The Effect Of Proximity To Urban Rail On Housing Prices In Ottawa, Christopher M. Hewitt, W. E. (Ted) Hewitt Dec 2012

The Effect Of Proximity To Urban Rail On Housing Prices In Ottawa, Christopher M. Hewitt, W. E. (Ted) Hewitt

Journal of Public Transportation

Increasingly, urban rail transit (URT) is seen as a desirable solution for transportation challenges faced by both urban planners and residents of suburban areas alike. The availability and ease of access to URT, in turn, may result in distortions in local real estate markets. The conventional wisdom, in fact, suggests that construction of urban rail lines serves as a magnet for new housing development and, in turn, can lead to increases in property values in proximity to URT stations. Existing studies have, in good measure, confirmed this belief, but largely on the basis of global area studies that can often …

Transit Operator Evaluation Of Three Wheelchair Securement Systems In A Large Accessible Transit Vehicle, Linda Van Roosmalen, Douglas Hobson, Patricia Karg, Emily Deleo, Erik Porach Dec 2012

Transit Operator Evaluation Of Three Wheelchair Securement Systems In A Large Accessible Transit Vehicle, Linda Van Roosmalen, Douglas Hobson, Patricia Karg, Emily Deleo, Erik Porach

Journal of Public Transportation

The safety, ease of use, and independent use of three wheelchair securement systems and three different types of wheeled mobility devices (WhMD), including a manual wheelchair, a powered wheelchair, and a three-wheeled scooter, were evaluated by eight vehicle operators of a large accessible public transit vehicle (LATV). The securement systems included a forward-facing four-point tiedown system, a prototype forward-facing autodocking system, and a prototype rear-facing-wheelchair passenger (RF-WP) system. The eight LATV operators transported wheelchair-seated passengers in each wheelchair securement system, after which they completed a questionnaire. Operators responded generally positively to the autodocking and RF-WP systems because they were observed …

Simulated Analysis Of Exclusive Bus Lanes On Expressways: Case Study In Beijing, China, Lin Zhu, Lei Yu, Xu-Mei Chen, Ji-Fu Guo Dec 2012

Simulated Analysis Of Exclusive Bus Lanes On Expressways: Case Study In Beijing, China, Lin Zhu, Lei Yu, Xu-Mei Chen, Ji-Fu Guo

Journal of Public Transportation

Deploying exclusive bus lanes is considered an important strategy for supporting public transit priority policy. This paper uses a simulation approach to evaluate planned exclusive bus lanes on expressways in Beijing, China. Two scenarios for deploying exclusive bus lanes—a curbside bus lane scenario and a median bus lane scenario—were designed. Then, a micro-simulation network platform using VISSIM was established and calibrated, with all relative errors between the simulated timevarying speeds and the field speeds less than 15 percent. Afterwards, the two bus lane scenarios were simulated, evaluated, and subsequently compared with current traffic conditions without bus lanes. It was found …

Why Men Participate: A Review Of Perpetrator Research On The Rwandan Genocide, Cyanne E. Loyle Nov 2012

Why Men Participate: A Review Of Perpetrator Research On The Rwandan Genocide, Cyanne E. Loyle

Journal of African Conflicts and Peace Studies

In “Why Men Participate: A Review of Perpetrator Research on the Rwandan Genocide,” Cyanne E. Loyle provides a thought-provoking analysis of the existing state of the genocide perpetrator literature. Relying on fieldwork conducted in Rwanda over the past several years, her research contributes to the development of a unified theory of participation in genocide (that is, who participates and why) that can be examined and applied across case.

