones. These lesions are locally aggressive and predominately occur within the first two decades of life. Currently the most widely used surgical treatment involves intralesional curettage of the affected bone. However, there have been several reports of high recurrence rates with this technique. We present a case of a 12 year old female who presented with an aneurysmal bone cyst of the lateral malleolus of the right ankle. The patient underwent multiple surgeries and ultimately had complete surgical resection of the cystic lesion and …

The Promise And Limits Of Lawfulness: Inequality, Law, And The Techlash, Salomé Viljoen Sep 2021

The Promise And Limits Of Lawfulness: Inequality, Law, And The Techlash, Salomé Viljoen

Articles

In response to widespread skepticism about the recent rise of “tech ethics”, many critics have called for legal reform instead. In contrast with the “ethics response”, critics consider the “lawfulness response” more capable of disciplining the excesses of the technology industry. In fact, both are simultaneously vulnerable to industry capture and capable of advancing a more democratic egalitarian agenda for the information economy. Both ethics and law offer a terrain of contestation, rather than a predetermined set of commitments by which to achieve more democratic and egalitarian technological production. In advancing this argument, the essay focuses on two misunderstandings common …

Voices From A Prison Pandemic: Lives Lost From Covid-19 At Lakeland Correctional, Kimberly Thomas Sep 2021

Voices From A Prison Pandemic: Lives Lost From Covid-19 At Lakeland Correctional, Kimberly Thomas

Articles

Coronavirus tore through jails and prisons like wildfire. In some states, more than half of the people incarcerated there tested positive for COVID-19; nearly 400,000 people in prison across the United States have tested positive. For people in prison, COVID-19 brought the loss of close friends, solitary confinement, loss of connection with family and programming, lack of information, and fear of contracting the virus. It has also reminded those who are incarcerated of the one-dimensional way in which people in prison are perceived. As stated by one collaborator, Cory Souders, "[s]o many men and women who come to prison are …

How Serving Jobless Workers During The Pandemic’S Economic Recession Grounded Students: A Reflection From Michigan’S Workers’ Rights Clinic, Rachael Kohl, Nancy Vettorello Sep 2021

How Serving Jobless Workers During The Pandemic’S Economic Recession Grounded Students: A Reflection From Michigan’S Workers’ Rights Clinic, Rachael Kohl, Nancy Vettorello

Articles

The COVID-19 pandemic drastically changed the delivery of legal education. Many courses switched to remote instruction, and that change was particularly complicated for clinical courses. For Michigan's Workers' Right Clinic (WRC), however, the pandemic brought more than a change in course delivery - it brought a huge influx of new cases and community need with rapidly and continually changing laws. This article describes how the WRC navigated and thrived, despite the rapid changes brought about by the pandemic, and how the clinic provided an opportunity for students to engage in more complex work that benefited students both academically and mentally. …

Reallocating Redevelopment Risk, Michael C. Pollack Sep 2021

Reallocating Redevelopment Risk, Michael C. Pollack

Articles

Scores of cities across the country face devastating financial crises, and the COVID-19 pandemic has brought even more to the brink. But economically distressed municipalities have few places to turn for help. Saddled by rising unemployment, weak tax bases, and state law limitations on deficit spending and debt assumption, they generally cannot spend their way out. And as conditions deteriorate, mobile capital and labor move to greener pastures, further hollowing out the cities they leave behind. With state and federal lifelines tenuous at best, offers by large developers to redevelop an area of the city can thus appear to be …

The Mysterious Market For Post-Settlement Litigant Finance, Ronen Avraham, Lynn A. Baker, Anthony J. Sebok Sep 2021

The Mysterious Market For Post-Settlement Litigant Finance, Ronen Avraham, Lynn A. Baker, Anthony J. Sebok

Articles

Litigant finance is a growing and increasingly controversial industry in which financial firms advance a plaintiff money in exchange for ownership rights in the proceeds of the legal claim on a nonrecourse basis: A plaintiff must repay the advance only if compensation is ultimately received for the legal claim. The nonrecourse nature of this funding exempts it from most states’ consumer credit laws, enabling funders to charge higher interest and fees than would otherwise be permitted. When this funding involves ordinary consumers, critics of the industry contend that the uncapped interest rates exploit vulnerable litigants, while its defenders argue that …

