This document is an environmental assessment (EA) of the proposal to raise the normal water surface elevation from 5517.8 feet above mean sea level (msl) to 5520.5 msl for Steinaker Reservoir in Uintah County, Utah. The Uintah Water Conservancy District (UWCD) has requested Bureau of Reclamation (Reclamation) authorization for this action. The Steinaker State Park, managed by the Utah Division of Parks and Recreation, maintains several campgrounds, an entrance station and other associated buildings and associated infrastructure. Modifications or relocations of some of these facilities would be needed in conjunction with an increase in the reservoir’s normal water surface elevation.

The purpose of this project is to reduce the amount of salt entering the Paria River and ultimately the Colorado River. One way to reduce the amount of salt reaching the Colorado River is to eliminate seepage from the historic Tropic Ditch. The Bureau of Reclamation, Provo Area Office has proposed funding for the project under the Colorado River Salinity Control Program. In addition to reducing the amount of salt loading, the project would also conserve water lost to evaporation and seepage.

Since the early 1990s collaboration and consensus processes have become associated with success in the environmental policy and natural resource policy arenas. Interest in collaboration and consensus processes have emerged, in part, out of a frustration with more conventional efforts used to involve stakeholders, to work though conflicts, and to make decisions in the environmental and natural resource policy arenas. Collaboration and consensus processes, when designed well and applied appropriately, provide opportunities for meaningful stakeholder engagement. The Bureau of Reclamation, Provo Area Office (Reclamation) proposes to replace the concrete spillway structure at Scofield Dam, the principal feature of the Scofield Project. This construction project would be completed under the Safety of Dams (SOD) Act of 1978 (Public Law 95-578, as amended). The proposed SOD modifications would correct safety deficiencies of the dam without affecting the purpose, or benefits of the dam. One of the greatest challenges to modem society is the management and disposal of hazardous by-products that have accompanied the industrial advances of the twentieth century. One of the most difficult by-products to deal with has been radioactive waste. Previous research has shown that due to the real and perceived risks associated with this type of waste, the burden of storing said waste has fallen on minority communities, including Native American groups. Salt Creek is the largest drainage in the Needles district of Canyonlands National Park. The creek supports one of the most important riparian ecosystems in the park. It is also the heart of the Salt Creek National Register Archeological District, the area with the highest recorded density of archeological sites in the park. A tributary canyon contains the spectacular Angel Arch, a well-known geologic formation that for many years has been a destination point for park visitors. Big Water, Utah is a small town located just north of the Arizona border in an area of unique scenic character. The town is strategically located as a gateway to outdoor recreation opportunities. It lies between Lake Powell, the newly designated Grand Staircase Escalante National Monument, and the Paria Wilderness. See Figure 1 for an aerial photograph of Big Water and the surrounding area. The region expects growth in the coming years, through both increased tourism and development.
