The growing number of case studies on the ethical issues faced in cultural heritage digitization calls for a discussion of this generally neglected dimension of digitization. The importance of the ethical dimension is also supported by implicit and explicit assumptions that well-established approaches to ethics in archives, libraries, and museums do not work with digitization. The aim of this paper is to determine what ethical issues arise in cultural heritage digitization and how they affect methods of decision-making and organizing digitization. Our digital memories are threatened by archival hubris, technical misdirection, and simplistic application of rules to protect privacy rights. The obsession with the technical challenge of digital preservation has blinded much of the archival community to the challenges, created by the digital transition, to the other core principles of archival science - namely, appraisal (what to keep), sensitivity review (identifying material that cannot yet be disclosed for ethical or legal reasons) and access. For the past several decades, information communication technologies (ICTs) have been changing the way we create, share, and keep our records and data. How are we adapting? Today, individuals and organizations are increasingly creating, sharing, and storing information of all kinds in the cloud, some of them with the same expectations of privacy, access, intellectual rights, and control they have when storing it in in-house systems, either digital or analog. Do Archives Have A Future In The Digital Age?, Ivan Szekely
Journal of Contemporary Archival Studies
The rapid development of information and communication technologies pose significant challenges to archival theory and practice. The analysis of the dominant information operators of the archival institutions in the respective paradigms of archival history shows that today’s internet-based services can replicate all the main functions of the archival institutions, at least at the level of the fundamental information operators, on a mass scale. Despite these developments, the author argues that archives are under no direct threat of abolition or loss of function in the digital age, not only because of institutional inertia and traditions, but also their role in preserving …

Otkritie Bank and B&N Bank, the financial recovery of which is overseen by the Russian central bank, wrote off their subordinated liabilities totaling 265.8 billion Russian rubles, Vedomosti reported Dec. 3. B&N Bank's shareholders decided to use undistributed profit of 17.6 billion rubles and share premium of 25.3 billion rubles to cover the bank's losses, the lender said Dec. 1, noting that the decisions were necessary to write off its subordinated liabilities.

This paper studies a continuous time dynamic system with a random persistence parameter. The exact discrete time representation is obtained and related to several discrete time random coefficient models currently in the literature. The model distinguishes various forms of unstable and explosive behaviour according to specific regions of the parameter space that open up the potential for testing these forms of extreme behaviour. A two-stage approach that employs realized volatility is proposed for the continuous system estimation, asymptotic theory is developed, and test statistics to identify the different forms of extreme sample path behaviour are proposed. Two approaches have dominated formulations designed to capture small departures from unit root autoregressions. The first involves deterministic departures that include local-to-unity (LUR) and mildly (or moderately) integrated (MI) specifications where departures shrink to zero as the sample size n→∞. The second approach allows for stochastic departures from unity, leading to stochastic unit root (STUR) specifications. This paper introduces a hybrid local stochastic unit root (LSTUR) specification that has both LUR and STUR components and allows for endogeneity in the time varying coefficient that introduces structural elements to the autoregression. This paper studies the Continuous Workout Mortgage (CWM), a two in one product: a fixed rate home loan coupled with negative equity insurance, to advocate its viability in mitigating financial fragility. In order to tackle the many issues that CWMs embrace, we perform a range of tasks. We optimally price CWMs and take a systemic market-based approach, stipulating that mortgage values and payments should be linked to housing prices and adjusted downward to prevent negative equity. We consider estimation and inference on average treatment effects under unconfoundedness conditional on the realizations of the treatment variable and covariates. We derive finite-sample optimal estimators and confidence intervals (CIs) under the assumption of normal errors when the conditional mean of the outcome variable is constrained only by nonparametric smoothness and/or shape restrictions. When the conditional mean is restricted to be Lipschitz with a large enough bound on the Lipschitz constant, we show that the optimal estimator reduces to a matching estimator with the number of matches set to one. MOSCOW, Dec 1 (PRIME) -- Russia’s Otkritie Financial Corporation (FC) Bank has written off U.S. $500 million subordinated Eurobonds attracted in 2012 under old rules, OFCB Capital, issuer of the bonds, said on the London Stock Exchange late Thursday. The bank has written off subordinated bonds with a maturity in 2019, including interests accumulated from September 15.
