The purpose of this technical reference is to provide information on the characteristics of springs in the Western U.S. and to identify techniques for managing spring habitats that will allow use, maintain biological integrity, and rehabilitate or restore degraded habitats. Spring management goals are outlined and methods for prioritizing management actions are discussed.

This document constitutes the Record of Decision (ROD) of the Department of the Interior, regarding the preferred alternative for Colorado River Interim Surplus Guidelines (Guidelines). The Secretary of the Interior (Secretary) is vested with the responsibility of managing the mainstream waters of the lower Colorado River pursuant to federal law. This responsibility is carried out consistent with applicable federal law. Reclamation, as the agency that is designated to act on the Secretary’s behalf with respect to these matters, is the lead Federal agency for the purposes of National Environmental Policy Act (NEPA) compliance for the development and implementation of the …

The ecosystems of the west are adapted to a long history of wildland fires that varied in frequency and severity. Over the last 100 years or more, though, fire suppression efforts, human settlement patterns and other land use practices have changed the composition and structure of the forests and grasslands of the West. Where once we typically had periodic low-intensity fires of low severity, we now experience damaging fires that can be both intense and severe. Severe fires can substantially affect the environment. Economic Principles Of Sustainable Fisheries Management, Keith R. Criddle

Economic prescriptions for the sustainable management of fisheries have typically been framed in the context of commercial fisheries. Fishery management failures have been characterized as a consequence of disjointedness between individually rational decisions and globally sensible outcomes-the "tragedy of the commons." The solutions proposed by economists flow from the insight that rational self-interest can lead to socially beneficial outcomes when ownership is secure and prices reflect the opportunity cost of resource use. Theoretical and empirical analyses have demonstrated that sole ownership, individual quotas, territorial use rights, fishing cooperatives, and common property management regimes can promote biologically and economically sustainable fisheries. …

Scholars in folklore and anthropology are more directly involved in various aspects of medicine—such as medical education, clinical pastoral care, and negotiation of transcultural issues—than ever before. Old models of investigation that artificially isolated "folk medicine," "complementary and alternative medicine," and "biomedicine" as mutually exclusive have proven too limited in exploring the real-life complexities of health belief systems as they observably exist and are applied by contemporary Americans. Electronic Structure And Bonding In Metal Phthalocyanines, Metal=Fe, Co, Ni, Cu, Zn, Mg, M.-S. Liao, Steve Scheiner

Electronic structure and bonding in metal phthalocyanines (Metal=Fe, Co, Ni, Cu, Zn, Mg) is investigated in detail using a density functional method. The metal atoms are strongly bound to the phthalocyanine ring in each case, by as much as 10 eV. The calculated orbital energy levels and relative total energies of these D4h structures indicate that Fe and Co phthalocyanines have 3A2g and 2Eg ground states, respectively, but that these states are changed upon interaction with strong-field axial ligands. The valence electronic structures of Fe and Co phthalocyanines differ significantly from those of …

Humans assign four types of meanings to aspen landscapes: (1) instrumen- tal meanings dealing with the attainment of a goal—such as production of pulp or provision of recreation opportunities; (2) aesthetic meanings; (3) cultural/symbolic meanings dealing with spiritual and social attachments to landscapes; and (4) individual/expressive meanings derived out of interactions with aspen landscapes at the personal level. The amount of knowledge available for each meaning varies, with most knowledge developed for instrumental meanings. Management of aspen occurs within a dynamic social and political context, with greater emphasis being placed on the latter two meanings, but without the empirical, positivist …

Nutrients can load directly to either the epilimnion or metalimnion of lakes via either differential inflow depths of tributaries or intentional fertilization of discrete strata. We evaluated the differential effects of epilimnetic versus metalimnetic nutrient loading using 17-m-deep mesocosms that extended into the deep chlorophyll layer of oligotrophic Pettit Lake in the Sawtooth Mountains of Idaho. Addition of nitrogen plus phosphorus stimulated primary production nearly identically (2.4- to 4-fold on different dates) in both treatments, with the production peaks occurring in the strata where nutrients were added. The metalimnetic fertilization, however, resulted in equal or greater stimulation of chlorophyll a …
