Contract Governance And The Canadian Public Sector, Suzan M. Ilcan, Daniel M. O’Connor, Marcia L. Oliver Oct 2003

Contract Governance And The Canadian Public Sector, Suzan M. Ilcan, Daniel M. O’Connor, Marcia L. Oliver

Law and Society

This essay examines the changing character of public sector work in the Canadian federal public service context. It is based on an empirical examination of various forms of contractual relations currently operative within the Canadian state and on a comparative approach of other western liberal state reform initiatives. We argue that contract governance is an ongoing process involving distinct interrelations between the public and private sectors. In this context, we identify various forms of contract governance and flexibility schemes that have been enfolded and refolded into the conventional structures of governance, and unfolded into a liminal space between the state …

Seasonality In The Surface Energy Balance Of Tundra In The Lower Mackenzie River Basin, Wayne R. Rouse, Andrea K. Eaton, Richard M. Petrone, L. Dale Boudreau, Philip Marsh, Timothy J. Griffis Aug 2003

Seasonality In The Surface Energy Balance Of Tundra In The Lower Mackenzie River Basin, Wayne R. Rouse, Andrea K. Eaton, Richard M. Petrone, L. Dale Boudreau, Philip Marsh, Timothy J. Griffis

Geography and Environmental Studies Faculty Publications

This study details seasonal characteristics in the annual surface energy balance of upland and lowland tundra during the 1998–99 water year (Y2). It contrasts the results with the 1997–98 water year (Y1) and relates the findings to the climatic normals for the lower Mackenzie River basin region. Both years were much warmer than the long-term average, with Y1 being both warmer and wetter than Y2. Six seasons are defined as early winter, midwinter, late winter, spring, summer, and fall. The most rapid changes in the surface energy balance occur in spring, fall, and late winter. Of these, spring is the …

Variability Of Metals In Soils In The Sudbury Area (Ontario), Vera Spektor Jan 2003

Variability Of Metals In Soils In The Sudbury Area (Ontario), Vera Spektor

Theses and Dissertations (Comprehensive)

Industrial development influences the natural and human environment. At the local scale, the most intensive industrial pollution is in the area of factories and industrial centers. Industrial pollution is concentrated in soil and vegetation (then, using water systems and trophic chains it may enter all ecosystem components). The industrial pollution of the Sudbury region includes mostly sulfur dioxide and heavy metals. The main goal of this study was to examine spatial variability in metal distribution in soil for the Sudbury area. Objectives of the work were to describe metal distribution depending on geographic factors such as topographic location, vegetation cover, …

Combining Dynamic Cartography And Temporal Gis To Visualize Industrial Development In Kitchener, Ontario, Canada, Shawn Mueller Jan 2003

Combining Dynamic Cartography And Temporal Gis To Visualize Industrial Development In Kitchener, Ontario, Canada, Shawn Mueller

Theses and Dissertations (Comprehensive)

This thesis uses dynamic cartography and temporal geographic information systems (GIS) to explore visualization of the industrial development of Kitchener, Ontario. The discussion centres on the nature of dealing with temporal data in geography. This project addresses this issue by constructing a temporal dataset that accounts for the historical location of industrial/manufacturing businesses in Kitchener. Based on this temporal data, animated visualizations are then constructed that show the cadence and distribution of industrial development in Kitchener. The visualization process used by this project makes use of the inherent temporality of GIS to plan and construct animated visualizations in a way …

Differential Vulnerability To Debris Flow Hazard In Two High Mountain Communities Of The Karakoram Himalaya, Northern Pakistan, Shauna Flanagan Jan 2003

Differential Vulnerability To Debris Flow Hazard In Two High Mountain Communities Of The Karakoram Himalaya, Northern Pakistan, Shauna Flanagan

Theses and Dissertations (Comprehensive)

