The Antiquities Act of 1906 authorizes the President to "declare" certain objects "to be national monuments," and to "reserve parcels of land" to protect those national monuments. The Act does not expressly authorize the President to reduce or rescind a monument established by a prior President under the Act, and recent actions by President Donald Trump raise the question whether the Act impliedly authorizes such reductions or rescissions. The majority of legal scholars who have studied this question have said no, the Act does not grant such implied authority. This Article takes the contrary position. In the face of climate change, achieving resilience of desirable aspects of food-energy-water (FEW) systems already strained by competing multi-scalar social objectives requires interdisciplinary approaches. This study is part of a larger effort exploring “Innovations in the Food-Energy-Water Nexus (INFEWS)” in the Columbia River Basin (CRB) through coordinated modeling and simulated management scenarios. Although generally relegated by present-day historians to the footnotes of film history, Belgian director Jacques Feyder (1885–1948) strove to elevate the artistic standards of French film production throughout the 1920s and 1930s. His departure for Metro-Goldwyn-Mayer studios on the cusp of the transition to sound in France was viewed as a crisis, and his return was hailed as an event. Drawing on contemporary periodicals, this article answers two fundamental questions: Why did France's leading am bassador leave his adoptive homeland? Thousands of persons with severe brain injury who are minimally conscious or "locked in" are wrongly treated as if they are unconscious. Such individuals are unable to advocate for themselves and are typically segregated from society in hospitals or nursing homes. As a result, they constitute a class of persons who often lack access to adequate medical care, rehabilitation, and assistive devices that could aid them in communication and recovery. The 'Revised Common Rule' took effect on January 21, 2019, marking the first change since 2005 to the federal regulation that governs human subjects research conducted with federal support or in federally supported institutions. The Common Rule had required informed consent before researchers could collect and use identifiable personal health information. While informed consent is far from perfect, it is and was the gold standard for data collection and use policies; the standard in the old Common Rule served an important function as the exemplar for data collection in other contexts. Courts, practitioners, and scholars have recently expressed concern over the ex post costs of discovery in civil litigation. In this Article, we develop a game theoretic model of litigant behavior to study an overlooked phenomenon-the ex ante effects of discovery on a defendant's incentive to engage in unlawful conduct. We focus on motions to seal, which limit the disclosure of discovered information to the public, but permit disclosure to the court and parties. A holographic optical element (HOE) was developed to collimate a monochromatic light-emitting diode (LED). The fabrication was achieved by the interference of collimated and diverging beams from a 532 nm laser to produce the required photonic structure in a self-developing photopolymer material. The experimental values of diffraction efficiency and spatial period across the HOE were compared with their expected theoretical values. Good agreement was found for the spatial period; however, the diffraction efficiency varied significantly across the lens. A novel optical fiber displacement sensor based on composite interference established within a balloon-shaped bent multimode (BSBM) fiber structure is described and experimentally demonstrated. The BSBM fiber structure is realized by bending a straight single-mode–multimode–single-mode (SMS) fiber structure into a balloon shape using a length of capillary tube to fix the shape of the structure. Owing to the bend in the multimode waveguide, the original undistorted multimode interference pattern is changed, and an extra Mach–Zehnder interferometer is effectively introduced within the multimode fiber (MMF) section at a suitable bending radius.
