The problem of optimal data fusion in the sense of the Neyman- Pearson (N-P) test in a centralized fusion center is considered. The fusion center receives data from various distributed sensors. Each sensor implements a N-P test individually and independently of the other sensors. Due to limitations in channel capacity, the sensors transmit their decision instead of raw data. In addition to their decisions, the sensors may transmit one or more bits of quality information. The optimal, in the N-P sense, decision scheme at the fusion center is derived and it is seen that an improvement in the performance of …

I begin by explaining briefly what should at any rate be obvious: that health care policies inescapably raise moral and political difficulties, difficulties that no technical fix could resolve. Accurate Spectral Estimation From Unequally Spaced Samples Of Exponentially Damped Sinusoidal Signals, Tapan Sarkar, Huanqun Chen, Sohail Dianat

In this paper a method is presented to interpolate and extrapolate unequally spaced signals that are not bandlimited. This is achieved by utilizing the Gregory-Newton quadrature formula which circumvents aliasing without bandlimiting. Also with the Gregory-Newton quadrature formula, it is possible to compute the Fourier spectrum of the unequally spaced signals, which is not bandlimited. Finally, the effect of noise on the Gregory-Newton quadrature formula is observed. Specifically, the quality of interpolation, extrapolation, and the spectrum as a function of various signal-to-noise ratios is observed. Sociologists are fond of looking at social and cultural change in the abstract, as an alternation in the patterns of social structure and social relationships within a society over time. Seldom do they look at the impact of macro level trends upon individuals and rarely do they concern themselves with a low-incidence population such as the deaf community. This study seeks to help alter that pattern by examining the effects of changing technology upon a small group of older, deaf people who have been in the work force for 20 years or more.

A system was established for the evaluation of sources of optical radiation with respect to recommended ocular exposure limits. This system consists of a diode array radiometer calibrated for absolute radiometric measurements and software for the application of the currently accepted threshold limits for exposure to various wavelengths of radiation. Absolute calibration of the array radiometer was accomplished to within 3% of values obtained with a conventional instrument. Day-to-day repeatability of the instrument indicates the possibility of absolute calibration of the detector array responsivity for everyday use in the measurements of continuous sources to an accuracy of plus-or-minus 2.8%. The primary purpose of the National Technical Institute for the Deaf at RIT is to prepare deaf young adults for successful employment. A major thrust of NTID research is therefore, to determine how well these graduates are doing over time. The relationship between the endomorphism ring and the automorphism group of an abelian p-group has been extensively investigated. It is known that theautomorphism group need not generate the full endomorphism ring. In this paper we investigate the analagous problem for torsion free modules over a complete discrete valuation ring obtaining similar results.

This is the latest in Professor Currie's continuing series on the historical development of constitutional doctrine. In this article Professor Currie surveys the major decisions of the Supreme Court between 1930 and 1941 in the area of criminal procedure, civil rights and civil liberties. In the area of criminal procedure, Professor Currie concludes that in deciding what procedures were required or forbidden by due process, historical inquiry was displaced by a fundamental-rights test.
