Indigenous Rights And Climate Change: The Influence Of Climate Change On The Quantification Of Reserved Instream Water Rights For American Indian Tribes, Dylan R. Hedden-Nicely
Indigenous Rights And Climate Change: The Influence Of Climate Change On The Quantification Of Reserved Instream Water Rights For American Indian Tribes, Dylan R. Hedden-Nicely
Articles
The people indigenous to the Western portion of the lands now referred to as North America have relied on aquatic species for physical, cultural, and spiritual sustenance for millennia. Such indigenous peoples, referred to in the American legal system as Indian tribes, are entitled to water rights for fish habitat pursuant to the Winters Doctrine, which holds that the federal government impliedly reserved water rights for tribes when reservations were created. Recently, the methodology for quantifying these rights has been the Instream Flow Incremental Methodology (IFIM) and/or one of its major components, the Physical Habitat Simulation Model (PHABSIM). These models …

Evaluation Of An Ag85b Immunosensor With Potential For Electrochemical Mycobacterium Tuberculosis Diagnostics, Brian Murphy, Eithne Dempsey
Articles
Tuberculosis remains a major global health concern, especially in the developing world, and monitoring/early detection of the disease relies on low cost technologies that provide rapid and accurate results. Mycobacterium tuberculosis is the responsible bacterial pathogen and it is currently estimated by the World Health Organisation (WHO), that one quarter of the world’s population, mainly in the developing world, is infected with TB. The overall aim of this work was to advance a screening electrochemical sensor for label free detection of Ag85B, a member of the Antigen 85 complex - major secretary protein of M. Tuberculosisand biomarker for disease. An …

Progress regarding equality and social identities has moved in a bipolar fashion: popular engagement with the concept of social identities has increased even as courts have signaled decreasing interest in engaging identity. Maintaining and deepening the liberatory potential of identity, particularly in legal and policymaking spheres, will require understanding trends in judicial hostility toward "identity politics," the impact of status hierarchy even within minoritized identity groups, and the threat that white racial grievance poses to identitarian claims.

Classical synthetic protocols were applied for the isolation of three novel 1,3,4-thiadiazole derivatives which were then complexed with the biologically important Cu(II) and Zn(II) ions. All free ligands and their corresponding complexes were characterized using a number of spectroscopic techniques including Ultraviolet-visible (UV–vis), Fluorescence, Infrared (FT-IR), tandem liquid chromatography-mass (LC-MS), X-ray diffraction (XRD), and Nuclear Magnetic Resonance (NMR) spectroscopy (1H, 13C, HSQC, HMBC). The results obtained are consistent with the formation of dihydrate complexes, in which the chelation of the metal ion occurs via one of the thiadiazole nitrogen atoms and the deprotonated hydroxyl group of the …

It was expected that index of the ideality of correlation (IIC) and correlation intensity index (CII) could be used as possible tools to improve the predictive power of the quantitative model for zeta potential of nanoparticles. In this paper, we test how the statistical quality of quantitative structure-activity models for zeta potentials (ζ, a common measurement that reflects surface charge and stability of nanomaterial) could be improved with the use of these two indexes. Our hypothesis was tested using the benchmark data set that consists of 87 measurements of zeta potentials in water. We used quasi-SMILES molecular representation to take …

Smart Green Communication Protocols Based On Several-Fold Messages Extracted From Common Sequential Patterns In Uavs, Iván García-Magariño, Geraldine Gray, Raquel Lacuesta, Jaime Lloret
Articles
Green communications can be crucial for saving energy in UAVs and enhancing their autonomy. The current work proposes to extract common sequential patterns of communications to gather each common pattern into a single several- fold message with a high-level compression. Since the messages of a pattern are elapsed from each other in time, the current approach performs a machine learning approach for estimating the elapsed times using off-line training. The learned predictive model is applied by each UAV during flight when receiving a several-fold compressed message. We have explored neural networks, linear regression and correlation analyses among others. The current …

Monitoring The Biochemical Changes Occuring To Human Keratinocytes Exposed To Solar Radiation By Raman Spectroscopy, Ulises Lopez-Gonzalez, Alan Casey, Hugh Byrne
Articles
Solar radiation exposure is recognised to be a significant contributor to the development of skin cancer. Monitoring the simultaneous and consecutive mechanisms of interaction could provide a greater understanding of the process of photocarcinogenesis. This work presents an analysis of the biochemical and morphological changes occurring to immortalised human epithelial keratinocyte (HaCaT) cell cultures exposed to simulated solar radiation (SSR). Cell viability was monitored with the aid of the Alamar Blue assay, morphological examination was done with haematoxylin and eosin staining (H&E) and changes to the biochemical constituents (nucleic acids and proteins) as a result of the radiation insult were …

