Strengthening China's Regulatory Regime: How The United States Can Engage, Herbert Claiborne Pell

South Carolina Journal of International Law and Business

This article considers how the United States can constructively contribute to the development of a more effective regulatory regime in the People's Republic of China (PRC). It opens with a review of the history and issues associated with China's regulatory regime. It then surveys ongoing challenges and responses to these challenges. Finally, it considers the national interests of the United States and China in regulatory reform and proposes modest strategic initiatives for the United States to pursue in light of these analyses of need and common interest. The article's argument crosses the disciplinary boundaries of law, political science, sociology, economics, …

In Defense Of Voluntary Desegregation: All Things Are Not Equal, Derek W. Black Jan 2009

In Defense Of Voluntary Desegregation: All Things Are Not Equal, Derek W. Black

Faculty Publications

This Article analyzes the concept of racial stigma in Justice Kennedy’s controlling opinion in Parents Involved in Community Schools v. Seattle School District No. 1. The Article reveals that Kennedy’s fundamental concern is that using racial classifications to achieve voluntary desegregation racially stigmatizes students. In particular, he assumes that the classifications undermine individualism and reduce children to “racial chits.” He fails, however, to recognize the purpose of voluntary desegregation and the unique characteristics that distinguish it from other race-conscious programs. Kennedy is not alone. Commentators and schools may have “over-defended” voluntary desegregation, articulating multiple justifications rather than focusing on the …

The G. Ross Roy Collection Of Robert Burns: An Illustrated Catalog, Elizabeth Sudduth Jan 2009

The G. Ross Roy Collection Of Robert Burns: An Illustrated Catalog, Elizabeth Sudduth

Rare Books & Special Collections Publications

Established in 1989, the G. Ross Roy Collection of Robert Burns and Burnsiana at the University of South Carolina's Thomas Cooper Library is one of the world's foremost collections dedicated to the study of Scotland's greatest poet. Of the approximately six thousand items described in this catalogue, the largest sections are works by Burns and items of Burnsiana. These include not only separate editions of the poet's major works but also editions with distinctive bindings and variants. Among the notable highlights is one of only two known first-edition copies of The Merry Muses of Caledonia (1799) and the only one …

An Infrared Imaging Method For High-Throughput Combinatorial Investigation Of Hydrogenation-Dehydrogenation And New Phase Formation Of Thin Films, H. Oguchi, Jason R. Hattrick-Simpers, I. Takeuchi, E. J. Heilweil, L. A. Bendersky Jan 2009

An Infrared Imaging Method For High-Throughput Combinatorial Investigation Of Hydrogenation-Dehydrogenation And New Phase Formation Of Thin Films, H. Oguchi, Jason R. Hattrick-Simpers, I. Takeuchi, E. J. Heilweil, L. A. Bendersky

Faculty Publications

We have developed an infrared imaging setup enabling in situ infrared images to be acquired, and expanded on capabilities of an infrared imaging as a high-throughput screening technique, determination of a critical thickness of a Pd capping layer which significantly blocks infrared emission from below, enhancement of sensitivity to hydrogenation and dehydrogenation by normalizing raw infrared intensity of a Mg thin film to an inert reference, rapid and systematic screening of hydrogenation and dehydrogenation properties of a Mg–Ni composition spread covered by a thickness gradient Pd capping layer, and detection of formation of a Mg2Si phase in a …

Infusing Multicultural Competence In Supervision: Current Practices For Student Affairs, K. Sean Mcgreevey Jr. Jan 2009

Infusing Multicultural Competence In Supervision: Current Practices For Student Affairs, K. Sean Mcgreevey Jr.

Theses and Dissertations

The purpose of this study was to observe, describe and analyze what practices supervisors of student affairs professionals utilized in aiding their staffs’ multicultural competence development. Pope, Reynolds and Muller (2004) defined multicultural competence for student affairs professionals as “a distinctive category of awareness, knowledge, and skills essential for efficacious student affairs work; this category may assist student affairs practitioners in creating diverse and inclusive campuses” (p. 9). In Mueller and Pope’s (2001) study, respondents who had “discussions with supervisors about multicultural issues” (p. 140) were more likely to exhibit multicultural competence. In the 2001 study, “results suggest that the …

The Effect Of Copt Crystallinity And Grain Texturing On Properties Of Exchange-Coupled Fe/Copt Systems, H. Oguchi, A. Zambano, M. Yu, Jason R. Hattrick-Simpers, D. Banerjee, Y. Liu, Z. L. Wang, J. P. Liu, S. E. Lofland, D. Josell, I. Takeuchi

Faculty Publications

The effect of the crystallinity and the grain texturing of CoPt hard layers on exchange coupled Fe/CoPt soft/hard magnetic systems was studied using gradient thickness multilayer thin films. We have studied the hard layer structures by transmission electron microscopy and x-ray diffraction, and characterized the exchange coupling interaction through magnetization loops obtained by the magneto-optical Kerr effect measurement. We found that exchange coupling strongly depends on the crystalline characteristics of the CoPt hard layer. There is correlation between the mixture of different grain orientations of the CoPt hard layer and coupling efficiency. In particular, interlayer coupling is enhanced when there …

Agents And Service-Oriented Computing For Autonomic Computing: A Research Agenda, Frances M.T. Brazier, Jeffrey O. Kephart, H. Van Dyke Parunak, Michael N. Huhns

Faculty Publications

Autonomic computing is the solution proposed to cope with the complexity of today's computing environments. Self-management, an important element of autonomic computing, is also characteristic of single and multiagent systems, as well as systems based on service-oriented architectures. Combining these technologies can be profitable for all - in particular, for the development of autonomic computing systems.

Perception And Reality In Congressional Earmarks, Michael H. Crespin, Charles J. Finocchiaro, Emily O. Wanless Jan 2009

Perception And Reality In Congressional Earmarks, Michael H. Crespin, Charles J. Finocchiaro, Emily O. Wanless

Faculty Publications

Earmarks added to appropriations bills have generated a considerable amount of attention from the media, politicians, and fiscal watchdog groups. Taken as a whole, three 'truths' about earmarks are frequently discussed: 1) earmarks are the reason for large budget deficits, 2) using omnibus legislation instead of regular order leads to more earmarks, and 3) 'airdropped' earmarks added at the conference stage compound the problem of pork. In this paper, we examine these 'truths' and find the conventional wisdom does not stand up to empirical tests. Finally, we show how Congress easily worked around new rules concerning the addition of earmarks …

Music Librarian As Development Officer: Raising Funds For Special Collections, Ashlie K. Conway Dec 2008

Music Librarian As Development Officer: Raising Funds For Special Collections, Ashlie K. Conway

Faculty and Staff Publications

Over the past ten years, advances in technology have led to increased productivity and efficiency in nearly every area of librarianship. As a result, many music libraries across the United States are either beginning a special collections program or are turning to these collections for digitization; as special collections often consist of older materials no longer under copyright, they become priorities for digitization, which also affords a critical preservation benefit. As these collections grow, so does the need for funding, which is essential to their proper archival storage and long-term preservation. A review of the literature finds that little research …
