Bringing In The State: Toward A Constitutional Duty To Protect From Mob Violence, Susan S. Kuo Jan 2004

Bringing In The State: Toward A Constitutional Duty To Protect From Mob Violence, Susan S. Kuo

Faculty Publications

Mob violence can inflict devastating costs. Although typically wrought by private individuals, the incidence of riot as well as extent of riot harm often turn on the adequacy of police preparation and planning. Under the English common law, local governments were responsible for providing riot protection for their denizens. In keeping with the English tradition, early state laws in the United States also provided for communal riot responsibility, and when the states ratified the Fourteenth Amendment, state obligations in the riot context were well-established. Despite the common law underpinnings of the governmental duty to protect citizens from mob violence, however, …

Citizenship, Identity, And Transnational Migration: Arab Immigrants To The Us, Caroline R. Nagel, Lynn A. Staeheli Jan 2004

Citizenship, Identity, And Transnational Migration: Arab Immigrants To The Us, Caroline R. Nagel, Lynn A. Staeheli

Faculty Publications

The aim of this paper is to evaluate the changing relationships between identities, citizenship and the state in the context of globalisation. We first examine the ways in which scholars discuss changes in the ways in which citizenship and political identity are expressed in the context of international migration. We argue that much of the discussion of transnationalism and diaspora cling to an assumption that citizenship remains an important—though not defining—element of identity. Our position, by contrast, is that migration is one of a number of processes that transform the relationship between citizenship and identity. More specifically, we argue that …

Testing, Treatment, And Trust: Social Work Professional Development And The Genomics Revolution, Anna M. Scheyett, Kimberly Strom-Gottfried Jan 2004

Testing, Treatment, And Trust: Social Work Professional Development And The Genomics Revolution, Anna M. Scheyett, Kimberly Strom-Gottfried

Faculty and Staff Publications

Knowledge in the area of human genetics and genomics is expanding at an exponential pace, with significant implications for social work in health, mental health, and other settings. This article identifies some key roles social workers may play in the arena of genetics, discusses social workers responsibility for ongoing professional development in this area, and describes a flexible genetics and genomics social work curriculum developed by the authors. We provide an evaluation of pilot curriculum implementations, discuss ongoing strategies and barriers to dissemination, and make recommendations for future actions to more fully incorporate genetics and genomics content into the social …

Faculty Publications

We have fabricated a series of composition spreads consisting of ferroelectric BaTiO3 and piezomagnetic CoFe2O4 layers of varying thicknesses modulated at nanometer level in order to explore artificial magnetoelectricthin-film heterostructures. Scanning microwavemicroscopy and scanning superconducting quantum interference device microscopy were used to map the dielectric and magnetic properties as a function of continuously changing average composition across the spreads, respectively. Compositions in the middle of the spreads were found to exhibit ferromagnetism while displaying a dielectric constant as high as ≈120.

A Steady-State Impedance Model For A Pemfc Cathode, Qingzhi Guo, Ralph E. White Jan 2004

A Steady-State Impedance Model For A Pemfc Cathode, Qingzhi Guo, Ralph E. White

Faculty Publications

A model for the simulation of the steady-state impedance response of a polymer electrolyte membrane fuel cell (PEMFC) cathode is presented. The catalyst layer of the electrode is assumed to consist of many flooded spherical agglomerate particles surrounded by a small volume fraction of gas pores. Stefan-Maxwell equations are used to describe the multicomponent gas-phase transport occurring in both the gas diffusion layer and the catalyst layer of the electrode. Liquid-phase diffusion of O2 is assumed to take place in the flooded agglomerate particles. Newman’s porous electrode theory is applied to determine over-potential distributions. © 2004 The Electrochemical Society. All …