The continued emergence of nanoscale materials for nanoparticle-based therapy, sensing and imaging, as well as their more general adoption in a broad range of industrial applications, has placed increasing demands on the ability to assess their interactions and impacts at a cellular and subcellular level, both in terms of potentially beneficial and detrimental effects. Notably, however, many such materials have been shown to interfere with conventional in vitro cellular assays that record only a single colorimetric endpoint, challenging the ability to rapidly screen cytological responses. As an alternative, Raman microspectroscopy can spatially profile the biochemical content of cells, and any …

Approximately 12% of the Canadian population uses private wells for daily water consumption; however, well water testing rates are on the decline, resulting in an increased risk of waterborne acute gastrointestinal illness. To date, limited research has explored the determinants influencing well testing practices. Accordingly, the current study sought to investigate the drivers of “one-off” and repeat well water testing in southern Ontario during the 5-year period 2012–2016, using the worlds largest private groundwater testing data-frame. Data from >400,000 wells were geospatially integrated with all tests conducted by the provincial laboratory in southern Ontario. The Ontario Marginalization Index (ON-Marg) was …
The Contemporary Methodology For Quantifying Reserved Instream Flow Water Rights To Support Aquatic Habitat, Dylan R. Hedden-Nicely
The Contemporary Methodology For Quantifying Reserved Instream Flow Water Rights To Support Aquatic Habitat, Dylan R. Hedden-Nicely

Since time immemorial, indigenous people have relied on the streams of their territory for food, fiber, transportation, recreation, cultural, and spiritual needs. Accordingly, tribal people-particularly those in the region now called the Northwestern United States-placed singular emphasis on preserving their traditional subsistence culture when negotiating with the United States during the reservation era. Although rarely expressed in these treaties, the tribes are nonetheless entitled to water rights sufficient to fulfill these traditional subsistence treaty rights. Of the suite of water rights to maintain traditional uses of water, likely the most commonly claimed is for water to maintain fish habitat. A …

A Comparison Of High-End Methods For Topographic Modelling Of A Coastal Dune Complex, Chen Suo, Eugene Mcgovern, Alan Gilmer, Conor Cahalane
Articles
In recent years, increasing tourism and development in the coastal dune area of the South East of Ireland have resulted in greater pressure on the environment, resulting in issues including soil erosion, flooding and habitat loss. Topographic mapping across a dune field is important for the development of targeted land management actions that maintain biodiversity and ecological functions. Developments in surveying technology, including LiDAR, terrestrial laser scanners (TLS) and aerial surveying from Remotely Piloted Aircraft Systems (RPAS), have enabled high-resolution and high-accuracy spatial data to be gathered quickly and relatively easily for 3D topographic modelling of a coastal dune complex. …

Framing “L’Âme Des Personnages”: Performance And Affect In Jacques Feyder’S Pension Mimosas (1935), Barry Nevin
Articles
Although Jacques Feyder's authorial control over his productions and his direction of actors constituted two of the most widely appreciated aspects of his approach to filmmaking during his own lifetime, the impact of each on his mise en scene has received little critical attention. This article aims to remedy this oversight by linking both aspects in three stages: first, drawing on contemporary periodicals, recollections of Feyder's performers and his own writings, it illustrates Feyder's preoccupation with the creation of in-depth psychological portraits through his actors; second, focusing on Pension Mimosas (1935), it demonstrates that Feyder's technical style, although aligned closely …

The anti-hypochlorite activity of açaí (Euterpe oleracea Mart.), goji (Lycium barbarum L.) and schisandra (Schisandra chinensis) fruit extracts were assessed by determining the reactive chlorine species (RCS)-scavenging ability of these three “super-food” berries. In addition, the aqueous extracts obtained were employed as both the media and the catalyst in a green chemistry approach to the synthesis of a coumarin-based fluorescence turn-off sensor, which was then used for anti-hypochlorite activity testing. The aqueous extracts were also assessed for total phenolic content (TPC), using the Folin–Ciocalteu method, and the antioxidant activity using the ABTS+• assay. Moreover, the main water-soluble polyphenolic constituents of …
The Bright Triad And Five Propositions: Toward A Vygotskian Framework For Deaf Pedagogy And Research, Michael E. Skyer
The Bright Triad And Five Propositions: Toward A Vygotskian Framework For Deaf Pedagogy And Research, Michael E. Skyer
Articles
L.S. Vygotsky’s contributions to social research shifted paradigms by constructing now-foundational theories of teaching, learning, language, and their interactions in education. This manuscript contextualizes and elucidates a nearly-forgotten, century-old component of Vygotskian deaf education research. The Fundamentals of Defectology compiles decades of Vygotsky’s experimental, methodological, and theoretical research about deafness, the psychology of disability, and special methods of pedagogy. Drawing on Defectology, two arguments are developed using the method of dialectics; they first synthesize Vygotsky’s deaf research corpus, then juxtapose it against contemporary theories and evidence. The first argument describes three principles that exemplify Vygotsky’s optimistic framework for deaf pedagogy: …