Darfur: After The Genocide Comes To An End, Then What?, Samuel Totten Nov 2012

Darfur: After The Genocide Comes To An End, Then What?, Samuel Totten

Journal of African Conflicts and Peace Studies

Eventually, killing, fighting and rape between the various actors will come to a halt. Black Africans, the Government of Sudan and the international community will still be confronted to 7 main challenges: Arabs are now beginning to settle on land that the black Africans were forced off of by the GOS and Janjaweed; the inexorable desertification of more and more land in Darfur; the ever-increasing lack of adequate water sources in Darfur; the issue of reparations; the plight of females raped during the genocidal period, the status of the original complaints by the black Africans and the issue of bringing …

Thaumatoporella Ladders Unraveled, Felix Schlagintweit Nov 2012

Thaumatoporella Ladders Unraveled, Felix Schlagintweit

Studia UBB Geologia

Thaumatoporella (incertae sedis) represents a widespread constituent in Middle Triassic–Cretaceous shallow-marine carbonates of the Tethyan realm and exhibit a wide morphological variability. Seemingly monostromatic cell-layers intermingled with and incorporated into bacinellid crusts (“Bacinella irregularis”) were described as Thaumatoporella bridges or ladders in the literature. This appearance of Thaumatoporella also accounted for the creation of the genus Polygonella ELLIOTT and its misleading comparison with single-layered crustose corallinacean alga, e.g., genus Lithoporella. In fact, these “ladders” belong to the roof part of thaumatoporellaceans encrusting microbial crusts that subsequently became overgrown and thus incorporated. Often a rudimentary thin basal layer …

Assessing Whether Oil Dependency In Venezuela Contributes To National Instability, Adam Kott Oct 2012

Assessing Whether Oil Dependency In Venezuela Contributes To National Instability, Adam Kott

Journal of Strategic Security

The focus of this article is on what role, if any, oil has on Venezuela's instability. When trying to explain why a resource-rich country experiences slow or negative growth, experts often point to the resource curse. The following pages explore the traditional theory behind the resource curse as well as alternative perspectives to this theory such as ownership structure and the correlation between oil prices and democracy. This article also explores the various forms of instability within Venezuela and their causes. Finally, the article looks at President Hugo Chavez's political and economic policies as well as the stagnation of the …

The Strategic Implications Of China's Rare Earths Policy, Shane Bilsborough Oct 2012

The Strategic Implications Of China's Rare Earths Policy, Shane Bilsborough

Journal of Strategic Security

Drawing on literature in China studies, strategic theory, and expert interviews, this article analyzes the possibility of "rare earths" being leveraged by the People's Republic of China (PRC) in a crisis. The evidence suggests China's position in the rare earths market could constitute a significant security liability for the United States. It also seems that even if coercion fails to materialize, China's rare earths policies have the potential to intensify security dilemmas in Sino-American relations.

The 2011 Mena Revolutions: A Study In U.S. Energy (In)Security, Jessie Rumsey Oct 2012

The 2011 Mena Revolutions: A Study In U.S. Energy (In)Security, Jessie Rumsey

Journal of Strategic Security

The recent upheavals in the Middle East and North Africa (MENA) have brought into stark relief the conflict between democratic values and strategic interests in U.S. foreign policy. Americans are known for commitment to life, liberty, and the pursuit of happiness, yet the U.S. Government is frequently unwilling to step forward and openly express even rhetorical support for reform movements in foreign countries. In fact, initial American reluctance to support the recent "Arab Spring" uprisings serves as another example of what scholars argue is a general exception in the MENA to broader post-Cold War rising costs of maintaining autocracy. This …

European Strategies For Energy Security In The Natural Gas Market, Boyka M. Stefanova Oct 2012

European Strategies For Energy Security In The Natural Gas Market, Boyka M. Stefanova

Journal of Strategic Security

This article examines the European Union's (EU) approach to energy security on the example of its natural gas imports from Russia, the largest supplier of gas to European markets. Two major projects, Nord Stream in the Northern and Western part of the EU, and Nabucco in South-Central Europe, demonstrate opposing energy security strategies, seemingly at odds with the EU objective of achieving energy independence from Russia. The question arises: Are these strategies sustainable? How can they be reconciled and pursued under a common policy? The main argument is that such conflicting sub-regional policy initiatives are amenable to progressive realignment and …

Arctic Energy Resources: Security And Environmental Implications, Peter Johnston Oct 2012

Arctic Energy Resources: Security And Environmental Implications, Peter Johnston

Journal of Strategic Security

In recent years, there has been considerable interest in the Arctic as a source for resources, as a potential zone for commercial shipping, and as a region that might experience conflict due to its strategic importance. With regards to energy resources, some studies suggest that the region contains upwards of 13 percent of global undiscovered oil, 30 percent of undiscovered gas, and multiples more of gas hydrates. The decreasing amount and duration of Arctic ice cover suggests that extraction of these resources will be increasingly commercially viable. Arctic and non-arctic states wish to benefit from the region's resources and the …

