Transition Without Transformation: The Legacy Of Sudan's Comprehensive Peace Agreement, Gene Carolan
Transition Without Transformation: The Legacy Of Sudan's Comprehensive Peace Agreement, Gene Carolan
Articles
In recent years, the transitional justice framework has expanded to include a broader notion of transformative justice, which strives for socio-political reform in addition to legal accountability. Over the course of two civil wars, Sudan has grappled with various attempts at transition and transformation with mixed results. Though the 2005 Comprehensive Peace Agreement brought an end to decades of North–South conflict, South Sudan’s subsequent descent into civil war has been characterised by a flawed transition and a lack of any immediate transformative potential. This paper analyses the Comprehensive Peace Agreement’s transitional mechanisms. In doing so, it explores how certain mechanisms …

On The Chirp Function, The Chirplet Transform And The Optimal Communication Of Information, Jonathan Blackledge
Articles
—The purpose of this extended paper is to provide a review of the chirp function and the chirplet transform and to investigate the application of chirplet modulation for digital communications, in particular, the transmission of binary strings. The significance of the chirp function in the solution to a range of fundamental problems in physics is revisited to provide a background to the case and to present the context in which the chirp function plays a central role, the material presented being designed to show a variety of problems with solutions and applications that are characterized by a chirp function in …

Willingness To Pay For Improved Vision In Mozambique, Stephen Thompson, Kovin Naidoo, Carmen Gonzalez-Alvarez, Geoff Harris, James Loughman
Articles
The burden of vision impairment due to uncorrected refractive error (needing spectacles) in Mozambique is known to be significant. To improve the planning and provision of eye health services, a better understanding of how vision is valued by patients is needed. The willingness to pay (WTP) for improved vision through correcting refractive error was investigated in Nampula, Mozambique, using stated choice and bidding game methodologies. The mean WTP values were found to be 388.92 Meticals (US$13) for stated choice and 469.89 Meticals (US$16) for the bidding game. The mean WTP values for rural dwellers were found to be lower than …

Cultural Linguistics And Treaty Language: A Modernized Approach To Interpreting Treaty Language To Capture The Tribe's Understanding, Dylan R. Hedden-Nicely
Articles
Language is a reflection of a thought world. A worldview that has been shaped by place to describe one's identity in space and time does not equate to species relatedness as a default to know one another. In the legal system of the United States, there is acknowledgement of treaties in colonized lands that there are rights granted from the tribes and not to them, and those rights are land based. Yet, the Indigenous voice is dead before arrival, before it enters the room of science, justice, academe, or otherwise. The exclusion of Indigenous peoples at the table of knowledge …

Is Police Behavior Getting Worse? Data Selection And The Measurement Of Policing Harms, Aurélie Ouss, John Rappoport
Is Police Behavior Getting Worse? Data Selection And The Measurement Of Policing Harms, Aurélie Ouss, John Rappoport
Articles
Public concern about harmful policing is surging. Governments are paying historic amounts for law enforcement liability. Has police behavior changed? Or is society responding differently? Traditional data sources struggle with this question. Common metrics conflate the prevalence and severity of policing harms with the responses of legal actors such as lawyers, judges, and juries. We overcome this problem using a new data source: liability insurance claims. Our data set contains 23 years of claims against roughly 350 law enforcement agencies that contract with a single insurer. We find that, while lawsuits and payouts have trended upward over the past decade, …