This thesis presents the findings of a comparative study of vulnerability, coping and risk-averting strategies and social responses to environmental hazards, particularly debris flow and flooding hazards, in the Northern Areas of Pakistan. Two small village-scale settlements, the prevailing form of community in the region, were selected as case studies and are described in detail. The villages exhibit a comparable subsistence agro-pastoral economy and socio-cultural organization reflecting similarities in environmental opportunities and constraints, historical processes and religious beliefs. However, they differ greatly in their proximity to commercial centres and in the rate at which modernization processes are being introduced and …

Developing A Conceptual System Model For Ecological Integrity Planning In The Greater Kluane Region, Yukon, Brent Heyward Parker Jan 2003

Developing A Conceptual System Model For Ecological Integrity Planning In The Greater Kluane Region, Yukon, Brent Heyward Parker

Theses and Dissertations (Comprehensive)

Understanding the complexity and ecological organization of protected area ecosystems, and their bioregional surroundings, is fundamental to maintaining their integrity. This research set out to integrate the bodies of systems and hierarchy theory to establish a framework for developing a conceptual model that would synthesize knowledge from diverse fields and identify key system processes, thereby providing new insight into ecosystem organization, function, and integrity. This understanding was then applied to planning for ecological integrity in the Canadian National Parks context through a case study of Kluane National Park and Reserve (KNP&R) within the Greater Kluane Region (GKR). The methodology characterized …

Problems And Potential For Canadian Child Welfare, K. Swift, M. Callahan Jun 2002

Problems And Potential For Canadian Child Welfare, K. Swift, M. Callahan

Partnerships for Children and Families Project

Canadian child welfare is not one single system, but more than 13 systems overseen by provincial and territorial governments and First Nations jurisdictions. However, there are many similarities among systems and general trends and directions common to them. One of these is a tendency for child welfare to become isolated from communities and related services because of its increasingly complex legislation and investigative mandates (Swift, 2001). Another is the challenge of serving peoples of diverse cultural and racial backgrounds, including First Nations peoples. Of course, each jurisdiction also responds to its particular social and political context in unique ways. In …

No. 10: Criminal Tendencies: Immigrants And Illegality In South Africa, Jonathan Crush, Vincent Williams Jan 2002

No. 10: Criminal Tendencies: Immigrants And Illegality In South Africa, Jonathan Crush, Vincent Williams

Southern African Migration Programme

South Africans believe that immigrants are largely responsible for the post-1994 crime wave in the country. In a national survey of South African citizens conducted recently by the Southern African Migration Project (SAMP), for example, respondents were asked what, if anything, they had to fear about people from neighbouring countries (McDonald 2000: 209). Almost half the population (48%) felt that migrants were a “criminal threat” (compared to 37% who thought they were a threat to jobs and the economy, and 29% who thought they were a health threat). The simplistic, and largely unsubstantiated, association of foreignness with criminality, job-stealing and …

No. 24: Spaces Of Vulnerability: Migration And Hiv/Aids In South Africa, Brian Williams, Eleanor Gouws, Mark Lurie, Jonathan Crush Jan 2002

No. 24: Spaces Of Vulnerability: Migration And Hiv/Aids In South Africa, Brian Williams, Eleanor Gouws, Mark Lurie, Jonathan Crush

Southern African Migration Programme

Seventy per cent of the 36 million people infected worldwide with HIV live in Sub-Saharan Africa and within this region the countries of Southern Africa are the worst affected. The eight countries with the highest rates of infection are in Southern Africa, followed by six countries in East Africa, and then five other countries, only one outside Africa. The reasons why the highest rates of infection in the world occur in Southern Africa are unclear. Although the countries of the region have much in common, their histories over the last twenty years have been very different.

