Since facing international backlash from the West over the situation in Ukraine, Russia has had to focus on new international agreements. In retaliation for NATO expansion towards the east, Russia has sought to create these agreements in Latin America. Russia has specifically sought greater ties with Cuba, Nicaragua, Venezuela, Brazil, and Mexico. Currently, these countries maintain close economic ties with the United States. However, new military agreements are giving Russia greater military access to the region and access to locations that would facilitate greater ease in conducting military and espionage operations against the United States.

In this paper, we describe the design, control and experimental validation of a new robotic pipe crawler for autonomous inspection of remote-to-access piping. The majority of current in-pipe inspection robots are primarily designed and suitable for large diameter pipes and unreliable for pipes less than 5 inches (12.70 cm) in diameter. Prior research across disciplines has established the value of dialogic, whole-class discussions. Previous studies have often defined discussions in opposition to the notorious triadic pattern called recitation, or IRE/F, focusing on variations to the teacher’s initiating question or evaluative follow-up on students’ responses. Recent scholarship has also identified variations on recitations and dialogic discussions that suggest these categories might be flexible, containing types of interaction associated with particular contexts. As a number of scholars have noted in recent critical genocide studies, Raphael Lemkin’s formulation of the “genocide” concept was much broader than the definition later enshrined in the UN Convention. Various facets of settler colonialism framed his conception, including the widespread distribution of intoxicants among subjugated peoples. In Lemkin’s view, culture was the force undergirding human collectivities and intoxicants disrupted social functioning in a number of ways -- through creating internal strife and violence, upsetting previous authority structures, causing premature deaths and eroding pre-existing cultural practices. In this article, we outline the significance of the special issue on the scholarship of Raphaël Lemkin. We argue that genocide scholars tend to identify with one of three different types of Lemkin scholarship. Each of the articles for the special issue challenges these genres in an effort to extend the study of genocide in new directions. Moreover, we contend that this work suggests that genocide scholars should endeavor to extend the study of genocide beyond Lemkin's vision and writings.

This paper is an exploration of genocide prosecutions since the inception of the term in 1944 by Raphael Lemkin, its legal definition by the United Nations in 1948, and the eventual establishing of the International Criminal Court in 1998. The paper is in three parts. The first part examines the history of genocide legislation, particularly the international legal frameworks established since Lemkin first devised the term in 1944. One of them is a belief that Nazi Germany was engineering a demographic revolution that would leave Germany predominant in Europe regardless of the outcome of the military conflict. This paper focuses on understanding and explaining the change of Turkish foreign policy,particularly in the last decade. Many observers have expressed a suspicion that Turkey is abandoning its Western-centric alignment and gradually shifting its axis. The thesis argues that rather than a shift, Turkey is taking an independent position. It maintains that the end of the Cold War and the change in the international structure from bipolarity to unipolarity has provided incentives for countries with some degree of material capabilities to pursue independence from the U.S. policy preferences. In January 1663 the former alderman of the Groningen tailors’ guild, Gerard Udinck, was sentenced to death for his role in orchestrating a series of riots in the city. On the day of his execution, however, Udinck received a pardon in the form of a lifelong banishment. Although initially relieved to be alive, Udinck’s experiences in exile would prove taxing in a variety of ways. He spent the next three years in northwestern Germany, first in Steinfurt and then in Neuenhaus, where he recorded his daily life in a diary. Many of these entries describe a life that was shaped …

This research documents the assessment and selection process used by the U.S. Military’s Special Forces for over 70 years using Grounded Theory Methodology. Three independent studies were used to document the Special Forces process of selection. Through comparative reanalysis of each study’s data a model emerged explaining the Special Forces phenomena of assessment and selection.

Analysis was conducted in three phases using open, axial, and selective coding which allowed for the identification of a smaller set of themes which categorized the process of selection. The final step involved the development of two analytical matrices explaining the central theme of selection …
