Along Navajo Trails: Recollections Of A Trader, 1898-1948, Will Evans
Along Navajo Trails: Recollections Of A Trader, 1898-1948, Will Evans
All USU Press Publications
Will Evans's writings should find a special niche in the small but significant body of literature from and about traders to the Navajos. Evans was the proprietor of the Shiprock Trading Company. Probably more than most of his fellow traders, he had a strong interest in Navajo culture. The effort he made to record and share what he learned certainly was unusual. He published in the Farmington and New Mexico newspapers and other periodicals, compiling many of his pieces into a book manuscript. His subjects were Navajos he knew and traded with, their stories of historic events such as the …

Poets On Place, W. T. Pfefferle
All USU Press Publications
Out to see America and satisfy his travel bug, W. T. Pfefferle resigned from his position as director of the writing program at Johns Hopkins University and hit the road to interview sixty-two poets about the significance of place in their work. The lively conversations that resulted may surprise with the potential meanings of a seemingly simple concept. This gathering of voices and ideas is illustrated with photo and word portraits from the road and represented with suitable poems.
The poets are James Harms, David Citino, Martha Collins, Linda Gregerson, Richard Tillinghast, Orlando Ricardo Menes, Mark Strand, Karen Volkman, Lisa …

The Outcomes Book: Debate And Consensus After The Wpa Outcomes Statement, Susanmarie Harrington, Keith Rhodes, Ruth Fischer, Rita Malenczyk
All USU Press Publications
The WPA Outcomes Statement represents a working consensus among composition scholars about what college students should learn and do in a composition program. But as a single-page document, the statement cannot convey the kind of reflective process that a writing program must undertake to address the learning outcomes described. The Outcomes Book relates the fuller process by exploring the matrix of concerns that surrounded the developing statement itself, and by presenting the experience of many who have since employed it in their own settings. For departments, programs, and individuals, this collection levers the Outcomes Statement in all its simplicity and …

Risk-Cost-Benefit Analysis Of Atrazine In Drinking Water From Agricultural Activities And Policy Implications, Aklilu A. Tesfamichael, Arthur J. Caplan, Jagath J. Kaluarachchi

This study provides an improved methodology for investigating the trade‐offs between the health risks and economic benefits of using atrazine in the agricultural sector by incorporating public attitude to pesticide management in the analysis. Regression models are developed to predict finished water atrazine concentration in high‐risk community water supplies in the United States. The predicted finished water atrazine concentrations are then used in a health risk assessment. The computed health risks are compared with the total economic surplus in the U.S. corn market for different atrazine application rates using estimated demand and supply functions developed in this work. Analysis of …
Industrial Evolution In Response To Changes In The Demand For Traceability And Assurance: A Case Study Of Chilean Salmon Aquaculture, Tyler K. Olson, Keith Criddle
Industrial Evolution In Response To Changes In The Demand For Traceability And Assurance: A Case Study Of Chilean Salmon Aquaculture, Tyler K. Olson, Keith Criddle
Economic Research Institute Study Papers
The structure and organization of industries evolves over time in response to changes in the price and availability of inputs, changes in the demand for outputs and output attributes, and changes in technology. The growing demand for traceability and assurance is a change in the demand for credence attributes. Firms that are able to organize to provide traceability and assurance at low cost will, ceteris paribus, have an advantage. In recent years, many segments of the food and agribusiness industry have become more concentrated through horizontal or vertical integration within firms or within associations of firms (cooperatives). This paper explores …

Valuing Environmental Changes In The Presence Of Risk: An Update And Discussion Of Some Empirical Issues, W. Douglass Shaw, Mary Riddel, Paul M. Jakus
Economic Research Institute Study Papers
The theory of ex -ante welfare measures is well establlished and has been addressed extensively in papers relating to the valuation of environmental resources when environmental variables have a random component. However, there have been many new developments in incorporating risks and uncertainty into economic models, and perhaps more importantly, there seems to be remaining confusion as to how to empirically implement such models. To date, a variety of estimation techniques have been utilized, with varying degrees of success in deriving an ex-ante welfare measure under risk. This manuscript assesses the state of the art by discussing the sources of …
Optimal Discounting Of Benefits From Cleanup At Waste Sites, Kenneth S. Lyon, Frank Caliendo
Optimal Discounting Of Benefits From Cleanup At Waste Sites, Kenneth S. Lyon, Frank Caliendo
Economic Research Institute Study Papers
This paper uses a general equilibrium optimal growth model to discuss the role of optimal discounting of future benefits from cleanup at high level toxic waste sites. Cleanup simultaneously generates two streams of benefits. One of these is directly from utility and the other is indirectly from the added productivity of workers. We note that the optimal discount rate is different for these two types of benefits. Along the optimal path, the former are discounted at the rate of time preference and the latter at the market rate of interest. We achieve this by identifying four components of the shadow …