A number of different …

No. 25: Zimbabweans Who Move: Perspectives On International Migration In Zimbabwe, Daniel Tevara, Lovemore Zinyama Jan 2002

No. 25: Zimbabweans Who Move: Perspectives On International Migration In Zimbabwe, Daniel Tevara, Lovemore Zinyama

Southern African Migration Programme

The movement of people across political boundaries has generated considerable debate in Southern Africa. There is a compelling need for Southern African countries to harmonise regional migration policies and to ensure the freer movement of people across the region. However, it must be noted that disparities in levels of development are still evident in the economies of the region. There are fears in countries such as South Africa and Botswana that the freer movement of people will flood them with migrants from the less developed countries. There are also concerns in all the countries of SADC that freer movement will …

No. 09: Transnationalism And African Immigration To South Africa, Jonathan Crush, Vincent Williams Jan 2002

No. 09: Transnationalism And African Immigration To South Africa, Jonathan Crush, Vincent Williams

Southern African Migration Programme

The demise of formal apartheid has created new and as yet only partially understood opportunities for migration to South Africa. Legal migration from other Southern African Development Community (SADC) countries, for example, has increased almost ten-fold since 1990 to over four million visitors per year. South Africa’s (re)insertion into the global economy has brought new streams of legal and undocumented migrants from outside the SADC region and new ethnic constellations within. The easing of legal and unauthorized entry to South Africa has made the country a new destination for African asylum-seekers, long-distance traders, entrepreneurs, students and professionals (Bouillon 1996; Saasa …

The Use Of Geographic Information Systems To Study Repeat Victims Of Domestic Abuse In The Waterloo Region Of Ontario, Canada, Claudia Saheb Jan 2002

The Use Of Geographic Information Systems To Study Repeat Victims Of Domestic Abuse In The Waterloo Region Of Ontario, Canada, Claudia Saheb

Theses and Dissertations (Comprehensive)

The importance of repeat victims as an effective target for crime prevention measures has been widely recognised. Many have studied repeat victims of property crimes, but few have studied repeat victims of personal crimes and their spatial distribution. This study used 1996 and 1997 crime data from the Waterloo Regional Police Service (WRPS) in Ontario, Canada and focused specifically on domestic-abuse-related crimes and repeat victims of those crimes. Various methods of mapping and analysis were used to better understand the spatial distribution of those crimes and vulnerability of the victims. Standardised crime rates and crime density were calculated. Thematic and …

Structural And Sedimentary Characteristics Of The Tsergo Ri Rockslide Breccia, Langtang, Nepal, Himalaya, Mark B. Carpenter

Theses and Dissertations (Comprehensive)

The high magnitude Tsergo Ri landslide (c. 100ka), Langtang Himal, with a volume in excess of 15km^3 and a vertical displacement of more than 1500m remains the largest crystalline rockslide in Nepal Himalaya. The Quaternary landslide affected rocks in gneissic fancies of the High Himalayan Crystalline Sequence adjacent to the Tibetan Sedimentary Series. Depositional characteristics from exhumed transport slope sites were analysed at both the macroscopic and the microscopic scale to investigate (i) localised fracture in terms of orientation and density, and (ii) petrography of slide induced host rock deformation. Fracture orientation analysis indicate the spatial orientation of preexisting discontinuities …

From Bricks And Mortar To Bricks And Clicks: The Transformation Of A Bank Branch Network Within The Greater Toronto Area (Ontario), Michelle Anne Mok Jan 2002

From Bricks And Mortar To Bricks And Clicks: The Transformation Of A Bank Branch Network Within The Greater Toronto Area (Ontario), Michelle Anne Mok

Theses and Dissertations (Comprehensive)

Over the last 20 years, Canadian retail financial services have undergone a dramatic transformation due to a number of driving forces: technology, globalization, changing lifestyles and demographics, competition, and deregulation. Because retail financial services have been impacted, the way Canadians perform banking transactions has also been impacted, resulting in a shift from a spatially-oriented banking approach to a non-spatial approach. Transactions are being performed using alternative delivery channels including the automated banking machine, telephone banking, internet banking, point of sale purchasing, and new format branches, rather than in the traditional branch network. This research examines changes in the branch network …

River Basin Ecosystem Restoration: A Comparison Of Conservation Authority Efforts (Ontario), Wilfred Gregory Tschirhart Jan 2002

River Basin Ecosystem Restoration: A Comparison Of Conservation Authority Efforts (Ontario), Wilfred Gregory Tschirhart

Theses and Dissertations (Comprehensive)

