The Future Of U.S. Higher Education: Equity Implications Of Shifting Immigration Policies, Research Institute For Social Equity Rise

Research Institute for Social Equity

This report examines the impact of U.S. immigration policies on higher education and international students from 2000 to 2025. It traces five major policy eras, from the post- 9/11 security overhaul and Obama-era expansion to the restrictive turns of 2017–2020 and 2025, and analyzes how shifting regulations have influenced enrollment patterns, economic contributions, and student well-being. Despite hosting more than 1.1 million international students in 2023–2024, the U.S. share of the global student market has fallen from 20% to 16%, underscoring how policy volatility and restrictive measures weaken national competitiveness. Drawing on federal data, scholarly research, and institutional reports, this …

Film For Jeanette, Brice Goldberg Jan 2026

Film For Jeanette, Brice Goldberg

Theses and Dissertations

Film for Jeanette is an experimental documentary concerning grief, memory, and what remains of those who have left this physical plane. The film paints the portrait of my late sister, Jeanette Lee Goldberg, who died in a car accident when she was 19. What begins as a memorial becomes a celebration of her life and an exploration into the complexities of her character that led to her death. Jeanette’s story is told through interviews with family members, while the visuals, created with various alternative 16mm film techniques, depict my own journey through the filmmaking process. I was only 3 when …

Journal of Queer and Trans Studies in Education

In recent decades, colleges have broadly supported LGBTQ+ students. Now, institutions have shuttered LGBTQ+ initiatives in response to political pressures, with little consideration for the effects on students. This study answers the question, what current policy factors do LGBTQ+ college students describe as affecting their well-being, and in what ways? We analyzed 426 responses from a multi-institution study of LGBTQ+ students. By and large, students feel anxious and fearful as they navigate the current climate. Our analysis illustrated numerous factors, from the President and his administration to states and general emboldened violence, and the real and potential consequences of those …

Stuck In The Middle?: A Design Project To Support Do Not Qualify (Dnq) And Other Struggling Students At The Elementary Level, Steven T. Hartnett, Kevin M. Parkinson, Whitney M. Wayman

Doctor of Education Capstones

This dissertation in practice is designed to support New Kent County Public Schools, which noticed an increase in students being referred for special education services without a concomitant increase in students being found eligible for such services. Systems mapping revealed a root cause of this discrepancy is that the division lacked a comprehensive intervention plan consistently implemented, and - as a result - some students were referred for special education services not due to the presence of a potential learning disability, but merely for lack of other available options. Using tenets from design thinking and design-based research, the project co-created …

Neoliberalism In Education: Three Studies On The Intersection Of Neoliberalism, Science Of Reading, And Policy, Candace Bechtold Jan 2026

Neoliberalism In Education: Three Studies On The Intersection Of Neoliberalism, Science Of Reading, And Policy, Candace Bechtold

Theses and Dissertations

This dissertation consists of three linking projects that study the intersection of neoliberal ideology, American education policymaking, and the Science of Reading (SOR). I sought to understand how neoliberal mechanisms like standardization and accountability have shaped past and current education policies in the United States. In the first project, I take an historical approach to conceptualize neoliberal ideology to explain how it is manifested in Standards-Based Accountability (SBA) reform and demonstrate how its implications have progressed over time. In the second project, I focus on one state's SOR policy–the Virginia Literacy Act (VLA)– to conduct a discourse analysis of documents …

Family- And Cultural-Level Influences For Latine Adolescent Nicotine Use: A Qualitative Study Informing Prevention, Cindy M. Hernandez Castro Jan 2026

Family- And Cultural-Level Influences For Latine Adolescent Nicotine Use: A Qualitative Study Informing Prevention, Cindy M. Hernandez Castro

