Follow The Cyclists: Everyday Navigation Of Richmond's Bike Infrastructure, Emily E. Schreer
Follow The Cyclists: Everyday Navigation Of Richmond's Bike Infrastructure, Emily E. Schreer
Theses and Dissertations
This thesis explores the embodied experience of cycling in Richmond, emphasizing the importance of centering firsthand, lived experience in cycling research and urban planning. While traditional transportation planning can often myopically prioritize efficiency and safety metrics to evaluate infrastructure, this project argues that such approaches overlook essential experiential, sensory, and emotional dimensions of cycling that determine how infrastructure is perceived, used, and ultimately succeeds or fails.
Through an ethnographic approach combining field observation of cyclist behavior and mental mapping sessions with Richmond cyclists, this study positions people who bike in Richmond as expert knowledge holders. Participant contributions, combined with observations …
Within The Ruin: A Modern Brewery Rebirth, Karim Asarzadeh
Within The Ruin: A Modern Brewery Rebirth, Karim Asarzadeh
Theses and Dissertations
This thesis project focuses on the revitalization of the historic ruins of the James River Steam Brewery in Richmond, Virginia. The project transforms the forgotten industrial structure into a modern brewery with a second-floor restaurant addition and community gathering spaces while preserving the historic masonry ruins. It showcases a holistic design approach that considers all aspects of the building, including its connection to the urban context and landscape, as well as its architecture, interiors, and furniture. The project demonstrates how a holistic design approach can create stronger spatial connections and more cohesive environments. In particular, it offers a strategy for …

From Compliance To Connection: Advancing Authentic Community In Vcu Residence Halls, Sarah M. Ramkey, Keon Nesmith, Carly Croft
Doctor of Education Capstones
This capstone project examines challenges to authentic community building within Virginia Commonwealth University’s Residential Life and Housing (RLH) department. Although the Community Development Model (CDM) was originally designed to foster belonging through structured engagement, it has increasingly been perceived by frontline staff as a compliance-driven checklist rather than a tool to develop community. Using improvement science principles, this case study identifies outdated curriculum, misalignment with student needs, and disconnect between senior leadership and frontline staff as systemic barriers to building authentic community in RLH, including student residence halls.
We used a single-institution case study design. We conducted empathy interviews with …
Southside Greening Plan: Leveraging Community-Based Partnerships To Foster Resilience In Richmond, Virginia, L. Nicole Roemer
Southside Greening Plan: Leveraging Community-Based Partnerships To Foster Resilience In Richmond, Virginia, L. Nicole Roemer
Master of Urban and Regional Planning Capstone Projects
Southside is a frontline community within the City of Richmond that disproportionately experiences urban heat island (UHI) effect and stormwater flooding. Southside residents are vulnerable to climate change and have a low adaptive capacity for resilience, largely because of disinvestment and reduced access to greenspaces. This makes them more vulnerable to heat-related and respiratory illnesses, more likely to experience higher energy bills and less affordable housing, and more likely to be impacted by extreme weather. The city master plan Richmond 300: A Guide to Growth, adopted in 2017 (amended in 2021), acknowledges this context. However, community-based organizations (CBOs) struggle to …
Redeveloping Underutilized Faith-Based Properties For Affordable Housing Through Education And Engagement Strategies, Ananya Joyita
Redeveloping Underutilized Faith-Based Properties For Affordable Housing Through Education And Engagement Strategies, Ananya Joyita
Master of Urban and Regional Planning Capstone Projects
Across the United States, many faith-based institutions are confronting declining attendance, underused property, and growing financial strain while their surrounding communities face severe affordable housing shortages. This plan explores how structured education and engagement strategies can help congregations redevelop underutilized land for affordable housing, using Trinity Episcopal Church in Arlington, Virginia as a pilot site for a model that can be adapted by other churches across the Diocese of Virginia.
Trinity’s 1.2-acre campus along Columbia Pike presents both urgent challenges and strong redevelopment potential. The church operates at a financial deficit, uses only a small portion of its facilities, and …
Turning Local Strength Into Regional Change: An Operational Plan For Capacity Building In Virginia’S Tobacco Region, Ellie Plisko
Turning Local Strength Into Regional Change: An Operational Plan For Capacity Building In Virginia’S Tobacco Region, Ellie Plisko
Master of Urban and Regional Planning Capstone Projects
Virginia's Tobacco Region possesses meaningful community assets including committed local leadership, established social networks, and demonstrated resilience, yet many localities consistently struggle to translate those strengths into high-impact economic development projects. The gap is not one of vision or funding, but of organizational capacity: the ability to develop, manage, and implement complex projects over time.
This capstone plan was developed for the Virginia Tobacco Region Revitalization Commission (TRRC) to address that gap directly. Drawing on semi-structured stakeholder interviews, document and case analysis, and comparative institutional assessment, the research identifies the structural, relational, and process-based conditions that distinguish successful projects from …
Quantifying Parkland: Data-Informed Classification System Recommendations For Chesterfield County, Megan F. Negri
Quantifying Parkland: Data-Informed Classification System Recommendations For Chesterfield County, Megan F. Negri
Master of Urban and Regional Planning Capstone Projects
This plan evaluates and redefines the park classification system for Chesterfield County Department of Parks and Recreation to improve how parks are understood, managed, and planned over time. It responds to limitations in the County's existing acreage-per-capita level of service (LOS) standard, which does not accurately account for park function, provision of amenities, or equitable distribution in relation to population density. Using a comprehensive park inventory and SPSS two-step fixed cluster analysis, the study developed and evaluated three alternative classification models consisting of four, five, and six park categories. Findings indicate that park function is strongly defined by amenity composition …

