Power Utilization In Open Ran: Key Findings From A Usa Testbed, Saish Urumkar, Byrav Ramamurthy, Seshu Tirupathi, Sachin Sharma

Articles

Open Radio Access Networks (Open RAN) provide flexible, scalable, and interoperable solutions to address the growing demands of mobile traffic while also aiming to reduce energy consumption. Most prior research on energy-efficient Open RAN has focused on switching techniques such as dynamic cell on/off strategies and adaptive resource allocation, primarily through simulations. This letter investigates Central Processing Unit (CPU) power utilization at the NodeB (base station) level, focusing on User Equipment (UE) connection states by making use of a USA testbed (i.e., POWDER testbed). Two scenarios are considered for the experimental setup: (1) a simulated virtual environment with a single …

Exploring The Sustainability Of Single Use Plastics In The Biopharmaceuticals Sector: A Scoping Review Of Challenges, Opportunities And Impact, Cormac Mcmahon, Adrienne F. M. Fleming, Philip Owende, Malcolm Goggin

Articles

Single-use plastics (SUPs) are synonymous with the biopharmaceuticals sector, facilitating economies of scale, process efficiency, flexibility and sterility assurance, all with a seemingly negligible environmental footprint. Yet, in ever-tightening regulation, mandated by the Sustainable Development Goals (SDGs) and by concern for large-scale industrial impacts, the sustainability of SUP consumption is increasingly being questioned. Whilst the sector contributes to human welfare, its transition risk is unlikely to remain immune to societal pressure for more sustainable production. This paper aims to present a scoping review of the apparent contradiction between sectoral SUP adoption and the increasing importance of circularity. The approach to …

The State Capacity Crisis, David Schleicher, Nicholas Bagley Jan 2025

The State Capacity Crisis, David Schleicher, Nicholas Bagley

Articles

Crumbling infrastructure, inadequate housing supply, failing schools, public disorder—few government services seem to work as they should. For a decade, a nascent scholarly movement has been warning that America faces a crisis of state capacity. Although the major figures in this “state capacity movement” have identified the right problem, they concentrate almost exclusively on the federal government. That yields a misdiagnosis of why the American government lacks capacity and leads to solutions that are unlikely to accomplish much. In the United States, it is state and local governments that do most of what “the state” does, and they suffer from …

Examining State Climate Superfund Legislation, Madison Calhoun, Rachel Rothschild, Jonathan Binder, Elenda Mihaly, Justin Mankin, Ben Lippard, Mary Wood Jan 2025

Examining State Climate Superfund Legislation, Madison Calhoun, Rachel Rothschild, Jonathan Binder, Elenda Mihaly, Justin Mankin, Ben Lippard, Mary Wood

Articles

There has been an influx of “climate superfund” bills introduced and adopted in state legislatures across the country. Modeled after the federal Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), these laws are designed to recover costs from large emitters of greenhouse gases (GHGs) to pay for climate adaptation infrastructure. Following CERCLA’s strict liability framework, major polluters in New York and Vermont would be required to pay into state-managed funds in proportion to their shares of total GHG emissions; California, Maryland, Massachusetts, New Jersey, and Oregon have proposed similar bills. On March 19, 2025, the Environmental Law Institute hosted a …

Human Masters/Robot Servants: Highly Automated Vehicle Design, Intoxicated Drivers & Vicarious Liability, William H. Widen, Marilyn C. Wolf Jan 2025

Human Masters/Robot Servants: Highly Automated Vehicle Design, Intoxicated Drivers & Vicarious Liability, William H. Widen, Marilyn C. Wolf

Articles

A traditional engineering role is to design a safe product. Safety engineering is an exercise in harm avoidance ex ante. In contrast, liability attribution is an exercise to compensate for loss post hoc — traditionally viewed as a legal matter. We observe that, when a natural person incurs liability for a loss that exceeds insurance coverage, economic ruin can follow. Neither engineering nor law focus on the loss suffered by defendants considering law as a "safety risk." The highly automated vehicle (HAV) design space, however, provides an opportunity to prevent this kind of economic harm from occurring ex ante just …

The Privacy Act Of 1974: The American Bill Of Rights On Data And Its Unfinished Business, Dongsheng Zang Dec 2024

The Privacy Act Of 1974: The American Bill Of Rights On Data And Its Unfinished Business, Dongsheng Zang

Articles

In the midst of the artificial intelligence (“AI”) revolution and the debates around it in 2023, this Article proposes to revisit the history of the Privacy Act of 1974, a federal statute that attempted to revolutionize the notion of privacy in response to automated data processing in the computer age. By recognizing that an individual should have the right to control data about herself, the 1974 Act went beyond the Warren-Brandeis framework of privacy based on tort law—the 1974 Act was essentially an American Bill of Rights on data.

