Selected Topics In Foundation Design, Quality Assurance, And Remediation, Danny Winters
Selected Topics In Foundation Design, Quality Assurance, And Remediation, Danny Winters
USF Tampa Graduate Theses and Dissertations
There are over 602,000 bridges in the United States, of which 12.5% are classified as functionally obsolete and 11.2% are structurally deficient. The functionally obsolete bridges will require expansion or replacement to increase the service capacity of the bridge. The structurally deficient bridges will either need remediation of the load carrying elements which are damaged or deteriorated or will need to be replaced completely. Replacement of the bridges means new construction; new construction means better design and quality assurance to meet the 100+ year service life requirement in place now. Rehabilitation of bridges will require better design and quality assurance …
Stand Your Ground: An Analysis Of Today And A Forecast Of The Future, Erica N. Beers
Stand Your Ground: An Analysis Of Today And A Forecast Of The Future, Erica N. Beers
USF St. Petersburg campus Honors Program Theses (Undergraduate)
"The law is never static; it is always changing, being interpreted or redefined, as regulators and judges strive, with varying degrees of success, to ensure that the law constantly reflects changes in society itself" Throughout the history of the United States, and even within the state of Florida, there have been numerous occasions where laws have been passed and controversy amongst society and the government has ensued. Florida's "Stand Your Ground" law has been criticized since its enactment. Since this law became effective in October of 2005, it would be hardly accurate to claim that this law made a clean …
Human Trafficking From Southern Mexico, Honduras, El Salvador, And Guatemala: Why These Victims Are Trafficked Into Modern Day Florida, Timothy Adam Golob
Human Trafficking From Southern Mexico, Honduras, El Salvador, And Guatemala: Why These Victims Are Trafficked Into Modern Day Florida, Timothy Adam Golob
USF Tampa Graduate Theses and Dissertations
Florida is ranked as one of the United States' top three destination states for human trafficking; many of those victims originate from Mesoamerica--Southern Mexico, Guatemala, Honduras, and El Salvador. Human trafficking is a growing problem which hinders universal human rights for hundreds of new victims in Florida every year. Mesoamericans have a high risk of becoming victims due to the situations in their home countries. The issue of human trafficking has only recently gained the national and state attention of law makers and law enforcement officers.
This study uses several human trafficking cases to educate and exemplify why Mesoamerican victims …
Reconceptualizing The Role Of Essentialism In Attitudes Toward Gays And Lesbians: The Intersection Of Gender And Sexual Orientation, Vanessa Hettinger
Reconceptualizing The Role Of Essentialism In Attitudes Toward Gays And Lesbians: The Intersection Of Gender And Sexual Orientation, Vanessa Hettinger
USF Tampa Graduate Theses and Dissertations
Social psychology researchers have become increasingly interested in the role of essentialist beliefs in predicting attitudes toward social groups. However, there is little agreement about what the term actually means, whether it means different things for different groups, what endorsement of essentialism (or its sub-components) means for attitudes, and how much this varies depending on the relevant social context. This underlying lack of clarity helps to explain some of the difficulty in understanding the relationships between essentialist beliefs about sexual orientation and attitudes toward gay men and lesbians. In the current project, I suggest a fundamental shift in the approach …
Probabilistic Modeling Of Lava Flows: A Hazard Assessment For The San Francisco Volcanic Field, Arizona, Aleeza Harburger
Probabilistic Modeling Of Lava Flows: A Hazard Assessment For The San Francisco Volcanic Field, Arizona, Aleeza Harburger
USF Tampa Graduate Theses and Dissertations
This study serves as a first step towards a comprehensive hazard assessment for the San Francisco volcanic field in northern Arizona, which can be applied to local response plans and educational initiatives. The primary goal of this thesis is to resolve the conditional probability that, given a lava flow effusing from a new vent in the San Francisco volcanic field, it will inundate the city limits of Flagstaff. The spatial distribution of vents within the San Francisco volcanic field was analyzed in order to execute a lava flow simulation to determine the inundation hazard to Flagstaff. The Gaussian kernel function …

Evaluating Public Transportation Local Funding Options, Todd Litman
Evaluating Public Transportation Local Funding Options, Todd Litman
Journal of Public Transportation
This report describes and evaluates 18 potential local funding options suitable for financing public transportation projects and services. They are evaluated according to eight criteria, including potential revenue, predictability and sustainability, horizontal and vertical equity, travel impacts, strategic development objectives, public acceptance and ease of implementation. This is a somewhat larger set of options and more detailed and systematic evaluation than most previous studies. This study discovered no new options that are particularly cost-effective and easy to implement; each has disadvantages and constraints. As a result, its overall conclusion is that a variety of funding options should be used to …

