Few academic doctrines can claim the intellectual and political success of tax expenditure analysis. In roughly a generation's time, Professor Surrey's procedural and substantive critique of tax subsidies has become entrenched in the law school curriculum and in legal scholarship. More impressively, the tax expenditure concept has been enshrined in federal law and become part of the daily discourse of the national budget process.

Ms. Leary chronicles the demise of paper holdings in law libraries, the rise of microforms, and the contents and usage of the National Archives and Records Administration's files. On February 17, 1992, Jeffrey Dahmer was sentenced to 15 consecutive terms of life imprisonment for killing and dismembering 15 young men and boys (Associated Press 1992a). Dahmer had been arrested six months earlier, on July 22, 1991. On January 13 he pled guilty to the fifteen murder counts against him, leaving open only the issue of his sanity. Jury selection began two weeks later, and the trial proper started on January 30. The distinction between letting people die and killing them by lethal injection is now an integral part of the medico-legal landscape. This is the compromise we have arrived at in the struggle to take a humane approach toward seriously ill patients while still preserving as many traditional restraints against killing as we possibly can. This may be neither the logician's or the philosopher's way to resolve the controversy, but it may nevertheless be a defensible pragmatic way to do so.

The frequency dispersion of the coercive force of Ferroelectric Liquid Crystals (FLC) cells has been detected and examined in the range of infralow (lower than 0.1 Hz) frequencies. To clarify the low-frequency dispersion, the model has been suggested, based on the arrangement of free charges and well describing the experimental curves. The method for determination of the energy of FLC anchoring at the surface, developed on the basis of the static hysteresis loop, has been proposed. The dependence of bistability and the anchoring energy upon the orientant layer thickness has experimentally been investigated.

Cotorsion-Free Algebras As Endomorphism Algebras In L - The Discrete An Topological Cases., R. Gobel, Brendan Goldsmith

The discrete algebras A over a commutative ring R which can be realised as the full endomorphism algebra of a torsion-free R-module have been investigated by Dugas and Gobel under the additional set-theoretic axiom of constructibility, V = L. Many interesting results have been obtained for cotorsion-free algebras but the proofs involve rather elaborate calculations in linear algebra. Here these results are rederived in a more natural topological setting and substantial generalizations to topological algebras (which could not be handled in the previous linear algebra approach) are obtained. The results obtained are independent of the usual Zermelo-Fraenkel set theory ZFC.

The existence of non-free, K-free Abelian groups and modules (over some non-left perfect rings R) having prescribed endomorphism algebra is established within ZFC + 0 set theory. The principal technique used exploits free resolutions of non-free R-modules X and is similar to that used previously by Griffith and Eklof; much stronger results than have been obtained heretofore are obtained by coding additional information into the module X. As a consequence we can show, inter alia, that the Kaplansky Test Problems have negative answers for strongly K,-free Abelian groups of cardinality K1 in ZFC and assuming the weak Continuum Hypothesis.

Exactly twenty years ago, I had the privilege of introducing Tom Christensen at the annual meeting of the ABA's Labor Relations Law Section. I had not known Tom well for any length of time (I still feel hesitant about calling him "Chris"), but we shared similar backgrounds, and there had been and would continue to be numerous intersections in our careers. We both were kids from the hinterlands (Tom from Iowa, and I from Vermont) who had succumbed to the bright lights of the east coast. For reasons that are unclear to me, the committees reviewing the articles of the Uniform Commercial Code and drafting revisions are congenitally conservative. Perhaps these committees take their charge too seriously, namely, to revise, not to revolutionize. Perhaps their intimate knowledge of the subject matter exaggerates the importance of each section and consequently magnifies the apparent size of every change. In any case, my own experience with two such committees tells me that the members quickly become focused on revisions and amendments that any outsider would describe as modest.
