This bibliography includes most of the articles and vignettes that would be of interest to those researching Pinellas County history.
Goal-Setting And Performance Measurement In Transportation Planning And Programming, Darwin G. Stuart
Goal-Setting And Performance Measurement In Transportation Planning And Programming, Darwin G. Stuart
Journal of Public Transportation
A series of examples from highway planning, transit planning, and multimodal planning/programming is reviewed. The role of more systematic application of transportation goals and objectives and associated performance measures is explored. The need to connect with the overall planning/management structure of an agency is stressed. Distinctions are made between process-oriented and product-oriented goals, contrasting internal administrative measures with output or performance-oriented measures. Several multimodal planning studies are further contrasted with regard to their extent of employing product-oriented performance measures. A checklist for improved goal-setting is given.
Implementing Organizational Change Through Visioning And Strategic Planning-The Cttransit Experience, Michael A. Sanders, David A. Lee
Implementing Organizational Change Through Visioning And Strategic Planning-The Cttransit Experience, Michael A. Sanders, David A. Lee
Journal of Public Transportation
A visioning and strategic planning process was undertaken at CTTransit beginning in early 1995 that has resulted in fundamental changes in organizational goals and values. A critical aspect of the visioning process was the involvement of union leaders and officials from the Connecticut Department of Transportation (CDOT), as well as the transit system 's management, in articulating a shared vision of the future. The new vision has helped to transform the organization from one that was historically reactive and conservative to one that is proactive both in responding to customers and embracing technology. A variety of projects and interdepartmental teams …

Transit Subsidies In New York And Chicago: Local, State, And Federal Assistance In A Historical Context, Eric Petersen
Transit Subsidies In New York And Chicago: Local, State, And Federal Assistance In A Historical Context, Eric Petersen
Journal of Public Transportation
Nearly all studies of the impact of government subsidies on the transit industry have excluded systems with rail transit. Thus, previous findings cannot simply be extended to transit systems in major metropolitan areas. As a preliminary step in addressing the issue of subsidies and large transit systems, this paper presents historical information on the financial state of the two largest transit systems in the U.S. – Chicago’s CTA and New York's NYCT. In addition, the subsidies to each system are broken down by level of government-federal, state, and local. The patterns for the two systems are quite differellf. The CTA …

Of Politics, Morality, And Tobacco Regulation, Karen Mae Dimon
USF St. Petersburg campus Honors Program Theses (Undergraduate)
The production, consumption, and regulation of tobacco is presently the subject of much discussion and debate. While the issues surrounding tobacco have been debated for decades, much of the current attention on tobacco is due to the many proposals to regulate tobacco, the state and class action lawsuits pending against the tobacco industry, and the damaging tobacco company documents that have recently been made public. Most tobacco control proposals are intent on expanding the presence of government in the tobacco industry through increased regulation and taxation. A majority of the controversy over tobacco regulation focuses on the role of government …