Theses and Dissertations

Early tobacco use among Latine adolescents represents a critical public health concern, with 23.8% reporting current use and exceeding rates among other racial/ethnic groups (Birdsey et al., 2023; Gaddy et al., 2022). This early initiation elevates risks for nicotine dependence and related morbidity in adulthood (Tsao et al., 2023). Guided by Structural Ecosystems Theory (Szapocznik & Coatsworth, 1999) and contemporary grounded theory analysis (Braun & Clarke, 2006; Charmaz, 2006; Noble & Mitchell, 2016), this study examined multilevel influences on nicotine-related attitudes among Latine youth, including: (1) familial factors (i.e., parental monitoring, caregiver-youth communication), (2) cultural dynamics (i.e., cultural values and …

The Long Shadow Of The Boys In Blue: Civil War Memory & The Evolution Of Veteran Identity In Twentieth Century Pennsylvania, Alexander L. Barbolish Jan 2026

The Long Shadow Of The Boys In Blue: Civil War Memory & The Evolution Of Veteran Identity In Twentieth Century Pennsylvania, Alexander L. Barbolish

Theses and Dissertations

This thesis presents a case study of the transformation of veteran identity and civic culture in Northeastern Pennsylvania, tracing the profound shifts in the way Americans remembered war, commemorated sacrifice, and defined what it meant to be a veteran, from the turn of the twentieth century to the dawn of World War II. By examining the complex interactions and relationships between three distinct and overlapping generations of veterans—those of the Civil War, the Spanish-American War, and World War I—this study argues that veteran identity was neither static nor monolithic, but was continually renegotiated through commemorative practice, organizational culture, and public …

Americans are curious about each other, despite the shouting matches, polarizing news and political ads made to outrage. When given the chance to find out what their fellow citizens think, most people take it. Traditional polling formats, including the industry's routine charts, percentages, findings and crosstabs, report what the public …

Characterization Of Growth, Motility And C-Di-Gmp In Selenomonas Sputigena Atcc 35185, Margaret E J Stiker Jan 2026

Characterization Of Growth, Motility And C-Di-Gmp In Selenomonas Sputigena Atcc 35185, Margaret E J Stiker

Theses and Dissertations

Selenomonas sputigena is an obligate anaerobic, Gram-negative pathobiont that transitions from a low-abundance commensal bacteria to a structural component in dysbiotic oral biofilms associated with early childhood caries and periodontitis. Analysis of S. sputigena ATCC 35185 cultures optimized in TYGVS media revealed robust growth, characteristic crescent morphology with flagellar tuft motility, and strong monospecies biofilm formation comparable to Streptococcus mutans via crystal violet assays.

ELISA quantification demonstrated significantly elevated c-di-GMP levels in sessile biofilm fractions relative to motile planktonic cells (p=0.0009), establishing the secondary messenger’s correlation with the motile-sessile lifestyle switch. Recombinant expression and purification yielded PilZ-domain effector proteins, Selsp_1666 …

Re-Sense, Nneoma Njoku Jan 2026

Re-Sense, Nneoma Njoku

Theses and Dissertations

Re-Sense examines artist’s books as perceptual tools capable of reshaping how readers encounter history, memory, and archival absence. Beginning with the idea that books teach us how to know and how to see, the text argues that conventional book structures often reinforce Western knowledge systems through overemphasis of linearity, coherence, and containment. In contrast, artist’s books' experimental structures support novel modes of knowing and relation to ourselves and the world of humans and non-humans. The author describes this process of exhuming perception from Western constraints as re-sensing.

Through re-sensing, the historical past becomes less like a fixed record and more …

Musings Of A Dyke: Reimagining A Lesbian Past To Support A Lesbian Future, Tori Mitchell Jan 2026

Musings Of A Dyke: Reimagining A Lesbian Past To Support A Lesbian Future, Tori Mitchell

Theses and Dissertations

This thesis interrogates the heterosexist bias inherent in historical narratives by recontextualizing myth, biblical accounts, folklore, and art history through a dedicated lesbian lens. Utilizing oil painting as my primary medium,  I construct a metafictional world–a pseudo-historical space where the foundational assumption is that every figure is a lesbian until proven otherwise. This inversion serves as a direct counter-narrative to the default lens of cis heteronormativity typically applied to the past. Within this world, I “lesbianize” the traditional icons of Western culture: the heroes, the symbols, and the deities.