Marketing Gm-Labeled Food Products In The United Kingdom: Can American Agribusinesses Do It Profitably?, Nathan S. Hill, Deevon Bailey
Economic Research Institute Study Papers
American food companies selling products in the European Union are faced with the dilemma of either segregating non-GM components as inputs in food products or labeling their products as containing genetically modified material. This paper presents an analysis of whether or not GM-Iabeled food products could be sold profitably in the United Kingdom. The results suggest that GM-Iabeled foods would likely appeal principally to a low-income segment of the market in the EU, but that selling GM food products might still be profitable.

Proverbs Are The Best Policy, Wolfgang Mieder
All USU Press Publications
Widely considered the world's greatest living proverb scholar and known as the author of, among numerous other books, the Encyclopedia of World Proverbs and the coeditor of A Dictionary of American Proverbs, Wolfgang Mieder has brought particular attention and understanding to the uses of proverbs in politics. In this new collection of eight essays, he considers the role of proverbial speech in the American political scene from the Revolutionary War to the present.
Mieder introduces this survey with an examination of what characterizes American proverbs, what are their origins, and how they have spread internationally with the expansion of America's …

An Efficient Mechanism To Control Correlated Externalities: Redistributive Transfers And The Coexistence Of Region And Global Pollution Permit Markets, Arthur J. Caplan, Emilson C.D. Silva
Applied Economics Faculty Publications
We examine joint tradable permit markets as a self-enforcing mechanism to control correlated externality problems. By “correlated” we mean multiple pollutants that are jointly produced by a single source but which simultaneously cause differentiated regional and global externalities (e.g. smog and global warming). By “self-enforcing” we mean a mechanism that accounts for the endogeneity that exists between competing jurisdictions in the setting of environmental policy within a federation of regions. We find that joint domestic and international permit markets are Pareto efficient for a wide class of preferences.

This paper reviews concepts and methods for estimating the economic significance of recreational uses of public lands and reports estimates of recreation values and economic impacts from recent studies. Aimed primarily at non-economists, the review clarifies the distinction between valuation and impact studies, defines key concepts, summarizes the most accessible approaches, and discusses conceptual and practical issues related to choosing among available methods and interpreting and applying the results. Terms that may be unfamiliar to the reader are highlighted in bold face and defined in a glossary at the end of the paper.

A decadent, mixed stand of Wyoming big sagebrush, Artemisia tridentata wyomingensis, and mountain big sagebrush, Artemisia tridentata vaseyana, located north of Cisco, Utah, was subjected to one-way and two-way chaining treatments in November 1987. The effect of the treatments on plant community characteristics and shrub vigor was documented over a 3-year period. Stand density was reduced 60 percent on sites chained two ways and 43 percent on sites chained over once. Shrubs on one-way chained sites produced more leader growth in 1989 and 1990 than those on untreated sites or sites chained two ways. Browse production on one-way chained sites …

Cooperation And Coordination Are Invasive Species: Important For Effective Management Of Invasive Weeds, U.S. Government Accountability Office
All U.S. Government Documents (Utah Regional Depository)
Invasive weeds, native or nonnative plant species, cause harm to natural areas such as rangelands or wildlife habitat and economic impacts due to lost productivity of these areas. While the federal investment in combating invasive species is substantial most has been concentrated on agricultural lands, not on natural areas. In this report, GAO describes (1) the entities that address invasive weeds in natural areas and the funding sources they use; (2) federal, state, and local weed management officials’ views on the barriers to weed management; and (3) their opinions about how additional resources for weed management could be distributed. GAO …