Building A Culture Of Preparedness: Using Community Emergency Response Teams To Promote Preparedness Behavior, Joseph Faulk
Theses and Dissertations
Communities throughout the nation use the Community Emergency Response Team (CERT) program to supplement the disaster response after hazard events as well as help build a culture of preparedness. Currently, practitioners and academics have limited knowledge about how CERTs promote enhanced preparedness postures. To address that knowledge gap, 20 CERT program managers were interviewed in this study to improve the general understanding of how CERTs contribute to developing a preparedness culture. The results identify program activities, objectives, and measures. In addition, this study introduces the Preparedness Behavior Change Model and collects feedback on its usefulness, which suggests it has a …

In 2023, the Research Institute for Social Equity, an institute of the Virginia Commonwealth University’s L. Douglas Wilder School of Government and Public Affairs, partnered with Resilient Virginia to explore the impact of climate change and degradation due to disasters and environmental hazards on the critical infrastructure in and around historically marginalized and underserved communities in the Richmond and Southside Virginia areas. During the study period, 2023-2025, the research team conducted both primary and secondary research in three Virginia localities: Charles City County, the City of Emporia, and a portion of the City of Richmond. Secondary research included a thorough …

This research and policy brief by the Institute for Collaborative Research and Evaluation and the Metropolitan Educational Research Consortium in partnership with the Boys & Girls Clubs of Metropolitan Richmond focuses on the role of out-of-school time (OST) providers in urban school settings in a post COVID-19 context. It is structured to explore the following questions: 1) What are out-of-school time providers and what role do they play in urban school contexts? 2) What policies guide out-of-school time programming at the federal, state, and division level? 3) How have trends and outcomes related to out-of-school time programming changed relative to …
Riverview Community Park Commoning Plan, Haley B. Keene
Riverview Community Park Commoning Plan, Haley B. Keene
Master of Urban and Regional Planning Capstone Projects
Riverview Community Park began as an illegal DIY skatepark in the Maymont neighborhood of Richmond, Virginia. Now, although it is a city park, it is still entirely managed by volunteer community groups (skateboarders, the neighborhood Civic League, and a community garden) who view the park as a creative, experimental community-led spatial project. Due to a dearth of communication between the three groups, the park has suffered political strife between the groups and a chaotic physical atmosphere. This plan utilizes a commons governance framework and participatory, asset-based community design to usher in a new era of enhanced collaboration, common narratives, and …
Health-Based Urban Design And Planning Interventions; Maximizing Harmony, Vitality, And Wellness In Hopewell, Virginia, Suzanne K. Yeats
Health-Based Urban Design And Planning Interventions; Maximizing Harmony, Vitality, And Wellness In Hopewell, Virginia, Suzanne K. Yeats
Master of Urban and Regional Planning Capstone Projects
Urban planners as practitioners work to create a more progressive future while simultaneously redressing the past. This tension is found in many cities, including the City of Hopewell, Virginia where city planners, managers, economic developers work passionately for positive change. In Hopewell, there has been almost no population growth since 1970 and existing health outcomes are alarming. In every determinant of health category (medical, psychological, or social), this city falls below the state and national average. This health-based urban design and planning intervention capstone challenges the status quo by flipping the paradigm and placing the health of all residents first …

