This Article seizes on a specific doctrinal discussion in Eric Claeys’s Natural Property Rights to argue for the importance of understanding property doctrines in the context of a system of interconnecting rules and standards and not in isolation. The ad coelum doctrine provides that land ownership entails ownership of the suprajacent airspace as well as the underlying subsurface. As Claeys’s discussion highlights, scholars disagree about the significance of ad coelum both conceptually, as to what function the rule serves in defining and allocating property, and normatively. Abstract
The Intergovernmental Panel on Climate Change—the UN’s expert science panel—has repeatedly found that limiting climate change to prevent catastrophic harms will require at least some use of carbon capture and sequestration (CCS), and may entail substantial deployments of this technology. There is significant uncertainty, however, about the level of lifecycle greenhouse gas (GHG) reductions achievable in practice from varying CCS applications; some applications could even lead to net increases in emissions. In addition, a number of these applications create or maintain other harms, especially those related to fossil fuel extraction and use. For these reasons, many environmental justice advocates …

White supremacy is complex, evolving, and ever nuanced in all of its aspects, including its positioning of Asian Americans. Through different lenses, Stacy Hawkins, Robert Chang, Matthew Shaw, and Shakira Pleasant challenge me to interrogate this positioning even further. My reply can only begin to do so, but this colloquy will also inspire my future writings. In delineating my thoughts, I also draw inspiration from my mentor, the late Derrick Bell, whose insights have consistently informed my work.

The COVID-19 pandemic laid bare the shared vulnerability inherent in the human condition, prompting a collective recognition of our physical susceptibility to infectious diseases. While great strides have been made in combating COVID-19 through vaccinations and treatments, a portion of the population remains profoundly vulnerable due to health conditions that make the disease more dangerous, that limit vaccine efficacy, or that prevent vaccination altogether. This article explores a path forward by proposing a solution within health benefit plans—encompassing both private health insurance and public health benefits. In her insightful Comment on Students for Fair Admissions, Inc. v. President & Fellows of Harvard College and Students for Fair Admissions, Inc. v. University of North Carolina (hereinafter SFFA cases), Dean Angela Onwuachi-Willig critiques Chief Justice Roberts’s majority opinion for its “simplistic understanding of race and racism.” She interrogates the “doxa” — the “unexamined cultural beliefs” that structure the majority’s narrative on racial experiences. Onwuachi- Willig elucidates how Chief Justice Roberts accepts whiteness as a tacit norm and ignores the marginalization of people of color. Patient safety education is a mandated Common Program Requirement of the Accreditation Council for Graduate Medical Education and for the Royal College of Physicians and Surgeons of Canada in all medical residency and fellowship programs. Although many hospitals and healthcare environments have general patient safety education tools for trainees, few to none focus on the unique training milieu of pathologists, including a mix of highly automated and manual error-prone processes, frequent multiplicity of events, and lack of direct patient relationships for error disclosure. A problem of classification places adolescents and emerging adults with special health care needs among the most at risk for poor or life-threatening health outcomes. This preliminary proof-of-concept study was conducted to determine if phenotypes of health care transition (HCT) for this vulnerable population could be established. Such phenotypes could support development of future studies that require data classifications as input. Mining of electronic health record data and cluster analysis were implemented to identify phenotypes. In resting animals, water use positively correlates with metabolic rate, for example smaller animals using proportionally more water per gram of body mass. However, animals also must endure heat and exertion, and evaporative cooling requires additional water use that may not scale similarly with body size. How evaporative water loss allometrically scales with body mass during heat-stressed exercise is poorly resolved, particularly for birds, yet is critically important for understanding the consequences of climate warming on the fitness of bird populations. While early childhood circumstances influence the accumulation of skills and abilities, parental and policy responses can magnify or mitigate the effects of childhood circumstances. This work explores the two ideas mentioned above.
Chapter 1 briefs the historical and philosophical roots of the study of human capital and discusses the economic approach to the understanding of child wellbeing before the age of five. Because childhood circumstances influence the accumulation of skills, Chapter 2 estimates the impact of temperature shock during pregnancy on early childhood health. The University of New Mexico is designing, building, and testing a multipactor testbed based on a horn-microstrip transmission line to characterize and investigate the multipactor effect for a range of vacuum pressures and power. A horn-shaped, 50 Ω Al microstrip line is positioned inside a six-way cross stainless-steel chamber that is vacuumed down to low ~10−7 torr. A 100 𝑀𝑀𝑀𝑀𝑀𝑀 sine signal is fed to a rf amplifier with a bandwidth of 250 − 105 𝑀𝑀𝑀𝑀𝑀𝑀, that can reach 120𝑊𝑊 average (CW) power. Modernizing power grids with communication-based technologies has introduced new challenges to the operation of the grid, especially when the communication network experiences failure or data is corrupted during the transfer. This issue is studied in this dissertation from the control and protection perspective. First, the cyber attack detection and mitigation of distributed control of microgrids is addressed when the distributed energy resources (DER) are exposed to false data injection attacks. A cyber-threat detection technique is proposed based on Kullback-Liebler divergence-based criterion. Preconcentrating this class of analytes is necessary as they can be elusive with simple sampling techniques. The effectiveness of perinatal exercise (i.e., exercise by mothers immediately prior to, throughout, and after pregnancy) to attenuate high-altitude pulmonary hypertension and associated health consequences in the offspring exposed to chronic hypoxia in early life was investigated. Four groups were used to compare the effects of perinatal exercise to offspring exposed to low altitude (i.e., normoxic) conditions or simulated 4500 meters of high altitude (i.e., hypoxic) as well as their respective, sedentary controls. Offspring in the hypoxic groups had lower body weights and tail lengths as well as higher hematocrits, right ventricular systolic pressures, and right heart weights. The hypoxic …