Killing Wotus 2015: Why Three Rulemakings May Not Be Enough, Stephen M. Johnson
Articles
This Article will discuss the procedural and substantive flaws in the three rulemaking efforts by the agencies. One or more of the rules (or the 2015 rule) will likely be litigated for the next several years and, ultimately, it is likely that the question of the scope of the federal government’s jurisdiction over “waters of the United States” will return to the Supreme Court. However, since challenges to those rules must originate in Federal district courts, it could take some time before the question returns to the Court.
Part II of this Article discusses the 2015 rule, including the motivation …

Pandoraeasp. is an emerging Gram-negative pathogen in cystic fibrosis causing severe and persistent inflammation and damageof the lungs. The molecular mechanisms underlying the high pathogenicity ofPandoraeaspecies are still largely unknown. AsGram-negatives,Pandoraeasp. express lipopolysaccharides (LPS) whose recognition by the host immune system triggers aninflammatory response aimed at the bacterial eradication from the infected tissues. The degree of the inflammatory responsestrongly relies on the fine structure of the LPS and, in particular, of its glycolipid moiety, i.e. the lipid A. Here we report thestructure of the lipid A isolated from the LPS of a chronic strain ofP. pulmonicola(RL 8228), one of the …

Plasma -generated compounds conceived by microwave -induced plasma (MidiPLexc) were physicochemically investigated in their molecular compositions. Therefore, plasma -treated water (PTW) was generated by treatment with the MidiPLexc within a 1 l glass bottle for a pre -treatment time of 100 s, 300 s and 900 s. The PTW was further investigated in its composition of reactive oxygen/nitrogen species. For this purpose, the hydrogen peroxide (H2O2) concentration of the PTW was determined electrochemically using chronoamperometry, and the anionic components were determined using ion chromatography. As a result, H2O2 concentrations of up to 720 mg l−1 , nitrite concentrations of 1600 …

Risk Communication Approaches For Preventing Private Groundwater Contamination In The Republic Of Ireland: A Mixed-Methods Study Of Multidisciplinary Expert Opinion, S. Mooney, J. O'Dwyer, Paul Hynds
Articles
The mechanisms of private-well groundwater contamination are uniquely complex, necessitating a multisector communicative approach to risk management, premised on behaviour promotion. In countries such as the Republic of Ireland (ROI), characterised by oftentimes high groundwater contamination risk and concurrently limited user awareness, incorporation of multidisciplinary, ‘expert-based’ knowledge may facilitate design of evidence-based, practical interventions. Expert interviews represent an efficient form of expert consultation, enabling ease of access to niche information and comparison of procedure, but remain under-utilised within the groundwater management literature. In response, the current study elicited opinion from 50 experts across four broad categories (communications, engineering/science, policy, and …

Engineers often communicate with one another through drawings or sketches and understanding technical information through graphical representations is a skill necessary for engineering practice. Well-developed spatial skills are known to be important to understanding technical drawings and are therefore, important to success in engineering. Unfortunately, of all cognitive processes, spatial skills show robust gender differences, favouring males, which could contribute to the underrepresentation of women in engineering. In this research, we administered a test of spatial cognition to students enrolled in a common 3rd year course in chemical engineering . In a second session, students were given a set of …

Electrochemical and micro-imaging analysis of a commercial graphite-composite material is presented following electro-oxidation with β-methylumbelliferone. Charge-transfer surface modification was observed for the graphite electrode, presumed to have arisen from adsorbed interfacial umbelliferone moieties. The molecular permeability of the new surface towards a range of similar, yet size-variable (23 Å3–136 Å3) molecular redox probes is discussed. Red-shift fluorescence in confocal microscopy offers further support for the presence of a surface-bound umbelliferone layer. An SEM-platinum profiling technique was used as an imaging tool to map the umbelliferone surface and size-distribution of electroactive sites.