Statewide Rural-Urban Bus Travel Demand And Network Evaluation: An Application In Tennessee, Hongtai Yang, Christopher R. Cherry Sep 2012

Statewide Rural-Urban Bus Travel Demand And Network Evaluation: An Application In Tennessee, Hongtai Yang, Christopher R. Cherry

Journal of Public Transportation

This paper examines the characteristics of intercity bus riders within Tennessee and proposes methods to identify service gaps and prioritize network expansion, particularly focusing on rural-urban connections. Data were collected through an on-board survey and compared with intercity auto trips. Compared to personal auto users, intercity bus riders are more likely to be of minority races, unemployed, unable to drive, and from low-income households. Five demand levels were determined based on the population distribution with these characteristics. The service areas of existing bus stops were identified and compared with the high demand areas. The result shows that an insufficient number …

Development And Application Of A Rural Intercity Demand Model, Frederic D. Fravel, Reyes Barboza Jr. Sep 2012

Development And Application Of A Rural Intercity Demand Model, Frederic D. Fravel, Reyes Barboza Jr.

Journal of Public Transportation

This paper describes the development of a demand model to estimate ridership for rural intercity bus services in the United States. The need for such a model and the approach used in developing it are described. Two models were developed, one a regression equation calibrated on data from a survey of rural intercity services, and the other using a trip rate developed from National Household Travel Survey data. Both models are included in a toolkit that also includes user information and population data. The paper then compares the ridership predictions made using the model with actual experience on rural intercity …

Applying Structured Scheduling To Increase Performance In Rural Demand-Response Transportation, Kai Monast, Joshua Worthy Sep 2012

Applying Structured Scheduling To Increase Performance In Rural Demand-Response Transportation, Kai Monast, Joshua Worthy

Journal of Public Transportation

Many rural demand-response transportation systems have increased ridership to a level that the systems feel they need technology or increased scheduling and vehicle capacity. Instead of adding resources, capacity can be expanded and performance can be increased by applying a scheduling structure. The scheduling structure proposed in this research applies directly to systems that share specific geographic characteristics. For these areas, trips are assigned to runs based on time and location, which results in increased performance and vehicle utilization. The structure enables trips to be scheduled during the booking process using simple and easy-tounderstand rules that allow the customer to …

Multivariate Statistical Analysis Of Public Transit Bus Driver Distraction, K. A. D'Souza, S. K. Maheshwari Sep 2012

Multivariate Statistical Analysis Of Public Transit Bus Driver Distraction, K. A. D'Souza, S. K. Maheshwari

Journal of Public Transportation

This paper examines the efficacy of a multivariate statistical modeling approach to analyze public transit bus driver distraction data collected through a self-administered driver survey. The distracting activities were classified into four risk zones according to distraction risk indices derived from distracting ratings, distracting durations, and driver perception of risks. A multinomial logistic regression model was formulated for highly-risky distracting activities using levels of distraction as the categorical dependent variable and correlating it with categorical and continuous independent variables responsible for the distraction. Results revealed that the common sources of distraction were due to passenger-related activities, which match two-thirds of …

Intercity Bus Service Funding And Assessment Methodology, Zhirui Ye, David Kack, Jaydeep Chaudhari, Levi Ewan Sep 2012

Intercity Bus Service Funding And Assessment Methodology, Zhirui Ye, David Kack, Jaydeep Chaudhari, Levi Ewan

Journal of Public Transportation

The Federal Transit Administration (FTA)’s 5311(f) program requires that 15 percent of 5311 program funds given to a state be used to develop and support intercity bus (ICB) service. This 15 percent can be waived if the governor certifies that the ICB needs are being met within the state. This certification became harder to justify when FTA began requiring a more stringent consultation process before certification could be given. The objectives of this study are to learn about current practices of ICB service funding mechanisms, funds prioritization, and determination processes and strategies that promote ICB service. An assessment methodology for …
