The Philosopher Of The Future: What Is It To Us That Herr Nietzsche Has Become Well Again?, Erli Mertika Apr 2026

The Philosopher Of The Future: What Is It To Us That Herr Nietzsche Has Become Well Again?, Erli Mertika

USF Tampa Graduate Theses and Dissertations

This dissertation argues that Nietzsche thought he was a genuine philosopher despite seeming at times to suggest that he was not. I arrive at this conclusion by comparing his thoughts on genuine philosophers with his thoughts about himself in an effort to show that his self-professed task is identical to theirs.

There are two types of genuine philosophers in Nietzsche’s late works: an old species that relied on a belief in “God” to legislate their values, and a new one that must do so without it. The former cannot perform their task after the death of God, which is why …

Theory And Applications Of Natural And Nature-Based Solutions In Estuarine Environments, Elizabeth L. Royer Apr 2026

Theory And Applications Of Natural And Nature-Based Solutions In Estuarine Environments, Elizabeth L. Royer

USF Tampa Graduate Theses and Dissertations

This dissertation focuses on the theory and application of Nature-based Solutions (NbS), through three unique case studies. This study explores how the broad and interdisciplinary NbS framework can be applied to mitigate common coastal hazards. This framework considers the environment, economics, and social wellbeing, equally in the design and implementation of a solution. The current paradigm, working against nature, which is commonly seen in more passive approaches to hazard mitigation, like grey infrastructure (e.g. a seawall to protect a shoreline against wave action) does not accommodate the extremely dynamic environment. As perspectives shift to “working with nature” NbS can be …

Executive Summary

Florida EMS Training Program Performance: 2025 Report on NREMT Outcomes

Why It Matters

Florida’s EMS system depends on a pipeline of well-prepared EMTs and Paramedics. NREMT
first-attempt pass rates are used as a national benchmark. Florida has long trailed national
averages, especially for paramedics, raising concerns about workforce readiness and public
safety.

Key Findings

EMT Programs (58 programs, 4,773 candidates in the 2024 cohort)

  • 69.2% statewide pass rate (3,305 passed).
  • Region 2 highest at 80.8%; Region 6 lowest at 63.9%.
  • Slightly above the 3-year national average (67%) but below the 2024 national rate
    (77.0%).

Paramedic Programs (44 programs, …

Policy Brief For Evidence-Based Telehealth Use In Ems: A Comprehensive Reference For Program Administrators, Field Leaders, And Clinical Directors, Florida Center For Emergency Medical Services

Florida Center for Emergency Medical Services Research Reports

Executive Summary

Telehealth-supported emergency medical services (EMS) represents an evidence- based approach to enhancing prehospital care delivery, expanding access to physician expertise, and improving resource utilization. The evidence base demonstrates clear benefits in appropriate contexts: for time-sensitive emergencies, telehealth enables significant reductions in treatment times; for low-acuity conditions, programs report transport reductions of 50–67% while maintaining high safety profiles.

Successful implementation requires appropriate patient selection, robust technical infrastructure, comprehensive training, and systematic quality assurance. Programs demonstrate success when targeting patients with stable vital signs and absence of conditions requiring immediate physical intervention. Implementation barriers commonly include regulatory and reimbursement limitations, …

Policy Brief For Vital Signs: Findings From Florida’S 2024 Ems Workforce Statewide Survey, Florida Center For Emergency Medical Services

Florida Center for Emergency Medical Services Research Reports

Executive Summary

Florida's Emergency Medical Services workforce stands at a critical juncture. The 2024 statewide survey of nearly 50,000 certified EMTs and paramedics reveals both strengths and vulnerabilities that demand immediate policy attention. While Florida's EMS professionals demonstrate strong commitment to their communities and confidence in clinical leadership, significant challenges threaten long-term workforce sustainability.

Most concerning are persistent gaps in compensation satisfaction, high rates of mental health challenges, and troubling retention patterns among early-career providers. These findings suggest that without strategic intervention, Florida may face escalating shortages in emergency medical response capacity, particularly in underserved and rural communities.

This policy …

Policy Brief For Integrated Perspectives: Florida Ems Workforce And Agency Synthesis 2025, Florida Center For Emergency Medical Services Apr 2026

Policy Brief For Integrated Perspectives: Florida Ems Workforce And Agency Synthesis 2025, Florida Center For Emergency Medical Services

Florida Center for Emergency Medical Services Research Reports

Executive Summary

Workforce shortages persist. Paramedic vacancies remain widespread across Florida, with a median of two open positions per agency. Clinicians cite dissatisfaction with pay as the most significant retention concern, with compensation receiving the lowest satisfaction rating among all employment domains.

