Despite the African Union’s campaign to silence the guns in Africa by 2020 (STGIA 2020), many African countries are suffering from wars and political instability, the primary causes of underdevelopment in Africa. This paper examines the roots causes of wars in Africa and provide a strategic governance to silence the guns beyond 2020. To accomplish this, we gathered data from 169 questionnaire responses administered across 25 African countries, to capture African people’s perceptions on the root causes of wars and whether employing strategic governance would help silence the guns in these countries. We analyze a range of future scenarios for Russia related to the Ukraine War. Although regime change is a publicly-stated objective for several leaders of NATO countries, we find very little prospect for it. The Russian economy has largely evaded the effects of the sanctions. Despite enormous casualties and incompetence in the management of the war, both Putin and the war remain popular with the Russian public. Contrary to most analysis to date, the Wagner Group mutiny of June 2023 is not an indication of Putin’s weakness, but his strength. The coercive mechanisms of the Russian state remain intact. This research asks why peace has not come to Colombia despite the end of the Revolutionary Armed Forces of Colombia. Total Peace is an ambitious project of Gustavo Petro’s government to build the elusive peace in Colombia. However, the country's current security and violence situation shows a crisis in realizing the peace project. New criminal actors are proliferating, massacres are increasing, the confinement of marginal populations is on the rise, and ambushes against members of the security forces continue. Making Us Security Cooperation In Fragile States Work: Organizational Capital In Aid Provision, Randell Yi, Edward J. O'Connell

Journal of Strategic Security

The article examine how materiel and non-materiel organizational capital, as conveyed by military aid, differ in their effects on recipient nations with respect to governance. The authors analyze the Varieties of Democracy (vDem) dataset’s Regime Corruption Index alongside Security Sector Assistance expenditures as reported by the US Aid to Security Sector Actors (USASSA) dataset. They find that non-materiel forms of investment toward building partner nation capacity create generally better governance outcomes than materiel ones that involve transfers of weapons systems or supplies. They further contend that investments toward social cohesion and norms transmission “build the capacity to have capacity built.” …

In alignment with the US-led regime that champions free speech, the Republic of China (Taiwan) has assumed a prominent role in upholding the freedom of expression stance in East Asia. Rooted in historical origins and institutional conflicts between Taipei and Beijing, Taiwan has established a democratic system, presenting a distinct contrast with the Beijing system, and showcasing an alternative Chinese economy that embraces liberalism. On a brisk fall night in November 1947, more than 100,000 people packed the streets of Hollywood to celebrate the launch of the Friendship Train. High-ranking government officials, business leaders, and a galaxy of film stars all attended the send-off ceremony. Over the next eleven days, the train traveled across the country, gathering essential foodstuffs to send to hungry Europeans. In small towns and big cities, the train received enthusiastic receptions. Its journey ended in New York City with a ticker-tape parade down the iconic Canyon of Heroes. Margaret Cavendish has only recently been included in the canonical literature anthologies and even then, the samplings of her prolific writings are severely truncated. However, even this small taste of Cavendish’s poems and excerpts of A Description of a New World called The Blazing World leave early British literature survey students hungry for more. Frequently, students in the survey choose to focus on Cavendish’s writing for their research projects in which they practice feminist and queer readings and engage with Cavendish as a key player in utopian and science fiction genres. Understanding of the intersection of cyber vulnerabilities and bioprocess regulation is critical with the rise of artificial intelligence and machine learning in manufacturing. We detail a case study in which we model cyberattacks on network-mediated signals from a novel bioreactor, where it is important to control medium feed rates to maintain cell proliferation. We use a digital twin counterpart reactor to compare glucose and oxygen sensor signals from the bioreactor to predictions from a kinetic growth model, allowing discernment of faulty sensors from hacked signals. Our results demonstrate a successful biomanufacturing cyberattack detection system based on fundamental process control principles.

Aggregation poses a significant challenge for software practitioners because it requires a comprehensive and nuanced understanding of raw data from diverse sources. Suites of static-analysis tools (SATs) are commonly used to assess organizational security but simultaneously introduce significant challenges. Challenges include unique results, scales, configuration environments for each SAT execution, and incompatible formats between SAT outputs. Here, we document our experiences addressing these issues. We highlight the problem of relying on a single vendor's SAT version and offer a solution for aggregating findings across multiple SATs, aiming to enhance software security practices and deter threats early with robust defensive operations.

In a globally commercialized information environment, China uses evolving commercial enabler networks to position and project its goals. They do this through cyber, intelligence, and information operations. This paper breaks down the types of commercial enablers and how they are used operationally. This project uses an historical archaeological approach to analyze the processes of cultural negotiation between disparate social groups living in a remote borderland in the early to mid-nineteenth centuries. Florida, first colonized by the Spanish in the 1500s was passed to the United States in 1821 as part of the young nation’s nascent Manifest Destiny. The Seminoles experienced multiple colonial conflicts, dealt with new diseases, and selected aspects of European culture to incorporate into their daily practices of lifeways.

The relationship between U.S. Special Operations Forces (SOF) and Conventional Forces (CF) has historically been challenging, leading to mission failures and the loss of lives. An unprecedented integration of the two forces was seen following 9/11 during Operations Enduring Freedom and Iraqi Freedom. This article investigates whether this intimate collaboration in Afghanistan and Iraq improved relations between SOF and CF. Drawing from a sample of 48 master’s theses authored by U.S. officers on the topic of SOF–CF integration from 1994 to 2018, this article documents a deterioration in the relationship between the two forces and identifies four underlying causes. In what is likely to amount to nothing more than a pyrrhic victory, Hamas’ October 2023 infiltration into Israel and subsequent assault will be greeted as a heroic act of resistance in some sectors of Palestinian society. It will invoke dread and anger in others. Employing a genealogical approach, this paper explores the effects of sectarian infighting over ideology, tactics, and aims as a means to garner greater in-group support. In doing so, the paper demonstrates that it is not so much Israel that is the object of the Palestinian struggle, but rather the struggle between the Palestinian factions themselves.

This dissertation explores the historical evolution of Iran's nuclear program from its inception in the 1950s to the signing of the Joint Comprehensive Plan of Action (JCPOA) in 2015. It examines how threat perceptions have, over the decades, influenced Iran's nuclear posture, leading the Iranian political leadership to adopt a hedging strategy that extends beyond changes in ruling regimes. Historian Albrecht Classen’s contention that “the culture of death . provides us with a measuring stick for human society at large” is particularly illuminating when analyzing death and Christian salvation near the religious chasm of the Reformation divide. My study focuses on reckoning as it is illustrated in late medieval and early modern allegorical English drama. The Christian belief in a soul’s redemption or damnation after death was preceded by a crucial supernatural happening, a reckoning. The purpose of this study is to research priming effects on DoD influenced films and uncover if there are significant effects affecting attitudes, beliefs, military support, and behaviors. This study is important because there is a lack of literature on the effects of DoD-influenced films. A portion of top grossing films are influenced by the DoD while there is little research on the effects consumers have. This study conducted an experiment testing the effects of behaviors and attitudes when a priming stimulus is presented. The priming stimulus was a military-influenced film clip and a military advertisement. Three groups were made, …
