Watershed Sciences Faculty Publications
This white paper summarizes how the Utah Division of Water Rights (WRi) administers water rights through the coordinated processes of water distribution and accounting. Water distribution involves apportioning divertible flow in river systems by adjusting diversions and reservoir storage. To account for and distribute water effectively, WRi must first determine the amount of water available for diversion each day, then prioritize water rights when water supply is insufficient to satisfy all demands. WRi has developed specialized tools and models to support this process.

Flexible containment materials are essential for repeated planting cycles in the Utah Reusable Root Module (URRM), a zero-discharge system developed for space-based crop production. In previous trials, a vinyl top cover provided effective evaporative control and media retention but could not meet flight certification. To identify a suitable alternative, this study evaluated food-safe, flight-qualifiable silicone rubber sheets as an impermeable top cover for a wedge-based seeding system. The silicone rubber was tested at three thicknesses (1/32", 2/32", and 3/32") in combination with three linear fringe lengths (1.0", 1.5", and 2.0") and two fringe widths (0.25" and 0.5") and compared with …

The Utah Reusable Root Module (URRM) is a zero-discharge plant-growth system designed for microgravity. We evaluated its performance across four consecutive ground-based crop cycles with mizuna (Brassica rapa var. nipposinica), dwarf ‘Rejina Red’ tomato (Solanum lycopersicum), and ‘Outredgeous’ lettuce (Lactuca sativa). Five root modules (RMs) used distinct top-cover/containment designs with peatmoss medium. Growth conditions were 23–28 °C, 16/8 h photoperiod, PPFD ≈ 800 µmol m⁻² s⁻¹, RH ~ 50– 60%, and air velocity ~ 0.8 m s⁻¹. Sustaining Community Health Through Impactful Snap-Ed Initiatives In Utah, Lacee Jimenez, Kristi Strongo, Lea Palmer, Lendel K. Narine, Heidi Leblanc
Outcomes and Impact Quarterly
Create Better Health (CBH), Utah’s SNAP-Ed program, addresses food insecurity and chronic disease prevention through nutrition education, policy, systems, and environmental (PSE) initiatives, and social media marketing. From 2024 to 2025, CBH reached over 13,500 Utahns through direct education and 81,000 through community interventions. Evaluation results showed significant improvements in nutrition behaviors, including increased fruit and vegetable intake, food resource management, and label use. Follow-up surveys showed sustained behavior change. CBH’s comprehensive approach demonstrates measurable public health impact and points to the importance of continued investment in nutrition education and food access programs to build healthier, food-secure communities.

Crystallization behavior of three edible fats: interesterified soybean oil (IESBO), interesterified palm olein (IEPO), and fully hydrogenated palm kernel oil (FHPKO) were explored to understand how this process is affected by different factors. The study focused on how the chemical composition of these fats affects their behavior like how much time they require to be crystallized at a certain temperature. By using different scientific methods, how quickly each fat began to crystallize and how much energy it took to start the process was measured. This thesis presents a qualitative case study of public engagement in the Wellsville Trails and Active Transportation Plan, developed in Wellsville, Utah—a small municipality with limited staff and resources. Drawing from planning literature on effective community participation, the study evaluates outreach strategies based on their reach, feasibility, and replicability. Outreach strategies in the plan’s development included surveys, stakeholder meetings, a public open house, digital tools, and informal conversations. While early outreach efforts, such as the interest survey and personal invitations, generated meaningful input, the process fell short in sustaining engagement, reaching underrepresented groups, and maintaining consistent communication. Utah State University Extension conducted a needs assessment in the Tri-County area of Utah, encompassing Uintah, Duchesne, and Daggett Counties, to identify key community priorities. Using a three-phased approach, the assessment identified mental health, strengthening relationships, and financial literacy as top concerns. These findings will inform resource allocation to Extension programming to address the region’s most urgent needs.

The Utah State University Extension TriCounty Vaccine Improvement Program addressed low rural vaccination rates across a three-county area through bilingual social media campaigns, health fairs, training in motivational interviewing, and neuromarketing. Evaluation results showed improved skills, broad community reach, and positive participant feedback, demonstrating a replicable model to reduce vaccine hesitancy and strengthen rural health systems.

Youth mental health and teen suicide prevention are among the highest needs in Utah communities. The Teens Lifting Teens (TLT) pilot program seeks to equip Youth Councils with resources and education through training, near-peer mentoring, and service-learning opportunities to build protective factors among teens. Evaluation results showed that TLT youth exposure to near-peer mentoring and service-learning opportunities positively impacted their lives.

This dissertation investigates the dynamics, predictability, and impacts of multi-year La Niña events. Multi-year La Niña events are referred to as extended periods of unusually cooler tropical Pacific that persist for two or more consecutive winters. These prolonged events can increase the risk of natural hazards such as droughts, floods, and heatwaves in the western US and around the world. Despite their worldwide significance, questions remain about the mechanisms driving their initiation, their predictability, and regional hydroclimate impacts.

Tamsyn Muir, author of The Locked Tomb, says she thinks of Biblical allusions in the same way she thinks of alluding to digital folklore. This research paper investigates the veracity of this claim, using the dual lenses of literary analysis and digital folklore studies to ultimately conclude that the broad range of intertextual references in The Locked Tomb exemplifies a broader strategy of ambivalence (e.g., in her tone) that disrupts the readerly experience. The current study combines two narrative-based methods to understand how AMAB non-binary people experience sexual objectification. Sexual objectification is the process of being treated as an object instead of as a whole person while also being sexualized. Individual people can sexually objectify others (i.e., catcalling, asking “What gender are you really?”, repeatedly asking female people about when they’re giving birth); institutions and systems can also objectify people (i.e., listing sex on driver’s licenses instead of gender; providing binary bathrooms, sports teams, and schooling; labeling female reproductive care “women’s health”).

