Mexican Americans make up the largest minority in Idaho, yet they seemingly live in a different world from the dominant Anglo population, and because of pervasive stereotypes and exclusive policies, their participation in the community's social, economic, and political life is continually impeded.
This unique ethnographic study of a small Idaho community with a large Hispanic population examines many dimensions of the impact race relations have on everyday life for rural Mexican Americans.

Economic Research Institute Study Papers
The welfare economic concept of fairness offers an attractive, axiomatic foundation for the popular notion of stewardship. Fairness emphasizes the ex ante equal standing of all persons, across and within generations. This highlights the inextricability of poverty alleviation and environmental sustainability, especially in the agrarian tropics where biodiversity loss, deforestation, and desertification are growing global concerns.

Specimens of three Pd-Cu-Ga dental alloys cast five years ago and subsequently stored at room temperature were reexamined and observed to have lower amounts of the eutectic constituents in the near-surface region than originally present, along with other microstructural changes. This previously unreported room temperature aging behavior of these alloys is attributed to the presence of high-diffusivity paths in the non-equilibrium ascast eutectic structures and to the essential role of the surface for the vacancy diffusion mechanism. These results may have important clinical significance for the ill vivo corrosion resistance and long-term biocompatibility of the Pd-Cu-Ga alloys.

The biomaterials used in the manufacture of implanted prosthetic devices profoundly impair the host's ability to opsonise and phagocytose invading microbes. As a result, while these devices generally provide effective relief from painful, crippling and life-threatening disorders, they can also induce vulnerability to infection in the recipients. The surfaces of the implants are susceptible to colonisation by microbial biofilms. The cells in the biofilm.s are further protected against opsonophagocytosis and are also resistant to antibacterials. Device associated infections thus tend to be refractile to antibiotic therapy and in many cases the device has to be removed before the infection will …

Colonization of urinary catheters by bacteria which produce urease leads to an increase in urine pH, followed by deposition of the minerals struvite and hydroxyapatite. Adhesion of these encrusting deposits can be reduced, but not prevented, by using catheters with a smooth surface finish. Chemical methods for preventing encrustation are not completely satisfactory. A better way of preventing encrustation would be to prevent colonization of the catheter by bacteria. This might be achieved by controlled release of antimicrobial agents directly into the urine from the catheter itself. Preliminary experiments have demonstrated the feasibility of controlled release from solid silicone. However, …

The U.S. Department of Energy (DOE) is engaged in two related decisionmaking processes concerning: (1) the transportation, receipt, processing, and storage of spent nuclear fuel (SNF) at the DOE Idaho National Engineering Laboratory (INEL) which will focus on the next 10 years; and (2) programmatic decisions on future spent nuclear fuel management which will emphasize the next 40 years. The methods used to perform the analyses in the environmental impact statement have been refined in the time since the environmental assessment was prepared. This occurred partly because of the larger number of naval spent nuclear fuel assemblies analyzed and the wider scope of sites and methods of storage to be evaluated, and partly because additional time was available to implement the refinements. This appendix describes the alternatives which have been evaluated for the examination and storage of spent nuclear fuel from U. S. naval nuclear shipboard and prototype reactors. The spent fuel is removed during reactor refuelings and defuelings at naval and commercial shipyards and at the prototype sites. The alternatives include a range of options for managing naval spent fuel through the year 2035. The options for spent fuel examination include ceasing all examinations, examining a limited amount of fuel at a naval shipyard, and performing a full range of examinations at the current facility (Idaho National Engineering Laboratory) or at …

The U.S. Department of Energy (DOE) is currently deciding the direction of its environmental restoration and waste management programs at the Idaho National Engineering Laboratory (INEL) for the next 10 years. Pertinent to this decision is establishing policies for the environmentally sensitive and safe transport, storage, and management of spent nuclear fuels (SNF). To develop these policies, it is necessary to revisit or examine the available options. A hydrogel with a high water content was assessed in vitro and in vivo as a possible vitreous substitute. From a large series of polymers produced by the aqueous polymerization of methyl acrylamidoglycolate methyl ether (MAGME), a gel synthesized in 80% water was selected for an animal study. The gel was injected intravitreally into rabbit eyes and followed clinically by ophthalmoscopy, tonometry, and fundus photography. The gel was clinically well tolerated, but after 6 months ophthalmoscopy revealed progressive pallor of the optic nerve head. The eyes were enucleated one year after injection of polymer. Low-temperature isotropic pyrolytic carbon (LTIC) is the preferred material for mechanical heart valve prosthetics due to its durability and good thromboresistance, although thromboembolic complications remain a significant clinical problem. LTlC morphology has been previously studied using scanning (SEM) and transmission electron microscopy (TEM), and scanning tunneling microscopy (STM). However, these microscopies have limitations with imaging rough surfaces. In this study, LTIC valve leaflets from CarboMedics, Inc. and St. Jude Medical, Inc. were prepared and polished exactly as used in clinical prosthetics, and examined at magnifications up to macromolecular resolution using stereo-pair low-voltage SEM (LV -SEM). As a contribution to the Interior Columbia Basin Ecosystem Management Project, this report provides an introduction to current American Indian interests in the northern intermontane region of western North America and assesses the prospects of tribes pursuing those interests into the 21st century. This Appendix B to Volume 1 considers the impacts on the INEL environment of the implementation of various DOE-wide spent nuclear fuel management alternatives. The Naval Nuclear Propulsion Program, which is a joint Navy/DOE program, is responsible for spent naval nuclear fuel examiniation at the INEL. For this appendix, naval fuel that has been examined at the Naval Reactors Facility and turned over to DOE for storage is termed naval-type fuel. Per U.S. Environmental Protection Agency's guidance, each contaminant was categorized as carcinogenic or noncarcinogenic. Exposures to contaminants were then evaluated for potential health effects. The method used was dependent on whether the exposure was to the public or to a worker and whether the contaminant was classified as a carcinogen or a noncarcinogen. Health effects were reported separately and were not summed where distinctly different types of effects were reported for chemical exposures (that is, carcinogenic and noncarcinogenic).

This Environmental Assessment (EA) was prepared to evaluate and disclose potential environmental impacts associated with the Bravo field development proposed by BTA Oil Producers and its partners (BTA) in Sweetwater County, Wyoming. BTA has tested and confirmed the existence of substantial quantities of natural gas on Federal oil and gas leases within its Bravo Unit and on adjacent lands (hereafter referred to as the "development area").
