Project FORESIGHT is a business-guided self-evaluation of forensic science laboratories across the globe. The participating laboratories represent local, regional, state, and national agencies. Economics, accounting, finance, and forensic faculty provide assistance, guidance, and analysis. Laboratories participating in Project FORESIGHT have developed standardized definitions for metrics to evaluate work processes, linking financial information to work tasks, and functions. Laboratory managers can then assess resource allocations, efficiencies, and value of services—the mission of Project FORESIGHT is to measure, preserve what works, and change what does not.
The benchmark data for the 2014-2015 performance period includes laboratory submissions for a variety of fiscal …

Endogenous Competence And A Limit To The Condorcet Jury Theorem, Bryan C. Mccannon, Paul Walker
Endogenous Competence And A Limit To The Condorcet Jury Theorem, Bryan C. Mccannon, Paul Walker
Economics Faculty Working Papers Series
The seminal contribution, known as the Condorcet Jury Theorem, observes that under a specific set of conditions an increase in the size of a group tasked with making a decision leads to an improvement in the group's ability to make a good decision. An assumption under-appreciated is that the competency of the members of the group is assumed to be exogenous. In numerous applications, members of the group make investments to improve the accuracy of their decision making (e.g. pre-meeting efforts). We consider the collective action problem that arises. We show that if competence is endogenous, then increases in the …
Honest Abe Or Doc Holliday? Bluffing In Bargaining, Gregory Deangelo, Bryan C. Mccannon
Honest Abe Or Doc Holliday? Bluffing In Bargaining, Gregory Deangelo, Bryan C. Mccannon
Economics Faculty Working Papers Series
We consider a bargaining environment where there is asymmetric information regarding whether the two players have common preferences or conflicting preferences. If the cost of strategic communication is independent of the state, then signaling is not expected to be effective. If the uninformed agent believes, though, a (cheap‐talk) signal has been sent, then the informed agents are incentivized to engage in deceptive bluffing. Alternatively, if bluffing is not too prevalent, honest communication can be worthwhile. We explore this theoretically and experimentally. We present a bargaining model where state‐dependent mixed strategies arise as equilibria. Thus, bluffing occurs in equilibrium. In the …

Evidence For Anti-Intellectualism About Know-How From A Sentence Recognition Task, Ian Harmon, Zachary Horne

An emerging trend in cognitive science is to explore central epistemological questions using psychological methods. Early work in this growing area of research has revealed that epistemologists' theories of knowledge diverge in various ways from the ways in which ordinary people think of knowledge. Reflecting the practices of epistemology as a whole, the vast majority of these studies have focused on the concept of propositional knowledge, or knowledge-that. Many philosophers, however, have argued that knowing how to do something is importantly different from knowing that something is the case. Hence, in this paper we turn our attention to people's concept …

The past decade has witnessed a large number of Galactic plane surveys at angular resolutions below 20 `'. However, no comparable high-resolution survey exists at long radio wavelengths around 21 cm in line and continuum emission. Aims. We remedy this situation by studying the northern Galactic plane at similar to 20 `' resolution in emission of atomic, molecular, and ionized gas. Methods. Employing the Karl G. Jansky Very Large Array (VLA) in the C-array configuration and a large program, we observe the HI 21 cm line, four OH lines, nineteen Hn alpha radio recombination lines as well as the continuum …

We carried out a large program with the Karl G. Jansky Very Large Array (VLA): "THOR: The H1, OH, Recombination line survey of the Milky Way". We observed a significant portion (~100 deg2) of the Galactic plane in the first quadrant of the Milky Way in the 21 cm H I line, 4 OH transitions, 19 radio recombination lines, and continuum from 1 to 2 GHz. In this paper we present a catalog of the continuum sources in the first half of the survey (l = 14.0-37.9° and l = 47.1-51.2°, | b | = 1.1°) at a spatial resolution …

Long-Term Observations Of The Pulsars In 47 Tucanae – I. A Study Of Four Elusive Binary Systems, A. Ridolfi, P. C. C. Freire, P. Torne, D. Lorimer

For the past couple of decades, the Parkes radio telescope has been regularly observing the millisecond pulsars in 47 Tucanae (47 Tuc). This long-term timing program was designed to address a wide range of scientific issues related to these pulsars and the globular cluster where they are located. In this paper, the first of a series, we address one of these objectives: the characterization of four previously known binary pulsars for which no precise orbital parameters were known, namely 47 Tuc P, V, W and X (pulsars 47 Tuc R and Y are discussed elsewhere). We determined the previously unknown …

Most compact binary systems are expected to circularize before the frequency of emitted gravitational waves (GWs) enters the sensitivity band of the ground based interferometric detectors. However, several mechanisms have been proposed for the formation of binary systems, which retain eccentricity throughout their lifetimes. Since no matched-filtering algorithm has been developed to extract continuous GW signals from compact binaries on orbits with low to moderate values of eccentricity, and available algorithms to detect binaries on quasicircular orbits are suboptimal to recover these events, in this paper we propose a search method for detection of gravitational waves produced from the coalescences …

The highly stable spin of neutron stars can be exploited for a variety of (astro)physical investigations. In particular, arrays of pulsars with rotational periods of the order of milliseconds can be used to detect correlated signals such as those caused by gravitational waves. Three such 'pulsar timing arrays' (PTAs) have been set up around the world over the past decades and collectively form the 'International' PTA (IPTA). In this paper, we describe the first joint analysis of the data from the three regional PTAs, i.e. of the first IPTA data set. We describe the available PTA data, the approach presently …
