In May 2007 though January 2008 fourteen Monroe County school districts in New York State participated in a major research study undertaken by the Rochester Institute of Technology (RIT). A major portion of the study was an online survey. It was designed to:
- Measure the nature and extent of online victimization and offending experiences of K-12th grade students
- Determine types and levels of supervision and role modeling employed by parents pertaining to the use of computers and portable electronic devices by their children; and
- Obtain information from teachers about their perceptions of school-related cyber abuse and crime, along with the …
Shared-Sensing And Control Using Reversible Transducers, Tuhin Das, Ranjan Mukherjee
Shared-Sensing And Control Using Reversible Transducers, Tuhin Das, Ranjan Mukherjee
Articles
As an alternative to self-sensing, we propose the concept of shared-sensing for reversible transducers. In shared-sensing, reversible transducers are continuously switched between actuator and sensor modes. This results in a hybrid system, and, in this paper, we investigate stability properties of the equilibrium for linear systems and a class of nonlinear systems with a single shared-sensing transducer. Our theoretical results are validated through simulations and experiments with a dc servo motor.

Nanotechnology is regarded as one of the key technologies of the future and associated with high expectations by politics, science and economy. Artificially produced nanosized particles and nanoscale system components have new properties which are of importance for the development of new products and applications. Such new properties of materials and substances result from the special properties of surfaces and interfaces and in part, from the geometric shape of the material. In theory nanoparticles (NPs) can be produced from nearly any chemical; however, most NPs that are currently in use today have been made from transition metals, silicon, carbon (single-walled …

We discuss results that have been obtained from the implementation of the initial round of testbeds for numerical relativity which was proposed in the first paper of the Apples with Apples Alliance. We present benchmark results for various codes which provide templates for analyzing the testbeds and to draw conclusions about various features of the codes. This allows us to sharpen the initial test specifications, design a new test and add theoretical insight.
A Coordinated Withholding Tax On Deductibility Payments, Reuven S. Avi-Yonah
A Coordinated Withholding Tax On Deductibility Payments, Reuven S. Avi-Yonah
Articles
Prof. Avi-Yonah proposes a 35 percent withholding tax on deductible payments made to a non-U.S. resident, in coordination with other OECD members. The tax is aimed at U.S. residents posing as foreign investors and would be refundable when the beneficial owner shows that the payments have been reported to tax authorities in the owner’s country of residence.

Faculty around the world are experiencing changes in their academic work. While “traditional” universities are responding to demands for greater accountability and increased and timely outputs from research, faculty within new higher education institutions (HEIs) are undergoing a paradigm shift within three concentric circles of change. Not only do they have to alter their own academic practice, but their HEI is also undergoing a revolution at a time when higher education is itself being transformed. The article documents these changes, challenging the assumption that there is a homogeneous or “single academic profession” with a common experience of academic change, and …

We describe the HST ACS Coma cluster Treasury survey, a deep twopassband imaging survey of one of the nearest rich clusters of galaxies, the Coma cluster (Abell 1656). The survey was designed to cover an area of 740 arcmin2 in regions of different density of both galaxies and intergalactic medium within the cluster. The ACS failure of January 27th 2007 leaves the survey 28% complete, with 21 ACS pointings (230 arcmin2) complete, and partial data for a further 4 pointings (44 arcmin2). Predicted survey depth for 10 detections for optimal photometry of point sources is g′ = 27.6 in the …
Data Points And Duration For Estimating Fuel Consumption Of A Diesel Engine, Dennis G. Watson, Tony V. Harrison, Richard W. Steffen
Data Points And Duration For Estimating Fuel Consumption Of A Diesel Engine, Dennis G. Watson, Tony V. Harrison, Richard W. Steffen
Articles
Accurate measurement of fuel consumption is required to quantify the efficiency of an engine or predict emissions. As part of a larger project, accurate instantaneous fuel consumption data was required for a John Deere 4045T diesel engine. While establishing test criteria, it became evident that literature did not provide clear recommendations on the number of data points or time duration for data collection, for a diesel engine. Fuel consumption tests were conducted using up to 15 data points of percent fuel rate and up to 15 min of data collection. Based on statistical analysis of test results, at least 2 …
Frame It - Thoughts On Education, Reducing Carbon And Vapour, Joseph Little, Robbie Cousins
Frame It - Thoughts On Education, Reducing Carbon And Vapour, Joseph Little, Robbie Cousins
Articles
Joseph Little believes timber frame can be the backbone of a new generation of low-carbon, energy-efficient housing, and be used as an intelligent response to Climate Change and fuel prices. But he tells Robbie Cousins that timber frame manufacturers, suppliers and architects need to gear-up and work more closely together if the true potential of this vision is to be realised.
Joseph Little’s chief bugbear is poor construction standards & details on site and the core of this issue is how the knowledge set of architects and builders and how standards are controlled. The seeds of this idea may have …

