Construct Ireland - Lime-Hemp - A Potential Solution To A Concrete Problem, Joseph Little
Construct Ireland - Lime-Hemp - A Potential Solution To A Concrete Problem, Joseph Little
Articles
This article is intended to act as an exploration and provocation. Why do we build the way we do, what effect does that have? Could we for instance, design and specify buildings that actually benefit the Environment rather than burden and pollute it as currently. Is it possible that the construction of a house could absorb CO2 thereby transforming new housing estates or apartment buildings into giant absorbers of carbon dioxide? Imagine Ireland being able to count commercial constructions or new housing among its ‘carbon sinks’, in place of Siberian forests or the carbon credits that the Government will …

Ruminations On Dissemination: Limits On Administrative And Judicial Review Under The Information Quality Act, Stephen M. Johnson
Ruminations On Dissemination: Limits On Administrative And Judicial Review Under The Information Quality Act, Stephen M. Johnson
Articles
Supporters call it "one of the most significant developments in the federal rulemaking system since passage of the Administrative Procedure Act." Opponents suggest that it "may well prove the most destructive half-page of law that most people do not know is on the books." It is the Information Quality Act, enacted in 2000 as a two paragraph rider to appropriations legislation for the 2001 fiscal year. While it was supposed to improve the quality of information that the government relies upon in decision making, critics assert that the Act contributes to the ossification of rulemaking, encourages agencies to make decisions …

Institutional Mission Vs. Policy Constraint?: Unlocking Potential, Ellen Hazelkorn

The research-intensive and competitive knowledge society is putting HEIs (higher education institutions) under the spotlight. While many HEIs around the world do not proclaim or wish to be research-intensive institutions the majority desire to intensify their research activity because it is seen as a sine qua non of higher education. Accordingly, HEIs are busy making critical strategic choices concerning human resources, the research environment, the teaching-research nexus, organisational and management structure, and funding. Governments are also making choices, using policies and financial instruments to help shape institutional mission, priorities and HE systems. But if governments genuinely desire to widen access …

Left Of The Dial: An Introduction To Underground Rock, 1980-2000, Cassie Wagner, Elizabeth Stephan
Articles
This essay is a brief history of American underground/independent music from 1980 to 2000. The authors examine twenty-one of what they believe are the best and most influential bands of the period and provide an annotated list of representative recordings. These artists provide the inspiration and sonic blueprint for much of today’s cutting edge music. Even so, their recordings are often absent from library collections and many librarians and patrons are unfamiliar with them. The groups discussed are Bad Brains, Beat Happening, Big Black, Bikini Kill, Black Flag, Camper Van Beethoven, Dead Kennedys, Fugazi, Galaxie 500, Hüsker Dü, Melvins, Minor …

Our 18th Century Constitution In The 21st Century World, Diane P. Wood
Our 18th Century Constitution In The 21st Century World, Diane P. Wood
Articles
In this speech delivered for the annual James Madison Lecture, the Honorable Diane Wood tackles the classic question of whether courts should interpret the United States Constitution from an originalist or dynamic approach. Judge Wood argues for the dynamic approach and defends it against the common criticisms that doing so allows judges to stray from the original intent of those who wrote the Constitution or take into consideration improper foreign influences. She argues the necessity of an "unwritten Constitution" since a literalist approach to interpretation would lead to unworkable or even absurd results in the modern context, and since restricting …

The Case For The Legislative Override, Nicholas Stephanopoulos
The Case For The Legislative Override, Nicholas Stephanopoulos
Articles
What is the optimal arrangement of judicial review? Most scholars who have addressed this question have assumed that there are only two important alternatives: judicial supremacy and parliamentary sovereignty. The literature has neglected the conceptual space that exists between these two poles, in particular the innovative legislative override model. This article describes and evaluates the experiences of the two countries that have adopted the override, Canada and Israel. It also introduces a refined override model that promises to protect fundamental rights while promoting democratic decision-making. Finally, the article explains which institutional and political contexts are hospitable to the override and …

Classroom Interpreting And Visual Information Processing In Mainstream Education For Deaf Students: Live Or Memorex?, Marc Marschark, Jeff Pelz, Carol Convertino, Patricia Sapere, Mary Ellen Arndt, Rosemarie Seewagen

This study examined visual information processing and learning in classrooms including both deaf and hearing students. Of particular interest were the effects on deaf students’ learning of live (threedimensional) versus video-recorded (two-dimensional) sign language interpreting and the visual attention strategies of more and less experienced deaf signers exposed to simultaneous, multiple sources of visual information. Results from three experiments consistently indicated no differences in learning between three-dimensional and two-dimensional presentations among hearing or deaf students. Analyses of students’ allocation of visual attention and the influence of various demographic and experimental variables suggested considerable flexibility in deaf students’ receptive communication skills. …
