Higher Education Finance Reform In The Czech Republic: Transitions In Thought And Practice, Matthew S. Mcmullen

Education Policy Analysis Archives (EPAA)

Throughout Europe and especially the former communist countries of Central and Eastern Europe, universities and governments are evaluating ways to finance higher education other than the current dominant model of almost total government support. With government pressure to use limited funds in other areas (e.g., health care, environment, and the like) higher education institutions are being encouraged to become more economically self-sufficient. ...

Technology And School Reform: A View From Both Sides Of The Tracks, Mark Warschauer Jan 2000

Technology And School Reform: A View From Both Sides Of The Tracks, Mark Warschauer

Education Policy Analysis Archives (EPAA)

A discourse of reform claims that schools must be transformed to take full advantage of computers, while a competing discourse of inequality warns that technology-enhanced reform is taking place only in wealthy schools, dooming poor and minority students to the wrong side of a digital divide. A qualitative study at an elite private school and an impoverished public school explored the relationship between technology, reform, and equality. ...

America Y2k: The Obsolescence Of Educational Reforms, Shermon Dorn Jan 2000

America Y2k: The Obsolescence Of Educational Reforms, Shermon Dorn

Education Policy Analysis Archives (EPAA)

The passing of the deadline for fulfillment of the national education goals in the United States (the beginning of 2000) reflects the frequently hyperbolic statements of objectives and the manic pace of school reform efforts over the past two decades. The domination by schools of child and family life has combined with a longstanding reliance on schools to solve social problems to make school reform a politically opportune as well as visible issue. Thus, even if the phrasing of national education goals in the U.S. changes to reflect the passing of the nominal deadline, those pressures will remain.

The Conceptual Utility Of Models In Human Ecology, Mitchell A. Pavao-Zuckerman Jan 2000

The Conceptual Utility Of Models In Human Ecology, Mitchell A. Pavao-Zuckerman

Journal of Ecological Anthropology

Anthropology and bioecology are currently at a point in their development where researchers in both fields are working towards an integration, which can be described as a form of human ecology. Integration of such disparate disciplines is not easily achieved. Important steps which facilitate integration are the clear definition of terms relevant to the disciplines, and the development of a common framework which would allow the overlapping of domains of the disciplines. The objective of this paper is to contribute to an understanding of human ecosystems by discussing (1) the definition of human ecosystems, and (2) the use of models …

Reading Between The Regulations: Parking Requirements, Planners' Perspectives, And Transit, Richard W. Willson Jan 2000

Reading Between The Regulations: Parking Requirements, Planners' Perspectives, And Transit, Richard W. Willson

Journal of Public Transportation

This article reports on local planers' perspectives on metropolitan parking requirements. Workplace parking requirements, which are often in excess of demand, influence parking pricing and urban form. In turn, these affect transit demand and transit service potentials. These connections have led researchers and policy-makers to call for changes, but the perspectives of planners who create the parking requirements are not well understood. Using southern California cities as a study area, a telephone survey revealed that most parking requirements are driven by concerns about traffic mitigation, spillover parking, and risk avoidance. These factors push parking requirements in the direction of oversupply. …

An Australian Case Study Of Mandatory Education For The Bus And Coach Industry, Samantha Y. Taylor, Kenneth J. Button

Journal of Public Transportation

The changing regulatory environment in which public transportation is provided has generated a need for different forms of bus operations and management. This article discusses the introduction and development of a compulsory education program for bus and coach operators in Victoria, Australia. The Victorian government introduced a new system of operator (manager or owner in US. terminology) accreditation through the Public Transport Competition Regulations (1999). The accreditation process requires individual managers and owners to successfully complete the transport management course in bus and coach operations. The development and introduction of the course is a significant change for the industry and …

A Three-Year Comparison Of Natural Gas And Diesel Transit Buses, Cameron Beach, Michael Cooke, Bruce Finley, Cis Leory Jan 2000

A Three-Year Comparison Of Natural Gas And Diesel Transit Buses, Cameron Beach, Michael Cooke, Bruce Finley, Cis Leory

Journal of Public Transportation

This article details the experiences of two California public transit agencies, Sacramento Regional Transit District (RT) and SunLine Transit Agency, which replaced aging diesel buses with new compressed natural gas (CNG) buses in 1994. It compares the operating characteristics and costs of 170 CNG buses (with the same engine-chassis configuration) and 73 diesel buses in service at the same time. Equipment was tested over a three-year period for a total of 22.2 million miles. The data indicate that labor, parts, and fuel for diesel equipment cost more than for CNG buses. Both agencies also achieved significant savings in hazardous waste …

The Federal Transit Administrations Advanced Public Transportation System (APTS) program consists of demonstration projects that illustrate the use of new technologies in public transit. In view of the fact that similar systems are beginning to use new technology to locate and dispatch vehicles, this article reports on a study that examined issues that must be considered in implementing new systems. Specifically, the study focused on initial parameters for the computer program, defining and accessing these parameters in relation to quality of service, and measuring rider responses to guarantee performance. The implications of these issues for service quality were examined for …