The Development Of A Qualitative Real-Time Rt-Pcr Assay For The Detection Of Hepatitis C Virus, Celine Herra, A. Clancy, B. Crowley, H. Niesters
Articles
Real-time polymerase chain reaction (PCR) represents a favourable option for the detection of hepatitis C virus (HCV). A real-time reverse transcriptase PCR (RTPCR) assay was developed as a qualitative diagnostic screening method for the detection of HCV using the ABI PRISM 7500 Sequence Detection System. The primers and probe were designed to target the 5′ untranslated region of the hepatitis C viral genome. A second heterologous probe assay was developed for the detection of the haemagglutinin gene of phocine distemper virus (PDV) and was used as an internal control. A semi-automated HCV extraction method was also implemented using the ABI …

Rising Popularity Of Rankings, Ellen Hazelkorn
Rising Popularity Of Rankings, Ellen Hazelkorn
Articles
University rankings are creating a furore wherever or whenever they are published or mentioned. Politicians regularly refer to them as a measure of their nation’s virility or aspirations, universities use them to help set or define targets mapping their performance against the various metrics, while academics use rankings to bolster their own professional reputation and status. Despite their relatively short lifespan and mounting criticism of the methodologies employed, rankings have become a permanent feature of higher education in a growing number of countries around the world. Today, over 33 countries have some form of ranking system, operated by, interalia, government …
The Effect Of Vibratory Milling On The Powder Properties Of Zinc Oxide Varistors, Maura Kelleher, M.S.J. Hashmi
The Effect Of Vibratory Milling On The Powder Properties Of Zinc Oxide Varistors, Maura Kelleher, M.S.J. Hashmi
Articles
The formation of powders from multi-elemental oxides for the subsequent formation of a green and sintered compact body is a major processing operation in the manufacture of ZnO varistors. The physical and chemical properties of the metal oxides are crucial not only for the formation of a varistor component with optimum microstructure and thus electrical characteristics but also for avoiding the introduction of flaws and reduced yield during subsequent manufacturing stages. The effect of vibratory milling using cylindrical zirconia media on the physical and chemical properties of the mixed multi-elemental oxide additives of a commercial ZnO varistor formulation was studied. …
Implementing Few-Body Algorithmic Regularization With Post-Newtonian Terms, Seppo Mikkola, David Merritt
Implementing Few-Body Algorithmic Regularization With Post-Newtonian Terms, Seppo Mikkola, David Merritt
Articles
We discuss the implementation of a new regular algorithm for simulation of the gravitational few-body problem. The algorithm uses components from earlier methods, including the chain structure, the logarithmic Hamiltonian, and the time-transformed leapfrog. The code can be used for the normal N-body problem, as well as for problems with softened potentials and/or with velocity-dependent external perturbations, including post-Newtonian terms, which we include up to order PN2.5. Arbitarily extreme mass ratios are allowed. Coordinate transformations are not used and thus the algorithm is somewhat simpler than many earlier regularized schemes. We present the results of performance tests, then use our …
Ejection Of Supermassive Black Holes From Galaxy Cores, Alessia Gualandris, David Merritt
Ejection Of Supermassive Black Holes From Galaxy Cores, Alessia Gualandris, David Merritt
Articles
Recent numerical relativity simulations have shown that the emission of gravitational waves during the merger of two supermassive black holes (SMBHs) delivers a kick to the final hole, with a magnitude as large as 4000kms-1. We study the motion of SMBHs ejected from galaxy cores by such kicks and the effects on the stellar distribution using high-accuracy direct N-body simulations. Following the kick, the motion of the SMBH exhibits three distinct phases. (1) The SMBH oscillates with decreasing amplitude, losing energy via dynamical friction each time it passes through the core. Chandrasekhar’s theory accurately reproduces the motion of the SMBH …