Rethinking Immigration Enforcement, Peter L. Markowitz Sep 2021

Rethinking Immigration Enforcement, Peter L. Markowitz

Articles

As the nation turns the page away from the dark chapter of President Trump's relentless assault on immigrants, it is time to take stock of the nation's unprecedented immigration enforcement regime. During its relatively short existence, the Immigration and Customs Enforcement agency (ICE) has deported more than twice as many people as were deported in the entire previous history of the United States. The human and fiscal costs of ICE's mass deportation agenda are astronomical, and there is almost universal agreement across the political spectrum that the United States' immigration enforcement apparatus is badly broken. That, however, is where the …

How Do Communities Use Effectuation To Increase Locality Development Within Existing Levels Of Government Support?, Norah R. Cussen Aug 2021

How Do Communities Use Effectuation To Increase Locality Development Within Existing Levels Of Government Support?, Norah R. Cussen

Articles

This study explored how local communities can increase their ‘self-help’ capacity and achieve locality development from a grassroots level, and from an Effectuation perspective. This study explored the micro factors that enable transformational activity and explored the effectiveness and relativeness of government policy in reducing barriers to locality development. Locality development in rural Ireland was then viewed through an Effectual Lens to develop a mechanism to cultivate transformational activity in rural communities. The findings identified three major themes across the four case studies: (1) locality development is achieved through integrated transformational activity (community, CDO and government level); (2) there are …

Sediqa: Sound Emitting Document Image Quality Assessment In A Reading Aid For The Visually Impaired, Jane Courtney Aug 2021

Sediqa: Sound Emitting Document Image Quality Assessment In A Reading Aid For The Visually Impaired, Jane Courtney

Articles

For visually impaired people (VIPs), the ability to convert text to sound can mean a new level of independence or the simple joy of a good book. With significant advances in optical character recognition (OCR) in recent years, a number of reading aids are appearing on the market. These reading aids convert images captured by a camera to text which can then be read aloud. However, all of these reading aids suffer from a key issue—the user must be able to visually target the text and capture an image of sufficient quality for the OCR algorithm to function—no small task …

‘Gilded Gravel In The Bowl’: Ireland’S Cuisine And Culinary Heritage In The Poetry Of Seamus Heaney, Anke Klitzing Aug 2021

‘Gilded Gravel In The Bowl’: Ireland’S Cuisine And Culinary Heritage In The Poetry Of Seamus Heaney, Anke Klitzing

Articles

Seamus Heaney’s poetry is rich in detail about agricultural and food practices in his native Northern Ireland from the 1950s onwards, such as cattle-trading, butter-churning, eel-fishing, blackberry-picking or home-baking. Often studied from an ecocritical perspective, the abundance of agricultural and culinary scenes in Heaney’s work makes a gastrocritical focus on food and foodways suitable. Food has been recognized as a highly condensed social fact, and writers have long tapped into its multi-layered meanings to illuminate socio-cultural circumstances, making literature a valuable ethnographic source. A gastrocritical reading of Heaney’s work from 1966 to 2010, drawing on Rozin’s Structure of Cuisine, shows …

How Irish Food Criticism Reflected And Helped Shape A Changing Nation, 1988-2008, Diarmuid Cawley, Claire O' Mahony

Articles

The perception and practice of eating out are linked to larger socioeconomic patterns. Newspaper restaurant reviews provide evidence of these trends which can be traced along a specific timeline. The early 1980s in Ireland were a difficult time for restaurants due to high taxes on food, a national recession and a lack of positive restaurant reviews. The economic upturn in the following decade contributed to unprecedented developments in the restaurant industry. Dining out became a regular activity – fueled in part by restaurant criticism by Irish food journalists, which joined pre-existing theatre, music and book reviews as regular features in …