Lost In Debate: The Safety Of Domestic Unmanned Aircraft Systems, Yeonmin Cho
Lost In Debate: The Safety Of Domestic Unmanned Aircraft Systems, Yeonmin Cho
Journal of Strategic Security
The United States is poised to integrate commercial unmanned aircraft systems (UAS) into the national airspace and enable government entities to use UAS in a more expedient manner. This policy change, mandated by the Federal Aviation Administration (FAA) Modernization and Reform Act of 2012, offers new economic, social and scientific opportunities as well as enhanced law enforcement capacity. However, such benefits will be accompanied by concerns over misuse and abuse of the new technologies by criminals and terrorists. Privacy has been the focus of public debate over the more widespread use of UAS. This paper examines a variety of issues …
Shared-Use Bus Priority Lanes On City Streets: Approaches To Access And Enforcement, Asha Weinstein Agrawal, Todd Goldman, Nancy Hannaford
Shared-Use Bus Priority Lanes On City Streets: Approaches To Access And Enforcement, Asha Weinstein Agrawal, Todd Goldman, Nancy Hannaford
Journal of Public Transportation
This paper examines policies and strategies governing the operations of bus lanes in major congested urban centers where the bus lanes do not completely exclude other uses. The two key questions addressed are: 1. What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? 2. How are the lanes enforced? To answer these questions, the study developed detailed cases on management strategies in seven cities that currently have shared-use bus priority lanes: Los Angeles, London, New York City, Paris, San Francisco, Seoul, …

Strengthening Intelligence Education With Information-Processing And Knowledge-Organization Competencies, Yejun Wu
Journal of Strategic Security
This paper studies the weaknesses of intelligence-education curriculum in the United States from a Library and Information Science perspective. Intelligence information processing is a separate step in the traditional intelligence cycle; however, information-processing competencies are often included in the intelligence collection and analysis competencies in the Intelligence Community. A study of the websites of the intelligence-education programs in the major 27 intelligence-education institutions in the United States reveals that information processing is often implicitly included in an intelligence analysis or collection course; and only three universities offer such courses that include information-processing components. Only one university has been found to …

Beyond The Storms: Strengthening Preparedness, Response, & Resilience In The 21st Century, Dane S. Egli
Beyond The Storms: Strengthening Preparedness, Response, & Resilience In The 21st Century, Dane S. Egli
Journal of Strategic Security
Looking Beyond the Storms of major events and reactionary tendencies to prevent future disasters—and continuing to fix things—the author introduces a fresh assessment in the wake of Superstorm Sandy, the vexing challenge of domestic shootings, and a persistent nationwide drought. This paper offers a refreshing perspective on the need for transformational and innovative thinking on preparedness, response, and resilience, as well as disaster management. Against the backdrop of 9-11 terrorist attacks and natural disasters such as hurricanes Katrina, Irene, and Sandy, this paper, highlights that we—as homeland security planners and policymakers—must look beyond the immediate demands of grant proposals and …
Disaster, Resilience And Security In Global Cities, Tim Prior, Florian Roth
Disaster, Resilience And Security In Global Cities, Tim Prior, Florian Roth
Journal of Strategic Security
Today the majority of the globe’s inhabitants live in urban areas, and according to all prognoses, cities will continue to grow in the coming decades. Global cities are also becoming increasingly connected as a result of economic, political, cultural and demographic globalization. In the context of urban security management, the growing complexity these connections bring may present a double-edged sword: global cities can be both the most secure and the most dangerous places to be when disaster strikes. Developing appropriate mechanisms to prepare for and cope with complex crises in cities will, in the future, be a key aspect of …
Lessons From Japan: Resilience After Tokyo And Fukushima, Michelle L. Spencer
Lessons From Japan: Resilience After Tokyo And Fukushima, Michelle L. Spencer
Journal of Strategic Security
In the spring of 1995 Japan experienced the world’s first major terrorist attack using chemical weapons by a little-known religious cult called Aum Shinrikyo. The attack on the Tokyo subway, which killed 13 people, was the first lethal case of a non-state actor using a chemical agent against a civilian population. In March 2011, following a 9.0 magnitude earthquake in Japan, the Fukushima Daiichi nuclear reactor experienced a full meltdown releasing radiation into the surrounding area. The seemingly unhurried government reaction provided conflicting information to Japanese citizens, slowing evacuation and protective actions. Government failure is cited as a significant factor …

County Level Wetland Protection In The Southwest Florida Water Management District, Dana L. Parkinson
County Level Wetland Protection In The Southwest Florida Water Management District, Dana L. Parkinson
USF St. Petersburg campus Honors Program Theses (Undergraduate)
Wetlands provide groundwater recharge, buffer against storm surges, provide nurseries for fish, and many other ecosystem services humans depend on. Wetlands are threatened by encroaching development and other human influences. Protecting wetlands will become an increasingly important priority in the future as people deal with issues such as sea level rise. Wetlands are regulated at the federal, state, and county levels (see Appendix A). This thesis focuses on the wetland regulations of the sixteen counties that comprise the Southwest Florida Water Management District. In this thesis, public policies are compiled and inventoried to allow a general understanding of the methods …
