The purpose of this study is to make readily available, in helpful form all information possible on leadership, facilities, and equipment in men's physical education in North Dakota schools. It was originally planned that this should be a study of women's physical education as well as men's, but inasmuch as the questionnaires were sent to men instructors, not much information concerning the women's program was reported. For this reason it has become necessary to limit this study to men's physical education only. Horace Mann once said: "All measures designed to promote education must depend for their success, in this country, on the hearty cooperation of public opinion. It is only by enlightening and concentrating of the opinion that powerful effects can be produced". This study, from the beginning, accepted that viewpoint. It was not interested in producing simply another report to gather dust on library shelves. It was desired to develop materials and procedures capable of influencing the actual operation of the secondary schools of the state.

This newspaper article, published on March 1, 1951, by the Selfridge (N.D.) Journal and circulated by the “Western Press Clipping Exchange” in Minneapolis, reports on the work of the North Dakota Indian Affairs Commission. Established by the 1949 state legislature, the commission conducted a two-year study to gather data, which concluded that assimilation of Native people into broader American society, socially, culturally, and economically, should be the ultimate goal, and it emphasized that the Indians “want their children to be actual, not just legal Americans.”