Dual Language Immersion programs help students become fluent in two languages while achieving academic success. Originally designed to support students who speak languages other than English at home, these programs have grown rapidly across Utah and the U.S. However, they increasingly serve white, English-speaking families seeking enrichment opportunities, while multilingual students who could benefit most remain underrepresented.
This study examined recruitment and admissions policies in two Utah school districts’ dual language programs. By comparing policy documents, analyzing enrollment data, and interviewing district staff, school leaders, and parents, the research revealed significant implementation differences despite identical statewide program requirements.

Wastewater treatment systems are increasingly challenged by a complex mix of pollutants including excess nutrients, organic dyes, and persistent chemicals like per- and polyfluoroalkyl substances (PFAS). Conventional treatment technologies often struggle to effectively and affordably remove these contaminants. This study explores the use of two diatom species, Phaeodactylum tricornutum and Navicula cryptocephala var. veneta, both single-celled microalgae with silica-based cell walls, as an environmentally sustainable approach to tertiary wastewater treatment. Diatoms offer dual functionality through surface adsorption properties and metabolic flexibilities, making them promising candidates for integrated treatment strategies.

Iron deficiency has remained a global issue even in developed countries despite food fortification and increased nutritional literacy, biological women of child baring age are at particular risk due to menstruation and reduced dietary intake of iron containing foods compared to men. Modern small spacecraft rely on powerful yet efficient onboard compute devices to process data from sensors in real-time due to tight power and volume constraints. This work explores a new compute device system built from PolarFire Field-Programmable Gate Arrays (FPGAs), which are power-efficient, reprogrammable chips well-suited for space applications. The system connects via a central controller FPGA with one or multiple companion processing FPGAs, allowing sensor data to be quickly received and shared across the network. Consumer expectations govern what is acceptable when it comes to the flavor, texture, and color of the cheese. These quality attributes of cheese are all influenced by the pH of the cheese which is in turn controlled by the acid production of the starter lactic acid bacteria (SLAB) used to make cheese. Whatever the final pH of the cheese is, is what determines the quality of the cheese. Unfortunately, there are some Cheddar cheese manufacturers that have observed pH variation during the early aging of their cheeses. The article examines the technological changeover from analog to born digital design records in the mid-1990s, and is a case study in how one San Francisco Bay Area landscape architecture firm navigated the paradigm shift. The firm retained extensive documentation of the project management/construction administration for large scale projects, and this case study shows how archivists can utilize the analog documentation (like faxes and printed emails) to gain a greater understanding of how design firms began using Computer Aided Drafting and how CAD changed design and the process of archiving.

This study provides insights of using Large Language Models (LLMs) for deductive coding tasks in market research. Deductive coding, which applies predefined codes to text, often demands consistency rather than interpretive nuance.
We compare five closed-weight LLMs with a group of human coders in tagging instances of “Expansive Framing” across qualitative excerpts, using Fleiss’ Kappa, ANOVA, and Estimated Marginal Means. Results reveal that LLMs exhibit higher consistency and faster processing than humans. These findings suggest that integrating LLMs can improve efficiency, making them an attractive asset for firms managing large datasets.

The purpose of this study was to explore the communication choices of caregivers of deaf or hard of hearing (DHH) children. Specifically, we explored what communication options caregivers were presented with, identify what factors impacted a caregiver’s decision to pursue spoken language, and identify what barriers exist to learning sign language. We conducted semi-structured interviews with 20 caregivers of DHH children who had decision making power at the time of their child’s diagnosis. The aim of this study was to increase understanding of evaluation practices used when determining special education eligibility for preschoolers who are deaf/hard of hearing (DHH) using listening and spoken language (LSL), particularly during the early intervention to preschool transition. Specifically, we explored alignment of school-based practices with recommended practices from the National Association of State Directors of Special Education (NASDSE, 2018). Objectives. To assess how race/ethnicity and social determinants of health are related to loss to follow-up (LTF) from NJ’s Early Hearing Detection and Intervention (EHDI) program.
Methods. All infants born in NJ between June 2015 and June 2017 referring for additional hearing healthcare after hospital discharge were considered for inclusion in this study. The sample consisted of 4,141 babies, 10.7% of which received no follow-up care. Step-wise multi-level logistic regression was used to determine how race/ethnicity, family-level, and community-level social determinants of health (SDOH) were predictive of LTF.

This study experimentally investigates the effects of prolonged radiation exposure on mechanical properties of high-strength, highly crystalline polyethylene (PE)/thermally reduced graphene oxide (TrGO) nanocomposite films for space applications. Prior to irradiation, PE/TrGO films were found to have tensile strengths up to ~4 GPa, more than 40 times that of conventional space-deployed membrane films (e.g., those used in solar sails) and over 59× the specific tensile strength. The PE/TrGO films were subjected to three radiation conditions to simulate space environmental conditions: 90Sr beta radiation (0.2 to 2.5 MeV), 80 keV electron beam irradiation, and 4.9 eV ultraviolet (254 nm) exposure. …