My practice navigates the tension between reinvention and extinction, viewing both …

In Search Of The Soul Of Creativity: Authorship, Agency, And Meaning In Refractive Collaboration With Generative Ai, Fatima Nazir Jan 2026

In Search Of The Soul Of Creativity: Authorship, Agency, And Meaning In Refractive Collaboration With Generative Ai, Fatima Nazir

Theses and Dissertations

When images can be generated in seconds, what remains uniquely human in the act of creation? In Search of the Soul of Creativity: Authorship, Agency, and Meaning in Refractive Collaboration with Generative AI investigates where authorship, agency, and meaning reside within design practices mediated by generative AI. Rather than using AI to produce predictable results, this research deliberately relinquishes control to observe how generative systems interpret language through their own learned associations. Through a practice-led investigation across four generative models within the Higgsfield platform, user prompts were progressively shortened from full sentences to single words, revealing recurring patterns and cultural …

The Ethereal Being That Is Me, And Maybe You, Hwiy Chang Jan 2026

The Ethereal Being That Is Me, And Maybe You, Hwiy Chang

Theses and Dissertations

The Ethereal Being That Is Me, and Maybe You is a 23-minute video collection of short stories accompanied by an installation at the Institute for Contemporary Art at Virginia Commonwealth University. This thesis explores the work’s creation as a visual and narrative meditation on self-transformation, drawing from personal experiences in therapy and philosophical texts including Carl Jung’s concept of the unconscious. The paper examines how each story represents a distinct stage of transformation—from recognizing patterns to confronting setbacks to reshaping internal dialogue—and how watercolor’s fluid, unpredictable nature serves as a visual metaphor for the process of change. The installation component …

Follow The Cyclists: Everyday Navigation Of Richmond's Bike Infrastructure, Emily E. Schreer Jan 2026

Follow The Cyclists: Everyday Navigation Of Richmond's Bike Infrastructure, Emily E. Schreer

Theses and Dissertations

This thesis explores the embodied experience of cycling in Richmond, emphasizing the importance of centering firsthand, lived experience in cycling research and urban planning. While traditional transportation planning can often myopically prioritize efficiency and safety metrics to evaluate infrastructure, this project argues that such approaches overlook essential experiential, sensory, and emotional dimensions of cycling that determine how infrastructure is perceived, used, and ultimately succeeds or fails.

Through an ethnographic approach combining field observation of cyclist behavior and mental mapping sessions with Richmond cyclists, this study positions people who bike in Richmond as expert knowledge holders. Participant contributions, combined with observations …

Pingbongbilladingdong: Abjection And Comedy In Art, Leroy A. Winter Jan 2026

Pingbongbilladingdong: Abjection And Comedy In Art, Leroy A. Winter

Theses and Dissertations

As of late, my work has dealt with themes of collapse and comedy, pertaining specifically to faded ideals of individualism in art. My thesis installation, titled Pingbongbilladingdong, is a testament to this tension, portraying a reconstruction of the disheveled chaos of the artist’s studio. In this paper, I use this installation as a means to further explore the ways that abjection and comedy intersect in art, and how myself and others repurpose the faded glamor of Ab-Ex as a means to probe this overlap. Serving as an allegory for my experience with the studio, Pingbongbilladingdong presents an image of the …

In-Between Echoes, Jiayi Liang Jan 2026

In-Between Echoes, Jiayi Liang

Theses and Dissertations

In this dissertation, I explore memory, diaspora, labor, and intergenerational trauma through constructed photography and experimental film. Informed by Homi K. Bhabha’s concept of the Third Space, I examine how identity is shaped through displacement, cultural negotiation, and inherited memory. Drawing from my relationship with my grandmother and my experience as a Chinese woman living in diaspora, I consider labor as both survival and care, tracing how domestic gestures and emotional structures continue across generations. Through collage, reconstruction, and animation, I rework fragments of family archives, colonial landscape imagery, and personal photographs to address grief, racialized perception, belonging, and the …

From Compliance To Connection: Advancing Authentic Community In Vcu Residence Halls, Sarah M. Ramkey, Keon Nesmith, Carly Croft Jan 2026