The Article first tracks the conceptual development of this new idea …

Disability Discrimination By Clinical Algorithm, Elizabeth Pendo, Jennifer D. Oliva Dec 2024

Disability Discrimination By Clinical Algorithm, Elizabeth Pendo, Jennifer D. Oliva

Articles

In response to America’s escalating drug poisoning crisis, the federal government has funded, incentivized, and mandated that states adopt and implement prescription drug monitoring programs (“PDMPs”) to electronically surveil controlled substances and other “drugs of concern.” State PDMPs utilize proprietary, predictive software platforms that deploy algorithms to determine whether a patient is at risk for drug misuse, drug diversion, doctor shopping, or substance use disorder. PDMPs have never been validated by a federal agency or peer review, yet states have mandated their use throughout the health care delivery system.

Research demonstrates that clinical overreliance on the risk scores generated by …

Three Proposals For Fixing The Tcja, Reuven S. Avi-Yonah Dec 2024

Three Proposals For Fixing The Tcja, Reuven S. Avi-Yonah

Articles

The year 2025 promises to be important in U.S. tax history for three reasons. First, the expiration of the individual provisions of the Tax Cuts and Jobs Act means that Congress is very likely to enact important tax legislation to prevent tax increases for millions of individual taxpayers. Second, a new administration frequently means tax legislation, typically through budget reconciliation if the same party controls Congress (1981, 1993, 2001, 2017, 2022). Third, the trifecta of Supreme Court decisions in 2024 (Moore, Corner Post, and Loper Bright) suggests that there may be a spike in litigation challenging various tax provisions as …

Sustainable Mobility: Machine Learning-Driven Deployment Of Ev Charging Points In Dublin, Ruairí De Fréin, Alexander Mutiso Mutua Mr Nov 2024

Sustainable Mobility: Machine Learning-Driven Deployment Of Ev Charging Points In Dublin, Ruairí De Fréin, Alexander Mutiso Mutua Mr

Articles

Electric vehicle (EV) drivers in urban areas face range anxiety due to the fear of running out of charge without timely access to charging points (CPs). The lack of sufficient numbers of CPs has hindered EV adoption and negatively impacted the progress of sustainable mobility. We propose a CP distribution algorithm that is machine learning-based and leverages population density, points of interest (POIs), and the most used roads as input parameters to determine the best locations for deploying CPs. The objects of the following research are as follows: (1) to allocate weights to the three parameters in a $6$ km …

Three-Dimensional Printing Limitations Of Polymers Reinforced With Continuous Stainless Steel Fibres And Curvature Stiffness, Alison J. Clarke, Andrew N. Dickson, Vladimir Milosavljevic, Denis P. Dowling

Articles

This study investigates the printability limitations of 3D-printed continuous 316L stainless steel fibre-reinforced polymer composites obtained using the Materials Extrusion (MEX) technique. The objective was to better understand the geometric printing limitations of composites fabricated using continuous steel fibres, based on a combination of bending stiffness testing and piezoresistive property studies. The 0.5 mm composite filaments used in this study were obtained by co-extruding polylactic acid (PLA), with a 316 L stainless steel fibre (SSF) bundle. The composite printability limitations were evaluated by the printing of a series of ’teardrop’ shaped geometries with angles in the range from 5◦ to …

Theistic Illiberal Constitutionalism: A Review Of Adrian Vermeule’S Common Good Constitutionalism, Kyron J. Huigens Oct 2024

Theistic Illiberal Constitutionalism: A Review Of Adrian Vermeule’S Common Good Constitutionalism, Kyron J. Huigens