Recruitment pipelines are growing. Agencies report active investment in cadet programs (42 agencies), explorer programs (31 agencies), and high school EMS academy partnerships (24 agencies). However, clinicians emphasize that systemic barriers including low entry-level pay and limited advancement opportunities constrain the long-term effectiveness of these efforts.

Wellness programs are underutilized. A significant gap exists between …

Hypersonic Missiles: Evaluating Modern Warfare In The Russia-Ukraine Conflict, Bill Christopher Arputharaj, Amit Mukherjee Apr 2026

Hypersonic Missiles: Evaluating Modern Warfare In The Russia-Ukraine Conflict, Bill Christopher Arputharaj, Amit Mukherjee

Journal of Strategic Security

The Russia-Ukraine war represents the world’s first theatre where hypersonic missile systems have been employed in combat operations. However, there is insufficient literature on the comparative analysis of Russian hypersonic missiles launched during the conflict, namely the Kh-47M2 Kinzhal, 3M22 Zircon, and Oreshnik intermediate-range missile systems. The article evaluates their technological complexity, survivability against multilayer air and missile defence networks, and their overall impact in this conflict. The research establishes a doctrinal framework for translating theoretical deterrence into applied battlefield outcomes for hypersonic weapon systems. The study uses a qualitative approach that draws inferences from defence reports and media coverage …

Conscripts, Convicts, And Contractors: Ersatz Soldiers And Russia's Total Mobilization Workarounds, Tad A. Schnaufer Ii, Guido Rossi Apr 2026

Conscripts, Convicts, And Contractors: Ersatz Soldiers And Russia's Total Mobilization Workarounds, Tad A. Schnaufer Ii, Guido Rossi

Journal of Strategic Security

The large-scale conventional conflict in Ukraine has absorbed hundreds of thousands of soldiers on both sides. Yet, domestic considerations have limited mobilization of citizens into the military at the devastating cost of prolonging the conflict. The 2022 Russian invasion force should have comprised far more personnel to ensure success at the outset. Russian leadership grossly underestimated the Ukrainian will to resist and vastly overestimated its own capabilities. Once the initial attack failed, both Russia and Ukraine only incrementally mobilized their populations, leaving neither side with overwhelming strength to create a breakthrough that would end the war. Hence, the ongoing slog …

Push And Pull: Nato, Eu, And Poland’S Positioning After 2022, Zsombor Zeöld, Réka Dobreffné Bogár, Dániel Bernát Vay Apr 2026

Push And Pull: Nato, Eu, And Poland’S Positioning After 2022, Zsombor Zeöld, Réka Dobreffné Bogár, Dániel Bernát Vay

Journal of Strategic Security

The 2022 Russia-Ukraine war profoundly reshaped European security, exposing long-standing weaknesses while accelerating institutional adaptation within the North Atlantic Treaty Organization (NATO) and the European Union (EU). This article argues that NATO reaffirmed its role as the guarantor of hard deterrence and defense commitments (“pull effects”), while the EU advanced as a provider of institutional support, logistics, financial tools, and defense-industrial initiatives (“push effects”). A case study of Poland illustrates how a frontline state navigates these dynamics, using NATO’s pull and the EU’s push to expand its security agency and shape broader European defense debates. Together, these developments suggest a …

Sino-Indian Competition And Small-State Responses In The Western Indian Ocean: The Cases Of The Seychelles And Mauritius, Sidhyendra Sisodia, Manoj Kumar Mishra Apr 2026

Sino-Indian Competition And Small-State Responses In The Western Indian Ocean: The Cases Of The Seychelles And Mauritius, Sidhyendra Sisodia, Manoj Kumar Mishra

Journal of Strategic Security

The India-China rivalry, once concentrated on their contested land border, has now spilled decisively into the maritime domain, with both powers competing for influence in the Indian Ocean Region (IOR). Much of the existing literature focuses on Sri Lanka and the Maldives, leaving the Seychelles and Mauritius relatively underexplored. This article addresses that gap by examining how India and China have expanded their engagement with these small island states across security, infrastructure, and political domains. Drawing on defense cooperation, infrastructure projects, and contested basing proposals, it shows that both islands adopt selective hedging, albeit in different forms. Mauritius practices asymmetrical …

Post-Ukraine Fallout: How Azerbaijan’S Break With Russia Reflects The Strategic Consequences Of A Weakened Kremlin, Hasan Alisoy Apr 2026

Post-Ukraine Fallout: How Azerbaijan’S Break With Russia Reflects The Strategic Consequences Of A Weakened Kremlin, Hasan Alisoy