Developing Agrihoods: The Context For Petersburg, Brandon L. Archer
Master of Urban and Regional Planning Capstone Projects
Petersburg has an extensive history of navigating through challenging times. From its inception, African Americans have played an important role in the development of the city, and today that spirit is still present. As evidenced by an extensive network of community support and stakeholders, the Petersburg Youth Farm has matured into a resource for not just the residents of the neighborhood but of the city as a whole. By incorporating some innovative planning techniques and building a housing development truly dedicated to community needs, we can improve lived experiences in the city.
By adopting the recommendations set forth in this …

The city of Burlington is facing a waning issue to stimulate economic growth in neighborhoods in its eastern portion. The Rejuvenate: North Church Street Corridor Plan strives to use equitable development and smart growth strategies to uplift the economic prosperity of the North Church Street corridor. This plan recommends improving pedestrian infrastructure, fostering sustainable development growth patterns, beautifying streetscapes, and increasing social and civic capital. The recommendations proposed collectively work towards re-imagining the American suburban landscape into walkable mixed-use communities.
The Reconstructing Randolph Project, Latoya Gray-Sparks
The Reconstructing Randolph Project, Latoya Gray-Sparks
Master of Urban and Regional Planning Capstone Projects
The Reconstructing Randolph Project is an in-depth historical case study of one of the last thriving and intact Black neighborhoods in Richmond to be disrupted by urban renewal. The case study utilizes a Black geographical lens, historic preservation practices and counter cartography to illuminate the rich history and people who made up the Randolph neighborhood. The plan also outlines policies and strategies that can be implemented to 1) amplify and preserve the history of Randolph and (2) protect long-term Black residents who wish to remain in a city that is quickly changing due to gentrification.

Urban and Regional Studies and Planning Reports
Local climate action and sustainability initiatives are often critiqued for their inattention to issues of equity and justice. In response, an increasing number of cities are now attempting to respond to this critique by making equity a more explicit goal of their climate action plans: Richmond Virginia is among those cities. The City of Richmond's Office of Sustainability committed to prioritizing equity in the RVAGreen 2050 plan by recognizing how Richmond’s history of racism and structural inequalities have exacerbated climate concerns for largely Black and Latinx communities and centering historically marginalized communities of color in the engagement process. Students in …

Richmond Racial Equity Essays: Individual Essays
The author's vision of a racially equitable Richmond is one in which resourced institutions, such as higher education, invest in reparative and equitable practices that respect lived expertise and are built on partnerships. As we rethink our roles and responsibilities, we should invest in reparative and equitable planning practices that include 1) acknowledging structural racism as a societal problem; 2) prioritizing lived expertise; and, 3) building long-term and mutually-beneficial partnerships.

As the first school division in Virginia to implement a division-wide year-round school calendar, Hopewell City Public schools requested assistance in evaluating the impact of their work. In light of the COVID-19 pandemic the division paused implementation, shifting the focus of the study from evaluation to providing recommendations for structural, philosophical, and fiscal changes to the year round calendar initiative and its associated communication plan that would positively impact the long term sustainability of the initiative. The study employed a mixed methods approach including survey and focus group data along with an extensive literature review, and internal document and analysis. …

The purpose of the Stony Point Fashion Park Small Area Plan is to explore the value and future of the Stony Point Fashion Park through the creation of a small area plan. This topic needs to be addressed immediately because malls are facing a sharp decline in economic growth and use. Online shopping brings a competition that malls do not seem to be equipped to address. This drives the research question: how can Stony Point Fashion Park be reimagined to attract business, increase residential growth, and maximize the potential for new services? Malls that continue to flourish differ significantly from …

In 2020 flamboyant fashion is associated with queer performativity. Psychologist Alan Downs and queer theorist madison moore understand this to be a response to a culture that is hostile to sexual behaviour and gender expression that falls outside a rigid binary. I study the history of flamboyant aesthetics and camp sensibilities from an intersectional perspective, and locate designers and artists who have produced clothes in ways that materialize the political implications of fashion. As a studio-based artist, I employ traditional sewing techniques, digital technologies, and performance to create clothes and new media works that demonstrate a circular understanding of time, …