High-Power Low-Frequency Ultrasound: A Review Of Tissue Dissection And Ablation In Medicine And Surgery, Brendan O'Daly, Edmund Morris, Graham Gavin, John O'Byrne, Garrett Mcguinness
Articles
High-power low-frequency ultrasound in the range 20–60 kHz has wide ranging clinical applications in surgical and medical instruments for biological tissue cutting, ablation or fragmentation, and removal. Despite widespread clinical application and common device operating characteristics, there is an incomplete understanding of the mechanism of tissue failure, removal and damage. The relative contribution of cavitation, direct mechanical impact and thermal effects to each process for specific tissue types remains unclear. Different and distinct mechanisms and rates of tissue removal are observed for interaction with soft and hard tissue types. Device operating parameters known to affect the interaction include frequency, peak–peak …
Close Encounters Of Three Black Holes, Manuela Campanelli, Carlos O. Lousto, Yosef Zlochower
Close Encounters Of Three Black Holes, Manuela Campanelli, Carlos O. Lousto, Yosef Zlochower
Articles
We present the first fully relativistic longterm numerical evolutions of three equal-mass black holes in a system consisting of a third black hole in a close orbit about a black-hole binary. We find that these close-three-black-hole systems have very different merger dynamics from black-hole binaries. In particular, we see complex trajectories, a redistribution of energy that can impart substantial kicks to one of the holes, distinctive waveforms, and suppression of the emitted gravitational radiation. We evolve two such configurations and find very different behaviors. In one configuration the binary is quickly disrupted and the individual holes follow complicated trajectories and …

Impact Of Channel Errors On Decentralized Detection Performance Of Wireless Sensor Networks: A Study Of Binary Modulations, Rayleigh-Fading And Nonfading Channels, And Fusion-Combiners, Venkateshwara R. Kanchumarthy, Ramanarayanan Viswanathan, Madhulika Madishetty
Articles
We provide new results on the performance of wireless sensor networks in which a number of identical sensor nodes transmit their binary decisions, regarding a binary hypothesis, to a fusion center (FC) by means of a modulation scheme. Each link between a sensor and the fusion center is modeled independent and identically distributed (i.i.d.) either as slow Rayleigh-fading or as nonfading. The FC employs a counting rule (CR) or another combining scheme to make a final decision. Main results obtained are the following: 1) in slow fading, a) the correctness of using an average bit error rate of a link, …

Towards Arabic To English Machine Translation, Yasser Salem, Arnold Hensman, Brian Nolan
Articles
This paper explores how the characteristics of the Arabic language will effect the development of a Machine Translation (MT) tool from Arabic to English. Several distinguishing features of Arabic pertinent to MT will be explored in detail with reference to some potential difficulties that they might present. The paper will conclude with a proposed model incorporating the Role and Reference Grammar (RRG) technique to achieve this end.
Discourse Analysis As An Approach To Intercultural Competence In The Advanced Efl Classroom, Sue Norton
Discourse Analysis As An Approach To Intercultural Competence In The Advanced Efl Classroom, Sue Norton
Articles
In 1991 Michael McCarthy wrote in his Preface to Discourse Analysis for Language Teachers that discourse analysis is ‘not a method of teaching languages; it is a way of describing and understanding how language is used’. By 1994 he had reformulated his position and, with Ronald Carter, published Language as Discourse: Perspectives for Language Teaching, which argued in favour of providing students with a metalanguage by which to analyse the language they were learning. These days, owing to the work of McCarthy, Carter, and others, the basics of discourse analysis can indeed comprise an appropriate subject matter for the advanced …
Towards A Model Of Critical Ethics To Inform The Research Process In Postgraduate Research, Aidan Kenny
Towards A Model Of Critical Ethics To Inform The Research Process In Postgraduate Research, Aidan Kenny
Articles
The ethics narrative has become embedded in the contemporary research process, as evident in the emergence of Ethical Committees in faculty and both public and private organisations. Ethics have been codified, made visible and accessible as text artefacts in the forms of (both voluntary and regulatory) codes, statements, conventions, guidelines, principles, procedures, practices. In this short paper I explore this codification of ethics from the period post WWII, detailing some of the milestone text artefacts.
The Transport Of Cosmic Rays In Self‐Excited Magnetic Turbulence, Brian Reville, Stephen O'Sullivan, Peter Duffy, John Kirk
The Transport Of Cosmic Rays In Self‐Excited Magnetic Turbulence, Brian Reville, Stephen O'Sullivan, Peter Duffy, John Kirk
Articles
The process of diffusive shock acceleration relies on the efficacy with which hydromagnetic waves can scatter charged particles in the precursor of a shock. The growth of self-generated waves is driven by both resonant and non-resonant processes. We perform high-resolution magnetohydrodynamic simulations of the non-resonant cosmic ray driven instability, in which the unstable waves are excited beyond the linear regime. In a snapshot of the resultant field, particle transport simulations are carried out. The use of a static snapshot of the field is reasonable given that the Larmor period for particles is typically very short relative to the instability growth …
The Interface Between Academic Knowledge And Working Knowledge: Implications For Curriculum Design And Pedagogic Practice, Anne Murphy
Articles
This paper considers some aspects of the theory and practice of work-based learning (WBL) that may be of interest to academic staff in higher education who have responsibility for negotiating, designing, delivering and assessing programmes for, and with, Irish workplaces, companies, organisations and sectors of the workforce. The paper does not claim to be breaking significant new ground: rather it is trying to connect aspects of the field to inform underpinning of WBL curriculum design and related pedagogic practice as the start of a conversation rather than the last word.