Journal of Strategic Security

This article analyzes how Russia’s declining power, accelerated by its military overextension in Ukraine, triggered a historic rupture in Russia–Azerbaijan relations, culminating in the 2025 Yekaterinburg incident. It argues that the deaths of two Azerbaijani citizens in Russian custody—and the retaliatory actions taken by Baku—did not cause the diplomatic collapse, but rather crystallized a long-term realignment rooted in Azerbaijan’s post-conflict assertiveness and Russia’s unraveling regional leverage. Drawing on the 2024 downing of an Azerbaijani airliner by a Russian missile, the premature withdrawal of Russian peacekeepers from Karabakh, and Azerbaijan’s evolving alliance with Türkiye, the article positions this realignment within a …

The Digital Radical: Online Extremism, Propagation, And Terror By Design's Strategic Implications For Homeland Security, Hunter Lacroix, Shevach Berkovits Apr 2026

The Digital Radical: Online Extremism, Propagation, And Terror By Design's Strategic Implications For Homeland Security, Hunter Lacroix, Shevach Berkovits

Journal of Strategic Security

The 'lone wolf' figure has long been central to counterterrorism analysis, representing the trajectory from non-participant to self-directed actor aligned with extremist causes. Traditional frameworks emphasizing in-person networks or online exposure, however, fail to capture the transformation of radicalization in the algorithmic age. The Arab Spring demonstrated the mobilizing power of digital platforms, yet movements like ISIS later weaponized these networks to provide ideology, belonging, and identity to dislocated populations. This article introduces the concept of the Digital Radical—an individual who transitions from passive consumer to active propagator of extremist narratives, sustaining and expanding radical ecosystems in a symbiotic …

Navigating Power Play: Sri Lanka’S Strategic Role In Indo-Pacific Geopolitics, Neeraj Singh Manhas, Jyot Shikar Singh, Tilak Raj Sharma Apr 2026

Navigating Power Play: Sri Lanka’S Strategic Role In Indo-Pacific Geopolitics, Neeraj Singh Manhas, Jyot Shikar Singh, Tilak Raj Sharma

Journal of Strategic Security

The Indo-Pacific’s geopolitical significance has surged due to China’s assertive rise, prompting the QUAD nations to counterbalance Beijing’s influence. Sri Lanka, a strategically located island state, emerges as a key hub for global trade and security. It examines how Sri Lanka navigates its geopolitical position to achieve national goals while balancing the interests of larger powers. Lastly, Colombo’s strategic engagements with major powers and regional frameworks highlight efforts to assert agency and amplify the voices of smaller island states. Despite its strategic importance, Sri Lanka’s agency is constrained by power asymmetries in the Indo-Pacific, contributing to understanding small-state geopolitics.

Sheinbaum’S Dilemma: Mexico’S Security Choices After Fto Designation, Ghaleb Krame, John P. Sullivan, Magdalena Garcia Apr 2026

Sheinbaum’S Dilemma: Mexico’S Security Choices After Fto Designation, Ghaleb Krame, John P. Sullivan, Magdalena Garcia

Journal of Strategic Security

The US designation of six Mexican cartels as Foreign Terrorist Organizations (FTOs) marks a pivotal shift in bilateral security relations, compelling Mexico to navigate a complex strategic landscape. This study uses game-theoretic modeling, scenario analysis, and Nash equilibria to evaluate three possible responses by the administration of Claudia Sheinbaum: (1) Total Subordination—fully aligning with US counter-cartel efforts, (2) Covert Subordination—secretly integrating US support while maintaining a public stance of sovereignty, and (3) Strategic Resistance—rejecting US intervention in favor of an independent security approach.

New evidence on US-side border corruption and clearer definitions of key terms (joint cross-border operations, intelligence fusion …

Prosecutorial Philosophy And Racial Disparities In Arrest Rates, Carl L. Reeds Mar 2026

Prosecutorial Philosophy And Racial Disparities In Arrest Rates, Carl L. Reeds

USF Tampa Graduate Theses and Dissertations

The prominent issue of racial disparities in arrest in the criminal justice system is well documented. One proposed mechanism for addressing these disparities in the criminal justice system is the emergence of progressive prosecutors. Progressive prosecutors are vastly different than traditional prosecution through the approach to their roles in the criminal justice system. Traditional prosecutors prioritize convictions and punishment, often seeking maximum sentences for defendants and relying on the traditional model of tough-on-crime policies. Progressive prosecutors pledge to reform the criminal justice system by declining to prosecute certain low-level offenses, expanding diversion programs, and explicitly addressing racial and socioeconomic disparities. …

District Leadership Influence On The Sustainability Of Dual Language Bilingual Education Programs, Jessica Hessler Mar 2026