From Compliance To Connection: Advancing Authentic Community In Vcu Residence Halls, Sarah M. Ramkey, Keon Nesmith, Carly Croft

Doctor of Education Capstones

This capstone project examines challenges to authentic community building within Virginia Commonwealth University’s Residential Life and Housing (RLH) department. Although the Community Development Model (CDM) was originally designed to foster belonging through structured engagement, it has increasingly been perceived by frontline staff as a compliance-driven checklist rather than a tool to develop community. Using improvement science principles, this case study identifies outdated curriculum, misalignment with student needs, and disconnect between senior leadership and frontline staff as systemic barriers to building authentic community in RLH, including student residence halls.

We used a single-institution case study design. We conducted empathy interviews with …

An Ecological Systems Perspective On Chronic Absenteeism: The Role Of Family Engagement In Virginia Secondary Education, Jenna Conlee, Joel W. Fravel, Bryan M. Hannun, Imani K. Hinson, Erika R. Napolitano

Doctor of Education Capstones

Chronic absenteeism has emerged as a significant challenge for schools across the United States, particularly following disruptions associated with the COVID-19 global pandemic. This capstone project examined how school leaders in Virginia understood and navigated the relationship between family engagement and chronic absenteeism. Guided by Bronfenbrenner’s ecological systems theory, the study addressed two research questions focused on identifying family engagement practices perceived as effective in improving attendance and examining the barriers schools encountered when engaging families to address chronic absenteeism. Data were collected through nine semistructured interviews with school leaders and observations of two high school attendance team meetings. Using …

Understanding Student Non-Use Of Vcu's Cabell Library Through Ecological Systems Theory: A Mixed-Methods Study, Tracy D. Booker, Ethan L. Carter, Joshua C.J. Lockhart, Margaret E. Mcdearmon, Jessica S. Watson

Doctor of Education Capstones

This study examined undergraduate students’ non-use of physical spaces and services within Cabell Library at a large, urban public university. While academic libraries are widely associated with student success, patterns of engagement remain uneven, with a subset of students not utilizing these resources at all. This study sought to understand which students do not use the library and why, with particular attention to identifying systemic barriers and opportunities to improve equitable access and engagement. Grounded in Ecological Systems Theory and informed by improvement science, the study employed a mixed-methods research design to capture both patterns of behavior and lived experiences. …

Redeveloping Underutilized Faith-Based Properties For Affordable Housing Through Education And Engagement Strategies, Ananya Joyita Jan 2026

Redeveloping Underutilized Faith-Based Properties For Affordable Housing Through Education And Engagement Strategies, Ananya Joyita

Master of Urban and Regional Planning Capstone Projects

Across the United States, many faith-based institutions are confronting declining attendance, underused property, and growing financial strain while their surrounding communities face severe affordable housing shortages. This plan explores how structured education and engagement strategies can help congregations redevelop underutilized land for affordable housing, using Trinity Episcopal Church in Arlington, Virginia as a pilot site for a model that can be adapted by other churches across the Diocese of Virginia.

Trinity’s 1.2-acre campus along Columbia Pike presents both urgent challenges and strong redevelopment potential. The church operates at a financial deficit, uses only a small portion of its facilities, and …

Quantifying Parkland: Data-Informed Classification System Recommendations For Chesterfield County, Megan F. Negri Jan 2026

Quantifying Parkland: Data-Informed Classification System Recommendations For Chesterfield County, Megan F. Negri

Master of Urban and Regional Planning Capstone Projects

This plan evaluates and redefines the park classification system for Chesterfield County Department of Parks and Recreation to improve how parks are understood, managed, and planned over time. It responds to limitations in the County's existing acreage-per-capita level of service (LOS) standard, which does not accurately account for park function, provision of amenities, or equitable distribution in relation to population density. Using a comprehensive park inventory and SPSS two-step fixed cluster analysis, the study developed and evaluated three alternative classification models consisting of four, five, and six park categories. Findings indicate that park function is strongly defined by amenity composition …