Articles

Adrian Vermeule’s Common Good Constitutionalism drew a remarkable amount of attention from constitutional law scholars when it was published in 2020. About eighteen months later, Vermeule published a piece complaining that the critics had missed the point, that they had ignored the natural law jurisprudence that grounds the work. He was correct. This Review addresses Vermeule’s natural law jurisprudence, emphasizing the fact that it is a religious natural law jurisprudence. His arguments are in the tradition of ScholasticismAristotelian logic incorporated into Christian theology by St. Thomas Aquinas. Scholasticism is a remarkably weak foundation for constitutional jurisprudence. It is a vast …

The Stockholm Resilience Centre has concluded that the number of "planetary boundaries" we are crossing has increased from three in 2009, when the Centre's researchers first introduced the concept, to six in 2023. Crossing these boundaries means humans are changing basic attributes of planetary systems to the point of risking the future of civilization. And the distinction between "safe" and "just" planetary boundaries raises questions regarding how to conceptualize the "good life." In this latest in a biannual series of essays, members of the Environmental Law Collaborative explore conceptions of the "good" as well as the various elements necessary to …

Articles

The development of 3D food printing is evolving, particularly in high-end restaurants, since 2013 when the first complex 3D printed chocolate concept for gastronomy was developed. In 2014, several 3D food printers were launched specifically to suit requirements from the culinary sector. These technology companies often partnered with renowned chefs who developed recipes, showcased the printers and served their food products in their restaurants. Chefs often worked in teams with e.g. food designers, technologists, engineers, and nutritionists to create dishes for events and for their own restaurant customers. From Michelin starred restaurants, pop-up events to pizzerias, 3D food printers were …

Antitrust After The Coming Wave, Daniel A. Crane Oct 2024

Antitrust After The Coming Wave, Daniel A. Crane

Articles

A coming wave of general-purpose technologies, including artificial intelligence ("AI"), robotics, quantum computing, synthetic biology, energy expansion, and nanotechnology, is likely to fundamentally reshape the economy and erode the assumptions on which the antitrust order is predicated. First, AI-driven systems will vastly improve firms' ability to detect (and even program) consumer preferences without the benefit of price signals, which will undermine the traditional information-producing benefit of competitive markets. Similarly, these systems will be able to determine comparative producer efficiency without relying on competitive signals. Second, AI systems will invert the salient characteristics of human managers, whose intentions are opaque but …

A Global Model-Agnostic Rule-Based Xai Method Based On Parameterized Event Primitives For Time Series Classifiers, Ephrem T. Mekonnen, Luca Longo, Pierpaolo Dondio Sep 2024

A Global Model-Agnostic Rule-Based Xai Method Based On Parameterized Event Primitives For Time Series Classifiers, Ephrem T. Mekonnen, Luca Longo, Pierpaolo Dondio

Articles

Time series classification is a challenging research area where machine learning and deep learning techniques have shown remarkable performance. However, often, these are seen as black boxes due to their minimal interpretability. On the one hand, there is a plethora of eXplainable AI (XAI) methods designed to elucidate the functioning of models trained on image and tabular data. On the other hand, adapting these methods to explain deep learning-based time series classifiers may not be straightforward due to the temporal nature of time series data. This research proposes a novel global post-hoc explainable method for unearthing the key time steps …

Analysis Of Data Containing Outliers, David L. Farnsworth Sep 2024

Analysis Of Data Containing Outliers, David L. Farnsworth

Articles

A strategy for accommodating outlying observations, as well as non-representative, suspect, missing, or otherwise troubling observations, is described. Each unusual observation is decomposed into the sum of two components. One component is the value implied by the trusted observations in the data set. The other component is the unusual part. In this way, the fitting of the data set can then proceed, and, additionally, a numerical value can be ascribed to the unusual part. The method offers not only an antidote for observations with irregular numerical values, which often have the power to contaminate and alter analyses, but also a …

Once More: Digital Services Taxes Should Be Creditable, Reuven S. Avi-Yonah Aug 2024

Once More: Digital Services Taxes Should Be Creditable, Reuven S. Avi-Yonah

Articles

In a previous column, I argued that digital services taxes should be creditable as in-lieu-of taxes under section 903. A new analysis by Jane Gravelle sheds further light on this topic but does not change the outcome.

