A digital hardware implementation of a linear congruential sequence generator using shift and add techniques of multiplication is described. The sequence is of long period, low serial correlation and is rectangularly distributed. The method has certain advantages over conventional feedback shift register techniques.

Explicit Pl Self-Knottings And The Structure Of Pl Homotopy Complex Projective Spaces, Douglas Meadows

We show that certain piecewise-linear homotopy complex projective spaces may be described as a union of smooth manifolds glued along their common boundaries. These boundaries are sphere bundles and the glueing homeomorphisms are piecewise-linear self-knottings on these bundles. Furthermore, we describe these self-knottings very explicitly and obtain information on the groups of concordance classes of such maps.

Adjacent Cell Interference In Fh-Mfsk Cellular Mobile Radio System, R. Viswanathan, Someshwar C. Gupta

The effect of adjacent cell interference in cellular mobile system using FH-MFSK transmission is evaluated quantitatively. The performance of base to mobile communication in the system is analyzed, assuming perfect synchronization between users in all the cells. Analysis of the system employing no power control shows that the number of simultaneous users possible at average bit error probability Pb of less than 1 × 10-3 is reduced greatly from the corresponding figure for the isolated cell (which is about 170). It is then shown that a simple power control strategy could reduce the adjacent cell interference significantly. A …

The effect of the median polish procedure on artificial data having known general characteristics, disturbances, and random elements is examined. Monte Carlo experiments were designed for this purpose. The behavior of the fits, residuals, and various accompanying statistics are determined under special controlled conditions. Then, the procedure is applied to selected data sets from the literature utilizing the findings of this study.

Through a comparative analysis of Herman Melville's Billy Budd, Sailor and the Supreme Court case Paul v. Davis, the article argues that "considerate communication"—a subtle form of manipulation—can distort reality and undermine fairness in adjudication. It critiques legal systems that prioritize formality over substance, emphasizing how narrative techniques and rhetorical strategies in both literature and law can mask subjective biases and influence decisions.

This Article suggests that the Court's current confusion derives in part from its failure to distinguish between two categories of discriminatory intent, which may be termed goal discrimination and means discrimination. Goal discrimination involves the invidious consideration of race in the selection of the objective which a government policy seeks to achieve. Means discrimination occurs when there is an invidious consideration of race in selecting or weighing the method to be used in achieving that objective. Both forms of discrimination fall within the equal protection clause's prohibition against discriminatory government action, but they involve different circumstances and thus must be …

In January 1974 the speed limit on the New York State Thruway was set at 55 mph for all vehicles. This paper examines the effect of that action on Thruway fatality rates. The exact number of total miles driven is known for this toil road. Hence, death rates are based upon precise information. Since seven years have elapsed during the post-treatment period, 1974-1980, longer trends can be investigated. The death rate is modeled and intervention analysis performed. Using a variety of forecasting techniques, the pre-treatment fatality rates are used to project rates through the post-treatment period. In this way, the …

In his book [2], Fuchs introduces the notion of a subgroup X of a Specker group P being a product and goes on to establish a Lemma [2, Lemma 95.1] which yields a useful characterization of the quotient and enables an easy derivation of Nunke’s characterization of epimorphic images of the Specker group [4]. Unfortunately this Lemma is incorrect as we show in section 1. In section 2 by suitably strengthening the hypothesis we regain a characterization of the quotient. Throughout, all groups are additively written Abelian groups and our notation follows the standard works of Fuchs [1], [2].

With many antitrust prohibitions, the existence of a violation depends upon whether the defendant possesses sufficient market power. In this Article, Professors Landes and Posner present an economic analysis of market power that provides the necessary foundation for application to particular cases and for formulation of antitrust policy. They use their approach to illuminate the perplexing issues of product and geographical market definition, the measurement of market power arising from mergers and within regulated industries, and the quantification of damages in monopolization and price-fixing cases. This article considers problems of "regulatory reform" in the context of environmental and health decisionmaking. Specifically, in Part I, this article defines cost-benefit analysis, explores its advantages and limitations, and assays cost-benefit practice in light of descriptive theoretical and practical demands of formal decisionmaking within administrative agencies.

The two remaining sections of this article focus on the question of how Congress and the courts can, do, and should structure environmental and health regulation. In Part II, the article explores legislative models for agency consideration of costs and benefits in promulgating regulations. In Vermont Yankee Nuclear Power Corp. v. Natural Resources Defense Council, Inc. the Supreme Court unanimously reversed the District of Columbia Circuit in two cases that closely scrutinized decisions of the Nuclear Regulatory Commission and, in so doing, questioned settled habits of judicial review of administrative action affecting the environment.