In this thesis, we introduce a reinforcement learning-based price-driven Demand Response Management (DRM) mechanism in smart grid systems consisting of prosumers. Our proposed approach accounts for the prosumers behavioral characteristics and models the emerging interactions among all the involved actors in the smart grid system, i.e., prosumers, Energy Management System (EMS) and utility companies. Arsenite exposure leads to the retention of UV-induced DNA damage, thus burdening translesion synthesis (TLS). Rad18 is an essential factor in initiating TLS through PCNA monoubiquitination and is implicated in homologous recombination. It contains two functionally and structurally distinct zinc fingers that are potential targets for arsenite binding. Results from this study reveal arsenite binding to both zinc fingers of Rad18 and a corresponding loss of domain function. Importantly, arsenite inhibited Rad18 RING-dependent PCNA monoubiquitination and polymerase eta recruitment to DNA damage. Further analysis demonstrated multiple effects of arsenite, including the reduction in the nuclear localization and UV-induced chromatin recruitment …

A staggering amount of data has been collected and analyzed since the beginning of the COVID-19 pandemic. Some of that data, however, particularly computed tomography (CT) scans of lungs, are difficult to analyze computationally. Segmentation of COVID-19 lesions provides researchers with insights into where lesions form, their volume, and in the case of time course data, how lesions grow as disease progresses. Spatial information, which has received little attention in the literature, has the potential to provide valuable insight to within-host viral and immune dynamics. Monolithic semiconductor lasers including edge-emitting lasers (EELs) and vertical-cavity surface-emitting lasers (VCSELs) fail to realize simultaneous achievement of both high-power high-quality beams due to intrinsic limitations of their resonant cavity. Photonic crystal surface emitting lasers (PCSELs) address these structural limitations through employment of a two-dimensional photonic crystal (PC) cavity that creates feedback at a single wavelength for laterally scalable devices. This function of the PC allows PCSELs to power scale with area while maintaining single-mode emission required for diffraction-limited beams. In this way, PCSELs fulfill an industry demand for high-power high-quality lasing from a single chip.

During the past three years, miniature heat sinks have been integrated into the cooling loop of devices such as MW-class gyrotron resonators and high-power laser arrays. These applications involve high cooling rates in the range of 20-25 MW/m2. Liquid metals such as Na and NaK offer very high thermal conductivity in the range of 16-79 W/mK, while their dynamic viscosities are only slightly higher than water viscosity. This dissertation proposes a cyber-secure distributed control of microgrids with improved communication and control protocols. The finite-time event-triggered control protocol for islanded AC and DC secondary control is introduced. For AC microgrids, the proposed strategy can effectively perform frequency restoration and voltage regulations while sharing the active and reactive power among the distributed generators (DGs) based on their power ratings. For DC microgrids, the proposed control protocol can provide accurate current sharing and critical bus voltage regulation. Spatially resolved transcriptomics technologies investigate gene expression in the context of a tissue. While imaging-based technologies enable gene expression quantification at a single-cell level, only two NGS-based technologies are currently capable of single-cell resolution. Both Stereo-seq and Seq-Scope involve two rounds of sequencing: one to sequence the location of spatial barcodes and the other to obtain sequence of cDNA. In present photoionization models used in computational studies, there is a lack of experimental data and several assumptions pertaining to photo-electron production in the gas. It is widely accepted that wavelengths between 98 nm and 102.5 nm are the primary contributors to photoionization of oxygen in an air plasma. In air, the collisional kinetics of nitrogen provide the photons, which results in the ionization of oxygen. Background: Racial and ethnic health disparities in prostate cancer prevalence, incidence, mortality, quality of life, screening, and treatment constitute the largest of all cancer disparities. These health disparities are associated with higher morbidity and mortality rates in minority populations. Treatment with androgen deprivation therapy (ADT) has been the most widely used therapeutic modality to reduce the progression of prostate cancer to a worse disease stage and relieve potential obstructive symptoms. However, ADT is associated with possible toxic metabolic and cardiovascular (CVS) adverse events that may occur within six months of ADT initiation.