This thesis reviews a series of river basin ecosystem restoration/enhancement projects carried out under the direction of three individual southern Ontario conservation authorities in their respective river basins. The three authorities are the Grand River Conservation Authority, the Maitland Valley Conservation Authority, and the Upper Thames River Conservation Authority. A review from the published literature dealing with river basins, ecosystems, and environmental management supports the analysis of restoration projects. The criterion by which the literature articles were selected was that they have relevance to the type of environmental issues that are common to the river basins in the study areas. …

Ecosystem Health And Sustainable Livelihoods: Exploring The Prospects In Community-Based Resource Management In The East Mamprusi District, Ghana, Wuni P. Dasori Jan 2002

Ecosystem Health And Sustainable Livelihoods: Exploring The Prospects In Community-Based Resource Management In The East Mamprusi District, Ghana, Wuni P. Dasori

Theses and Dissertations (Comprehensive)

Institutional processes, social and economic trends play a role in defining the outcomes of people’s interaction with and use of their ecosystems. The resource use decisions of households influence the livelihood and health dimensions of ecological change. This thesis identifies community assets and activities, and examines how they both affect human and ecological health, productivity and community sustainability. It studies the relationship between changing biophysical conditions and community well-being in terms of health and livelihood by examining how agro-ecosystem based resource use systems influence community environmental change and vulnerability to health and livelihood problems inherent in their ecosystem. Three communities …

Seiche Events At The Slave River Delta And Great Slave Lake, Northwest Territories: An Assessment Of Process And Impact, James Tobias Gardner Jan 2002

Seiche Events At The Slave River Delta And Great Slave Lake, Northwest Territories: An Assessment Of Process And Impact, James Tobias Gardner

Theses and Dissertations (Comprehensive)

Seiche events are important hydrodynamic processes that impact the Slave River Delta, during the late summer and autumn. Given the scarcity of previous research on seiche events at river deltas and the physical dimensions and orientation of the Slave River Delta, this location at the southern shore of Great Slave Lake is ideal to study the occurrence and impacts of seiche events at a river delta. Seasonal changes to long-term water level trends and water level variability on Great Slave Lake, correspond to changes to the Slave River flow potentially associated with the impacts of regulation of the Peace River. …

Investigating Spatio-Temporal Variability Of Hydrological Components In The Canadian Rockies (Alberta), Christopher Dennis Hopkinson Jan 2002

Investigating Spatio-Temporal Variability Of Hydrological Components In The Canadian Rockies (Alberta), Christopher Dennis Hopkinson

Theses and Dissertations (Comprehensive)

This thesis addresses two questions related to the broad topic of mountain hydrology: 1) How do interannual hydrological balancee and pathway components vary in complex temperate high mountain environments at various spatio-temporal scales? 2) a) Is it possible, using dedicated hydrological models, for significant errors in simulated runoff components despite good hydrograph recreations (i.e. right results for wrong reasons)? b) If so, what kinds of errors are encountered? The first question was addressed by undertaking a hydrological tracer and hydrometric study at three basin scales (Banff —2200 km2, Lake Louise —400 km2 and the headwaters —30 km2) within the Bow …

Risk, Vulnerability And Environmental Hazards In The Village Of Darkot, Northern Pakistan, Nicholas Andrew Cradock-Henry Jan 2002

Risk, Vulnerability And Environmental Hazards In The Village Of Darkot, Northern Pakistan, Nicholas Andrew Cradock-Henry

Theses and Dissertations (Comprehensive)

Conventional approaches to studying environmental risks and hazards have focused on the physical parameters of geomorphic, hydrologic and climatic events—magnitude, duration and frequency—without adequately accounting for the role of human agency in averting disaster and distributing loss. Secondly, where human intervention was recognized it was often in an incriminating way, particularly in work dealing with the developing world or peripheral regions such as mountain areas. Here, humans were portrayed as helpless victims; unable to successfully adapt to their environment or else they were viewed as having played an unwitting role in their own downfall through ‘short-sighted’ agricultural practices such as …