Teenagers’ Moral Advertising Literacy In An Influencer Marketing Context, Emma Sweeney, Margaret-Anne Lawlor, Mairead Brady Aug 2021

Teenagers’ Moral Advertising Literacy In An Influencer Marketing Context, Emma Sweeney, Margaret-Anne Lawlor, Mairead Brady

Articles

Teenagers are avid consumers of social media and also constitute attractive target audiences for influencer marketing (IM). Teenagers can perceive strong, parasocial relationships with influencers, frequently regarding them as being akin to a peer or a friend. Furthermore, influencer endorsements are observed to carry greater credibility and authenticity than traditional forms of advertising. This therefore raises questions about young consumers’ discernment of, and critical evaluation of the overall appropriateness when influencers act as conduits of commercial messages on behalf of brands. This paper reports on a qualitative study of 29 teenagers aged 15–17 years. The aim was to explore the …

Immobilized-Enzyme Reactors Integrated Into Analytical Platforms: Recent Advances And Challenges, Bert Wouters Dr, Sinead Currivan, Noor Abdulhussain, T. Hankemeier, Peter J. Schoenmakers Aug 2021

Immobilized-Enzyme Reactors Integrated Into Analytical Platforms: Recent Advances And Challenges, Bert Wouters Dr, Sinead Currivan, Noor Abdulhussain, T. Hankemeier, Peter J. Schoenmakers

Articles

Immobilized-enzyme reactors (IMERs) are flow-through devices containing enzymes that are physically confined or localized with retention of their catalytic activities. IMERs can be used repeatedly and continuously and have been applied for (bio)polymer degradation, proteomics, biomarker discovery, inhibitor screening, and detection. Online integration of IMERs with analytical instrumentation, such as high-performance liquid chromatography (HPLC) systems, reduces the time needed for multi-step workflows, reduces the need for sample handling, and enables automation. However, online integration can also be challenging, as reaching its full potential requires complex instrumental setups and experienced users. This review aims to provide an assessment of recent advances …

California V. Texas — Ending The Campaign To Undo The Aca In The Courts, Nicholas Bagley Aug 2021

California V. Texas — Ending The Campaign To Undo The Aca In The Courts, Nicholas Bagley

Articles

On June 17, 2021, the U.S. Supreme Court, by a 7-to-2 vote, rejected what will probably be the last major case seeking to uproot the Affordable Care Act (ACA). Although skirmishes over the law and its implementation will persist, the Court’s decision most likely marks an end to Republicans’ efforts to achieve in the courts what they have been unable to achieve in Congress.

Alston And The Dejudicialization Of Antitrust, Richard D. Friedman Aug 2021

Alston And The Dejudicialization Of Antitrust, Richard D. Friedman

Articles

A curious feature of NCAA v. Alston is the shoe that didn’t drop, at least not immediately. “Put simply,” Justice Gorsuch wrote for a unanimous Court, “this suit involves admitted horizontal price fixing in a market where the defendants exercise monopoly control.” Given that this pronouncement occurred on page fourteen of the Court’s opinion, one might have expected that the opinion would end on, say, page fifteen, for if there has been one fixed point in American antitrust law it has been that horizontal price-fixing, especially but not only by those with monopoly power, is per se illegal. Instead, the …

Flesh And Circuit: Rethinking Performance And Technology, Conor Mcgarrigle, E L. Putnam Aug 2021

Flesh And Circuit: Rethinking Performance And Technology, Conor Mcgarrigle, E L. Putnam

Articles

The live, embodied, material, and interactive qualities of performance have made it a notable means of exploring the creative potential of technological engagement, acting as a critical vector for revealing and resisting the technological colonisation of everyday life. The innovative collaborations of Experiments in Art and Technology (EAT) during the 1960’s with artists such as Yvonne Rainer and Robert Rauschenberg, Stelarc’s extreme body modifications, Dumb Type’s intermedia performance, and Guillermo Gomez-Pena and La Pocha Nostra’s poetic and speculative imaginings, have mapped the advances in technology and opened new creative fields to explore embodiment. However, there are still some significant oversights …