District Leadership Influence On The Sustainability Of Dual Language Bilingual Education Programs, Jessica Hessler

USF Tampa Graduate Theses and Dissertations

Dual language bilingual education programs operate within policy environments that often constrain their long term viability, despite their deep historical roots in the United States. This qualitative study examined how district/central office leadership systems supported the sustainability of these programs. While prior research has emphasized school site collaboration between principals and teachers, limited attention has been given to the district/central office level leadership systems and strategies that shaped program coherence, implementation, and endurance. Guided by a framework integrating social justice leadership with principles of sustainable leadership, the study examined the research question: How do district or central office leadership systems …

Riemann-Hilbert Problems For A Class Of Planar Orthogonal Polynomials, Abril Arenas Mar 2026

Riemann-Hilbert Problems For A Class Of Planar Orthogonal Polynomials, Abril Arenas

USF Tampa Graduate Theses and Dissertations

Planar orthogonal polynomials of degree n are monic polynomials defined by the orthogonality relation,

∫cPn(z)Pm(z)e-V(z) dA(z) = hnδn,m.

where the integration is over the whole complex plane with Lebesgue area measure dA, and hn is a positive norming constant. In this thesis we consider the potential V: CR of the type,

V(z) = |z|2p-2Re Σm j=1 tjzj

we characterize the planar orthogonal polynomials using novel matrix Riemann-Hilbert problems. We pro-pose a Riemann-Hilbert problem of size 2px 2p when the maximal degree satisfies m ≤ p. For m = 2p, we propose a Riemann-Hilbert problem of size 3px 3p for the …

Clinical Features, Laboratory Characteristics, And Outcomes Of Covid-19 Patients In A Tertiary Care Reference Hospital In Panama City, Panama. A Retrospective Observational Study, Santiago E. Hernandez Bojorge Mar 2026

Clinical Features, Laboratory Characteristics, And Outcomes Of Covid-19 Patients In A Tertiary Care Reference Hospital In Panama City, Panama. A Retrospective Observational Study, Santiago E. Hernandez Bojorge

USF Tampa Graduate Theses and Dissertations

Latin America experienced some of the world’s highest COVID-19 mortality rates, yet data on in-hospital outcomes and their social and geographic determinants remain limited. This dissertation investigated multilevel baseline factors associated with in-hospital mortality among adults with COVID-19 at Panama’s largest public tertiary hospital (Hospital Santo Tomás), integrating survival, mediation, and spatial-temporal modeling within a causal-inference framework.

A retrospective cohort of 1,526 RT-PCR–confirmed COVID-19 hospitalizations (May 2020–November 2021) was analyzed using multivariable Cox proportional-hazards, Fine–Gray competing-risk, mediation, and Bayesian spatial models. Directed acyclic graphs (DAGs) pre-specified causal relationships and minimally sufficient adjustment sets. DAG-guided models quantified total effects without conditioning …

Results Of A 19-Year Study On Ruby-Throated Hummingbirds In The Deep North Woods Of The State Of Maine, Robert P. Yunick

North American Bird Bander

Over the period of 2003-2021, 28 visits were made in early June and/or early August to hummingbird feeder locations along the shores of Mooselookmeguntic Lake, Rangeley Plantation, near Oquossoc, Franklin County, Maine, to capture, band and gather data on Ruby-throated Hummingbirds (Archilochus colubris) on their breeding grounds. A total of 2,288 birds were banded along with 190 return captures made in years after banding. Adult males in Jun (n= 819) outnumbered adult females (n=672) by 1.22:1, while in August females (n=426) outnumbered males (n=122) by 3.49:1. Immature males in Aug (n=147) outnumbered immature females (n=102) by 1.44:1. The oldest recaptured …

Challenging The Deliberative Consensus: Participatory Strategies, Transparency And Citizen Trust Across Municipal Contexts, Fadel Al-Marsoumi Mar 2026

Challenging The Deliberative Consensus: Participatory Strategies, Transparency And Citizen Trust Across Municipal Contexts, Fadel Al-Marsoumi

USF Tampa Graduate Theses and Dissertations

This dissertation examines the relationships between participatory governance strategies and multidimensional citizen trust in municipal contexts. Although local governments have implemented deliberative forums, digital platforms and hybrid participation approaches to restore declining public confidence, inconsistencies between theoretical predictions and empirical outcomes have raised questions about participatory governance effectiveness. Motivated by this gap between deliberative democracy theory's optimistic predictions and limited empirical support, the study investigates the psychological, political and contextual mechanisms that shape trust formation through civic engagement. Drawing on an integrated framework combining organizational trust theory and deliberative democracy frameworks, the research conceptualizes trust as a multidimensional construct involving …
