There is considerable agreement amongst scholars and international actors that ideologies and speech play a critical role in the path of escalation towards mass atrocity crimes. Speech features prominently in the jurisprudence of the U.N. war crimes tribunal for Rwanda, for example, and in historical accounts of the months and years preceding many other genocides. Nonetheless, this is one of the most underdeveloped components of genocide and atrocity prevention, in both theory and practice. Why do genocides occur? This paper applies qualitative comparative analysis (QCA) to revisit this question, and analyses 139 cases of genocide and non-genocide. The paper demonstrates the importance of both priming, contextual conditions which provide a political opportunity structure conducive to genocide, as well as triggering, more proximate conditions which constitute immanent motivations. Most centrally, sufficiency is demonstrated for genocide occurrence when an autocratic regime and the salience of an elite's ethnicity are present, and are combined with either an exclusionary ideology or political upheaval. This article contributes to the ongoing and growing scholarly conversation concerning how best to define the term “genocide” following Raphael Lemkin’s coining of the term in 1944. The article first shows that the Convention definition ratified in Paris in 1948 was intended solely for juridical purposes and does not reflect Lemkin’s deeper understanding of genocide. It then surveys a range of scholarship after Lemkin that argues for alternative definitions of term or even calls for jettisoning the term altogether. Direct analysis in real time (DART) is a recently developed ambient ionization technique for mass spectrometry to enable rapid and sensitive analyses with little or no sample preparation. After swab-based field sampling, the organothiophosphate malathion was analyzed using DART-Fourier transform ion cyclotron resonance (FT-ICR) mass spectrometry (MS) and tandem mass spectrometry (MS/MS). Mass resolution was documented to be over 800,000 in full-scan MS mode and over 1,000,000 for an MS/MS product ion produced by collision-induced dissociation of the protonated analyte. Mass measurement accuracy below 1 ppm was obtained for all DART-generated ions that belonged to the test compound in the …

The United States and its allies continue to achieve significant military victories against ISIS (otherwise known as ISIL or the “Islamic State”). The loss of territories resulting from military victories is especially important given that ISIS relies in part on recruits from the territories it controls. The Woolwich Attack of 2013 remains a distinctive case of lone wolf terrorism in terms of its hyper violent theatricalization and symbolic presentation of user-generated content. Although being described as having a paradigmic effect on the way terrorism is viewed and presented, its relationship to traditional media is under examined. To understand the perceptive impact, an exploratory qualitative research project was designed to gauge public views in terms of event presentation by media modality. Russia’s use of cyber power against Ukraine offered renewed insight to Russian cyber strategy and capabilities. This article dissects the Russia-Ukraine conflict by analyzing Russia’s strategic doctrine, tactical maneuvers, and capabilities in the information realm. Understanding the Russia-Ukraine conflict in this manner can inform and strengthen U.S. cyber policy and strategy. In particular, U.S. strategic planners and cyber professionals should consider internalizing Russian strategic thinking regarding cyber power and promote tactical improvements in resilience, intelligence, and information among itself and its allies.

In 2011, the United States (U.S.) Department of Defense (DOD) named cyberspace a new operational domain. The U.S. Cyber Command and the Military Services are working to make the cyberspace environment a suitable place for achieving national objectives and enabling military command and control (C2). To effectively conduct cyberspace operations, DOD requires data and analysis of the Mission, Network, and Adversary. However, the DOD’s current data processing and analysis capabilities do not meet mission needs within critical operational timelines. This paper presents a summary of the data processing and analytics necessary to effectively conduct cyberspace operations.

Cyber operations can be very complex, and it is useful to conceptualize a deeper, fourth technical level of warfare in order to conduct effective planning. The technical details associated with cyberspace operations are not grasped as intuitively by planners and commanders as are the capabilities and limitations of tanks, ships, and aircraft. The complex and dynamic nature of cyberspace often drives technical analysis and planning to a level beyond those planning practices and procedures accommodated by traditional Joint doctrine.

Human beings to a great extent are what community stories narrate about them. This paper is informed by an ethnological field research carried in one of the remotest villages of Mucwini Sub-county in Kitgum district, northern Uganda, scrutinizes people’s stories as they echo concerns about justice from different perspectives of victimhood in the aftermath of a Lord’s Resistance Army-commanded massacre which claimed the lives of 56 people in a night, the majority of whom (21) were from the Pajong clan. This dissertation explores a cross-cultural analysis of the dietary signatures of four coastal cultures of prehistoric Peru. A combination of elemental analysis based on portable x-ray fluorescence spectrometry (pXRF), testing trace elements presented in 209 individuals’ skulls representing the Nazca (38), Cañete (33), Lima (40), and Moche (98) valleys and/or cultures of the first millennium AD, is weighed in conjunction with isotope ratio mass spectrometry (IRMS) to analyze human bone collagen and bone apatite derived from a portion of the individuals represented in the Nazca, Cañete, and Lima cranial samples.

The purpose of this research is to study the effects that Russian, U.S., and NATO policies of deterrence have on strategic missile defense as well as how these policies and strategic missile defense affect future weapons proliferation. The aspects explored are the current Russian strategic forces and quality, Russian policies and strategies, the Phased Adaptive Approach, and U.S. and NATO policies and strategies. Mitigation of this pressing issue may be through open dialogue, a system to limit future U.S. and NATO interceptors and sensors, and a possible joint data exchange center.