Gravelle makes three arguments against the creditability of DSTs. First, she argues that the whole concept underlying both pillar 1 and DSTs (allocating value to market jurisdictions) is wrong, and therefore they cannot be justified. Second, she argues that DSTs are passed on in full to consumers and that this precludes creditability. Finally, she argues that DSTs are discriminatory excise taxes on U.S. …

Comparing The Roles Of Secondary Schools And Universities In The Formation Of British Cabinet Ministers1922-2022, John William Hogan, Sharon Feeney Aug 2024

Comparing The Roles Of Secondary Schools And Universities In The Formation Of British Cabinet Ministers1922-2022, John William Hogan, Sharon Feeney

Articles

The role played by the education system in the creation and reproduction of governing elites, and its countervailing potential to create a more meritocratic and egalitarian society, has been a topic of enduring concern. However, these debates have been rendered opaque by an inability to directly compare elite formation systems both within and between countries. To resolve this problem, we employ elite formation quantitative indices to compare the roles of the secondary school and higher education systems, of the United Kingdom of Great Britain and Northern Ireland, in the formation of its political elite – cabinet ministers – between 1922–2022. …

The Sufficiency Of Disclosure Of Ai Inventions, Mateo Aboy, Aparajita Lath, Timo Minssen, Kathleen Liddell

Articles

  • The complex and data-driven nature of artificial intelligence (AI) raises questions for the sufficient disclosure of patent applications in this field. What are the European patent disclosure requirements for AI inventions?

  • One challenge is that, prior to training, AI systems can be considered generic models. But after training, they transform into specialized AI systems to solve a particular problem. This transformation requires training data, making it an integral part of the AI system’s definition. But to what extent is the disclosure of the training data or training process necessary for patent disclosure?

  • The Boards of Appeal of the European Patent …

The Usefulness Of Pillar 1, Reuven S. Avi-Yonah Aug 2024

The Usefulness Of Pillar 1, Reuven S. Avi-Yonah

Articles

Many commentators have declared that pillar 1 of the base erosion and profit-shifting project 2.0 is dead. By its explicit terms, the multilateral tax convention (MLC) implementing pillar 1 cannot go into effect this year without ratification by the United States, and the chances of the United States ratifying it before or after the election are low given massive opposition in Congress. If the MLC does not go into effect by December 31, 2024, over 30 countries will likely impose digital services taxes on January 1, 2025, making the whole pillar 1 project (which was aimed at preventing the spread …

Theoretical Justifications For Trade Secrets Protection Of Routine Business Information, Timothy Murphy Aug 2024

Theoretical Justifications For Trade Secrets Protection Of Routine Business Information, Timothy Murphy

Articles

For over a century trade secret law has protected internal business information from misappropriation by departing employees. Over this time, courts developed various limiting doctrines to minimize the impact of this broad protection on employee mobility in particular cases. However, the workplace has changed significantly over this time and these changes raise substantial questions as to whether there is any valid theoretical justification for continuing to protect routine business information under trade secret law. In an environment where the vast majority of trade secrets claims are against former employees, the lack of sound justification for protecting routine business information, the …

Comparing Thin And Volume Regimes Of Analog Holograms For Wavefront Sensing, Emma Branigan, Andreas Zepp, Suzanne Martin, Matthew Sheehan, Szymon Gladysz, Kevin Murphy

Articles

Two analog holographic wavefront sensors, for measurement of defocus, have been fabricated as both thin and volume phase transmission holograms in a self-developing photopolymer. This represents the first reported direct comparison of hologram regimes when designed for wavefront sensing. An analysis of the effect of crosstalk in the presence of one other aberration mode (astigmatism X (0/90°), coma X (horizontal), and primary spherical aberration) was carried out with each version of the sensor. The performance of thin and volume analog holographic wavefront sensors was characterized under emulated conditions associated with moderate atmospheric turbulence.

Promoting high quality of life for persons living with dementia has emerged as a central goal in global public health agendas. The emphasis has shifted from extending life to actively enhancing overall well-being by postponing or preventing additional disability. This represents a departure from traditional medical perspectives on dementia to a more socially-oriented approach, placing a strong focus on wellbeing.

In parallel, the concept of self-management for people with living dementia has emerged, where this is a person-centred approach in which the individual is empowered and has ownership over the management of their life and condition. Practice recommendations for person-centered …