The Effect Of Radiation Pressure On Virial Black Hole Mass Estimates And The Case Of Narrow-Line Seyfert 1 Galaxies, Alessandro Marconi, David J. Axon, Roberto Maiolino, Tohru Nagao, Guia Pastorini, Paola Pietrini, Andew Robinson, Guidetta Torricelli
Articles
We consider the effect of radiation pressure from ionizing photons on black hole (BH) mass estimates based on the application of the virial theorem to broad emission lines in AGN spectra. BH masses based only on the virial product V2R and neglecting the effect of radiation pressure can be severely underestimated especially in objects close to the Eddington limit. We provide an empirical calibration of the correction for radiation pressure and we show that it is consistent with a simple physical model in which BLR clouds are optically thick to ionizing radiation and have average column densities of NH ∼ …

Recent Applications Of Chemical Imaging To Pharmaceutical Process Monitoring And Quality Control, A. A. Gowen, Colm O'Donnell, Patrick J. Cullen, S. Bell
Articles
Chemical Imaging (CI) is an emerging platform technology that integrates conventional imaging and spectroscopy to attain both spatial and spectral information from an object. Vibrational spectroscopic methods, such as Near Infrared (NIR) and Raman spectroscopy, combined with imaging are particularly useful for analysis of biological/pharmaceutical forms. The rapid, non-destructive and non-invasive features of CI mark its potential suitability as a process analytical tool for the pharmaceutical industry, for both process monitoring and quality control in the many stages of drug production. This paper provides an overview of CI principles, instrumentation and analysis. Recent applications of Raman and NIR-CI to pharmaceutical …
The Anti-Microbial Efficacy Of Plant Essential Oil Combinations And Interactions With Food Ingredients, Jorge Gutierrez, Catherine Barry-Ryan, Paula Bourke
The Anti-Microbial Efficacy Of Plant Essential Oil Combinations And Interactions With Food Ingredients, Jorge Gutierrez, Catherine Barry-Ryan, Paula Bourke
Articles
The objective of this study was to evaluate the efficacy of plant essential oils (EOs) in combination and to investigate the effect of food ingredients on their efficacy. The EOs assessed in combination included basil, lemon balm, marjoram, oregano, rosemary, sage and thyme. Combinations of EOs were initially screened against Bacillus cereus, Escherichia coli, Listeria monocytogenes and Pseudomonas aeruginosa using the spot-on-agar test. The influence of varying concentrations of EO combinations on efficacy was also monitored using E. coli. These preliminary studies showed promising results for oregano in combination with basil, thyme or marjoram. The checkerboard method was then used …
Property Rules, Liability Rules, And Uncertainty About Property Rights, Stewart E. Sterk
Property Rules, Liability Rules, And Uncertainty About Property Rights, Stewart E. Sterk
Articles
Clarity can be a considerable virtue in property rights. But even when property rights are defined clearly in the abstract, ascertaining the scope of those rights in concrete situations often entails significant cost. In some instances, the cost of acquiring information about the scope of property rights will exceed the social value of that information. In those circumstances, further search for information about the scope of rights is inefficient; the social harm avoided by further search does not justify the costs of the search. Potential resource users, however; make decisions based on private costs and benefits, not social costs and …

Real-Time Plasma Controlled Chemistry In A Two-Frequency, Confined Plasma Etcher, Vladimir Milosavljevic, Albert R. Ellingboe, Cezar Gaman, John V. Ringwood
Articles
The physics issues of developing model-based control of plasma etching are presented. A novel methodology for incorporating real-time model-based control of plasma processing systems is developed. The methodology is developed for control of two dependent variables (ion flux and chemical densities) by two independent controls (27 MHz power and O2flow). A phenomenological physics model of the nonlinear coupling between the independent controls and the dependent variables of the plasma is presented. By using a design of experiment, the functional dependencies of the response surface are determined. In conjunction with the physical model, the dependencies are used to deconvolve the sensor …
Nonequilibrium And Effect Of Gas Mixtures In An Atmospheric Microplasma, Davide Mariotti
Nonequilibrium And Effect Of Gas Mixtures In An Atmospheric Microplasma, Davide Mariotti
Articles
The gas and effective electron temperatures have been estimated for atmospheric microplasma by means of optical emission spectroscopy. The results have shown that the microplasma exhibits nonequilibrium and, as its size is reduced, the two temperatures depart from each other, enhancing the nonequilibrium characteristic. The effect of methane and oxygen concentrations has also been studied, showing that gas mixtures have an important effect on the microplasma state.
