One of the fundamental needs of elementary school children is to develop their motor systems by means of physical activities adequately suited to their representative age groups. In so doing, opportunities are provided for sociological and psychological requirements essential in developing a healthy, confident individual capable and willing to accept social and family obligations and responsibilities. This infers that an essential function of the school is to provide appropriate areas, facilities, and equipment for such activities. During the last 10 years, much emphasis has been placed on the importance of breakfast for people of all ages. Nutritionists have pointed out that persons who eat a hearty breakfast show fewer signs of mid-morning fatigue, have or develop better work habits, and do not get as hungry as those who eat little or no breakfast.

The a priori basis on which this discussion rests is that individual human freedom is desirable. The defense of this thesis is not extensive nor profound-it is rather elementary and personal. There is a further assumption, for which limited historical argument is made, that freedom, the sine qua non of political life, is best achieved and cherished in the atmosphere of parliamentary democracy. There is recognition that such freedom is limited and controlled, but there is full acceptance that in degree it does and should exist.

Union High School is located in Roosevelt, Utah, on the Uintah and Duchesne county line.
Students come to Union High School from an area of approximately 30 miles radius around Roosevelt. Included in this area is the Ouray and Uintah Indian reservation.
There are approximately 125 full-blood and mixed-blood Indians who should be attending Union High School. The greater majority of these students live on the reservation named above.
Since 1951, when the majority of the Ute Indian students were transferred from the Indian school, there has been a closer association of full-blood Indian, mixed-blood Indian, and white students. With …

Often expressed claims which amounted to a general belief among many of the administrators of the schools of Carbon County were the stimulus for this study. The claims generally expressed were that the Mexican-Indian students of the schools did not have as good ability, did not achieve as well, were poorer attenders, caused a larger amount of difficulty and delinquency and did not adjust to the school society as well proportionately as their co-students of other nationalities.
